approval of roof screen for air conditioning equipment, West
Valley Industrial Park, 10040 Bubb Road (continued from December 8,
1971 meeting).

Mr. Terrence N. Anscow, 3401 Hill'view Avenue, Palo Alto, was present
to represent the applicant.
Screen to The Planning Technician said the applicant's proposal is to install
match existing a mechanical equipment screen of,cement, asbestos board on the
screen easterly (rear) portion of the building. The screen will be painted
to match the existing screen presently on the westerly (front) section.
Expansion of Exhibits A, A-1 and A-2, signed March 12, 1969, were reviewed by the
air condition- Committee. Both buildings were built at the same time. Colored slides

building screen. The building was completed in 1969 and only had air conditioning
in the office portion. They are now expanding the air conditioning to

the rear of the property. They also agreed to putting in the planting,
curb and gutter on Vista Drive. They have the large doors on Vista
Drive and have proposed a screened fence to block the view. There will
�be a mansard roof to tie in with the existing building. They will carry
the landscaping all around the property.

The roof on the service portion is a flat top with a parapet on
the back side. The mansard roof goes around two sides of the
office portion of the building. Member Adams said he would like
to see something similar .go around.the other.two sides, ending at
the service bays with some finish treatment.
Chairman Ryner asked about the trash areas. Mr. Harris said they
will.continue using what they are presently using.
Chairman Ryner asked for comments from the audience. There were
none.
Member Adams said he would like to assume the trash collection will
be within the confines of the building and then hauled away.
Mr. Harris said they will make a trash enclosure for that purpose.
Member Sargent asked who owns the property directly to the east
of the fire station and how close could the new business go.
The Planning Technician was not sure of the ownership fo the pro-
perty, but it could be developed right up to the property line.
Member Adams asked if the applicant would be amenable to coming
• back with plans for additional roof treatment and trash enclosure.
Member Gatto added that he would like to see an extension of the
fence near the service area or a high hedge to shield the view of
the property behind the fire station. He cautioned
the applicant about the roof apurtenances showing. Member Sargent
said he would like to see a detailed landscaping plan showing
types of plants and trees to be used. Chairman Ryner suggested
the applicant study the H-Control standard conditions of approval.

7. Application HC-51,126.E - James F. Koch requesting approval of site,
architecture, landscaping for triplex - Lot 11, Tract 2527,
Alpine Drive.

The Planning Technician said the applicants proposal was generally
in conformance with the City Ordinances, except the width of the
balcony on the first level in the front,which must be reduced to
5 feet. One of the major concerns of the staff was the amount of
concrete driveway in the front yard.' To alleviate this, the applicant
proposes to install bricks in the driveway on the right. This will
break up the massive concrete look and will provide the driveway and
parking area on the right to reflect a patio type appearance.
Mr. Dennis Kobza, 2680 Bayshore Frontage Road, Mountain View, said
he is the architect of this plan.
The site plan was displayed. Although the property has quite a slope,
they will have a relatively flat driveway because they will cut into
the slope. The garages will be beneath the living quarters. He
said he is aware of the fact that the width of the balcony must be
reduced.
Chairman Ryner asked for conments from the audience. There were none.
Chairman Ryner asked. the location of the trash area. It was shown
on the site plan, to the right of the driveway in the front. Member
Sargent questioned whether t1iree containers would be adequate.
Mer.bar Sargent asked, if this is a'town house situation, who will
maintain it. The architect said it is strictly a rental unit.
In answer to Chairman Ryner`s question, the Planning Technician said
there are single family hones behind this property. Chairman Ryner
asked if the applicant had discussed these plans with any of the
neighbors. Mr. F�obza said he doubted that he had. He added that
there are duplexes up the street.

Hearings.

In the interest of safety, Chairmen Ryner felt there should be some
sort of railing at the top of the;.retaining wall. Member Gatto feels
the problem is with the slump stone wall. A railing would overcome
the starkness, too.. Chairman Ryner suggested perhaps trailing rosemary
or something cascading down the wall.

8. Application HC-51,273 - Ditz-Crane requesting approval of
partial architecture, landscaping, lighting, and undergroundin€
of utilities for townhouses in RiC (Single-family Residential
Cluster) Zone, located at the southwest corner of Homestead
Road and Blaney Avenue.

