Application HC-51,068.1 - Richard'E. LeBaudour requesting approval of Moby Dick Sign, 20041'Bollinger Road, Cupertino. (Loc. Map, Ex. 1) Mr. Richard LeBaudour, 1447 Falcon Avenue, Sunnyvale, was present to discuss his application. The Planning Technician said the applicant plans to have two signs, one on the fascia and one mounted onithe present shopping center pole sign. Member Sargent was concerned about whether or not there was room enough left on the shopping center pole for another sign. The Planning Technician showed on the colored slide of the pole sign where this proposed sign would be mounted off to one side. Member Adams wondered if this would not look out of place. Mr. LeBaudour felt the sign would enhance the shopping center sign. The signs are made by AICOE Sign Company and are within the Sign Ordinance regulations. Be thought they were in good taste. His concern was that as the street trees grew larger they would block out.his sign. It was noted in the colored slide of the shopping center sign that the Blue Chip Stamp sign is illegal and the staff was instructed to tell the owner about it to have it removed. The proposal is for a 31 sq. ft. internally illuminated wall sign to be located on the fascia of the building above the entrance, and a 4' x 6' double-faced, internally illuminated sign to be attached to the existing shopping center sign. This is within the Sign Ordinance. Member Gatto asked the applicant if1he didn't feel' the wall sign would be sufficient. Mr. LeBaudour'said he has been in this business almost 3 years and experience has proved to him that low profile signs are most effective. In order;to have a successful business of this kind you need exposure. Member Sargent noted the backgroundifo-r the sign is red and wondered how this would blend in with the color of the fascia, also red. Member Mc'Laren asked the applicant'if he would be willing to reduce the size of the sign; it would be more attractive and would be just as attractive. Mr. LeBaudour said this sign was prepared by the sign company, but he gave his approval to it. 0 i u MINUTES OF THE OCTOBER 20, 1971 H-CONTROL MEETING • Member Gatto said he did not object to the fascia sign, but felt strongly that the pole sign is already too crowded and this sign would make it more so. The applicant said he could look into an alternative. He plans to be in business before January 1. Moved by Member Adams, seconded by Member McLaren to close the Public Hearings. Application HC-51,250 - Taylor Properties requesting approval of sign, 10211 Sunnyvale -Saratoga Road, Cupertino. (Loc. Map, Ex. 2) Mr. V. Taylor, 703 North California Street, Palo Alto, was pre- sent to discuss his proposal, a revision of his first proposal ® which was denied in February 1971, because of the colors used, the manner of attachment to the building and the location of the sign on the roof. The Planning Technician said the applicant is now proposing a fascia mounted, painted plywood sign, 16' long and 18" high. There will be black letters on a white background with ochre trim along the top. This is within the Sign Ordinance regulations. Member McLaren remarked that this is a vast improvement over the first presentation. In answer to Member Gatto's question. the applicant said it is a non -illuminated ground level sign. Member Adams asked the size of the trim across the top. The Planning Technician said it is a 2 x 4 wood trim. (Loc. Map, Ex. 3) Mr. Edward Cooper, 1477 Primrose Lane, San Jose, said he was the applicant. The Planning Technician showed colored slides of the site and a drawing of the proposed double -faked 2'6" x 3" non -illuminated sign he wishes to have affixed to the existing "Kentucky Fried Chicken" ground sign. The staff determined that only one ground sign is permitted at this location'(the existing one) and that the existing sign could not, by ordIinance, be considered a shopping center sign. 0 • C� LJ MINUTES OF THE OCTOBER 20, 1971 H-CONTROL MEETING Mr. Cooper said that in the course of his business, people are finding it very hard to locate his office with its Silverado Avenue address. A colored slide of the site substantiated this. He is located behind the Kentucky Fried Chicken business, and before the Savoy Restaurant. His present painted window signs are not easy to see. He has permission to add his sign to the existing pole sign, and did not realize he would have to seek a Variance to do so. He did not look upon this as an advertising sign, but rather as a directional sign. Mr. Cooper feels his situation is under extraordinary conditions. Driving south on Highway 9, you can't even see his office at all. He said this is not a makeshift sign; it is costing around $200. If the sign is not granted, the property will not yield the proper return in relation to its cost. He said a precedent has been set, and cited several locations. Member Gatto asked if there was anything prohibiting him from put- ting up a sign similar to the Savoy roof sign. Mr. Cooper said it wouldn't do him any good, the street trees will soon block the view of it. Member McLaren agreed that this particular location does have exposure problems; however, we have our regulations to live by. Chairman Ryner said that if every business just off Highway 9 came in asking for an identification sign on Highway 9 we would have a problem. Mr. Cooper said this is in a very small shopping center which fronts on Highway 9. Mr. Burrel Larkin, 1394 Blaney Avenue, representative of Plastico Company, said the sign is done with the decor in mind and will blend in with the colors now on the pole sign. Trees are planted in the area all around the corner and in a couple of years the signs on the buildings will not be seen. The pole sign is the onl: way his company can guarantee Mr. Cooper will have a sign they can see five years from now. Moved by Member Gatto, seconded by Member Adams to close the Public Hearings. (Loc. Map, Ex. 4) Mr. Al Perrotti, 2225 Glenbrook, Los' Gatos, the applicant, was present. i The site plan and landscaping plan were displayed. The sign will come before this body at a later date. The Planning Technician showed colored slides of the property. The house on the picture is a non- conforming use in the County. The applicant has indicated he would like to change the material of his gates to cyclone mesh with redwood slats. The gates would open in the center rather than slide, because there is less maintenance. The appl.icant's proposal is to construct a 25' wide and 115' long light industrial building on the northerly property line and utilize the remainder of the site for storage, parking and landscaped buffering. Member Sargent wanted to know what type of vehicles will be stored here. Mr. Perrotti said occasionally a pickup will go in there. When they finish up a job they need"a place to store excess lumber land materials and the job shacks. ;Member Adams asked for clarification of the status of Planning ;Commission condition. 19. The Planning Technician said this was a condition of the Planning Commission for. a 10' wide landscaped buffer (strip adjacent to the southerly property line, but the City Council did not feel there was a need for tfi is condition. I � li 0 • 0 C� MINUTES OF THE OCTOBER 20, 1971