The Planning Technician said this hearing is for the alternate
proposal, should the applicant feel they wish to include some
3-bedroom units.
Mr. Warren Gilbert, 168 Jackson Street, San Jose, was present to
represent the applicant.
The site plan of the total area and a view of the site from the
Blaney Avenue Overpass were displayed. Also displayed was a
rendering of the 3-bedroom alternate proposal.
All maintenance of the landscaped areas will be the responsibility
of the developer, but the rear yards (patio areas) will be left
to the individual owners to develop as they wish.

the overpass. The developer has agreed to maintain the slope area.
Mr. Gilbert said there will be 9 trainer parking spaces.
Mr.'Gilbert said that when the 3-bedroom unit is introduced to the
subdivision it will have a 1-bedroom+ and one end and a 2-bedroom
situation at each end; i.e., a 6-unijt situation will contain 2 but
never 4 3-bedroom units. There is aj,cantilever overhang at the rear.

Chairman Ryner was concerned about the people driving along the
freeway and looking into the trailer parking area. Mr. Gilbert
said the landscaping in that portion could be brought in later for
review.
Lighting: Mr. Gilbert indicated on the plans where the three
18--20' high electroliers would go in each court. They will have
175 watt, mercury vapor lamps.
It was brought out that Mountain View Planning Commissioner Hinkley
lives in a subdivision with this type of lighting and Mr. O'Connel
suggested the Members call him to see how he likes having the place
lit in this manner. These lights can be pointed in any direction
and/or shape. The patios and pool area will be lit.
In answer to Member Adams' question, Mr. Gilbert said the 1-bedro
units will have 1,000 square feet and the 3-bedroom units will ha
1,400 square feet. Mr. O'Connell said they will run between
$27,000 and $35,000.
Chairman Ryner asked for comments from the audience. There were
none.

the City Council approval of application HC-51,273, subject to the

conditions that the fence along the freeway be restudied to break
up the linearity by clustering of landscaping and some wall -type
planting material on the fence. The trailer area to be screened
by some fast-growing plant material to reach 12' in height.

jections of the adjacent property 6wners to having tTvo-story units
directly behind their homes,

Chairman Ryner noted that this is a recommending body. Any recommendations
may be made, but the City Council makes the determinations.

Slides were shown of the underpass';' and elevations with respect to
the masonry wall. The wall has been codified so that now it
meanders. It comes to within 2 f eft of the building eaves. A profile
of the west cul de sac at the nort ernmost portion of the property
was shown, pictures of the site, and elevations of the single and
2-story units and the recreation building.

Mr. Bobbitt explained the new elevations are to comply with
Member Gatto's request for more definitive plans. They have
decided to stay away from the stucco exteriors and stay with the
wood trim. There are four elevations of each model. You will
not have the same elevation repeated in the same block.
Mr. Richard Mapes, of the Design Staff, 505A Melrose Avenue, San
Jose, said you can put Design A, B, C and D tog'ether and they will
definitely blend together. Member Gatto disagreed. Mr. Mapes
said they are building a complex and if they start letting it
wander away from its homogeneous factors it will lose its continuity.
He said he does not want to create something that looks like an
apartment house. Mr. Bobbitt said the -hues and colors are homo-
geneous. The change in roof line is to prevent the barracks look.
He showed colored slides of a subdivision in Walnut Creek illus-
trating the color transition and roof lines they want to achieve.
Member Adams commented that the four added roof line studies assured
him that they are similar to what will be seen in those clusters.
Member Sargent was concerned about the row along the side of the
hill. He got the feeling we will have a long strip of two-story
homes. Mr. Bobbitt said these homes will set at different angles.
The pad elevations are in the Planning Department now. He said
there can be a 4' to 6' difference in elevations in the unit pads.
Member Sargent said he was not convinced why they could not deviate
from their proposed roof lines.
Mr. Adrian Ramos, 10141 Lebanon Drive, asked how they could go
ahead with this planned development when they have read the
geological report. Chairman Ryner again said this is not within
the jurisdiction of this Committee. This is a matter for the City
Council to decide.
Mr. Franklin, 10201 Linden Drive, asked what the purpose of this
Committee was. Chairman Ryner quoted portions of Ordinance 468.
Mr. Franklin wanted to talk about the sewage system, but was told
this was handled at the Planning Commission level.
Member Adams brought up Exhibits Q and R of the southerly and
easterly borders, as to what will be seen from adjacent properties.
Elevations were placed on the board. The audience was invited to
come forward to see the plans more closely. There will be a 6'
fence and landscaping along the east boundary.

Member Adams said he would like to see some tall -growing trees
along the east boundary. Mr. Bobbitt said he would like to have
mature trees along there. There is ;a space of 85' to 105' from
one house to the other house on the east boundary.
Mr. Charles Lowe, 10131 Lebanon Drive, asked how far the balcony
on the two' -story unit is from the aa;jacent house. He questioned
whether there would be room for large ttrees between them.
Mr. Bobbitt said there are no balconies along the easterly and
southerly boundaries. He plans to use some form of eucalyptus
trees there. j!
Mr. Ramos asked Mr. Bobbitt -'here tnelnew fence would go. Mr.
Bobbitt said there will be a 6' redwood fence along his property
line.
Mr. Francis A. Wallace, 2284A Medina,lsaid his lot drops 4 to
4.5 feet because of the slope. He asked if the developer is going
to cut 4' here and if so,'what willl'happen to the ?nature trees on
the property. He quoted the Council motion on this matter. He
wanted to know whether or not they ware talking about pad level
or lot line level -when referring to';!.the 7 feet. Chairman Ryner
suggested he go to the City Councilil flor clarification.
Mr. Wallace then said this is a whole wall of 2-story units and if
this is planned development'you can clall it a "peanut dump",

Mr. Bobbitt next discussed the wal-l.1 There was some question about
the lineariEy of the wall; and it.iwa's recommended they restudy it.
The height has been ra-ised two f_ee;t on a sound mound recommended
by Dr. Salmon of Stanford Researcq Institute. He wants to put tre(
and low level lighting in the proi,os;ed indentations in the wall.
There will be an undulating effect' to the slope.

indentation and tree every, say, 20 feet, that they consider puttin
them near a gable or flat roof or something. Mr." Bobbitt said they
are striving for a random effect.
A rendering of the tunnel through the sound mound was displayed.
Member Gatto asked if the tunnel opening were splayed if it would
affect the sound. Mr. Bobbitt said something they might do is use
wood timbers to give the entrance a splay effect. Chairman Ryner
asked what would prevent motorcycles from going through the tunnel.
Mr. Bobbitt said possible answers to that problem would be tire
rippers, bumps, or homeowner patrols. Tire rippers would be a
potential problem with children.

bike racks in the recreation area and also all around the site.

the City Council approval of application HC-51,241.5 - Oak Meadows
Development Corporation, subject to the Exhibits A through R sub-
mitted, subject to Architectural and Site Control conditions,
subject to previously approved Planning Commission and Council
conditions, and with the following additional conditions:
sound mound and wall treatment to be per Elevation B of Exhibit S
with random cutouts not evenly spaced, the tunnel entrance from
Permanente Road to be treated with wood timbers or added archi-
tecture; the recreation area to be provided with bike racks;
the phase development to be duely noted with the Building Depart-
ment.
Due to the fact that he has submitted his resignation, Chairman
Ryner said he would prefer to abstain; however, with Member Sargent
leaving the meeting, he may have to make the determining vote.
Member Adams felt the conditions imposed by the Planning Commissic
as to no more than 30% along the boundary is confused by the
Council's subsequent approval. No reference was made.as to whether
the 7 feet is pad elevation or property line. He is in favor of .
using the foothills without.disturbing them, or.disturbing them
as little as possible. But we can't deny the property owner the
right to develop his property, within limits. He said he is a

little more at ease about the roof lines now. The continuity of design
is better now. Although it is not for this Committee to rule on this,
lie referred to the letter about the geological report.
Member Gatto`s concern with this project from the beginning was the
basic approach given to the project. It is difficult to separate
architecture from site. If there had been a chance 'to see this
project earlier in their development, of it he would have made some
recommendations. He still has some .re!servations as to what happens
when you min gables and hip roof. Dropping of the stucco by the
applicant is an indication of so -me restudy. He finds it very difficult
to "buy" the entire project. He would'have to see the entire project.
He would hate to see this density start a trend for the development
of the foothills. His vote ;-.ould be B1no" to express to the City
Council that this is not the type of.rroject he would like to see go
into the City of Cupertino.

B. The P.G. & E. letter was again introduced.
Mr. Edward Kelly, 2047 Emory, San Jose, said they wish to modify
their plans in that they would like to use precast monolythic
panels instead of the slump stone bricks. The appearance will be
the same. The savings will be passed along ultimately to the
homeowners. He said there will be a better relief and better
undercut and the relief is on both sides. They have been used by
P.G. & E. previously. They will meet structural requirements, and
the appearance can't be beat.
In answer to Member Gatto's question, Mr. Kelly said the manufac-
turer is Modular Precast, Inc.

be permitted to use the precast units as requested.

Member Gatto's concern is that something like this gets approved and
then that :sakes it very difficult to refuse another applicant. It
was decided the proposal was not large enough scale. Members
Gatto and Adams would like to have this come back then the full
Committee is present. This should be an architectural feature of the
building.
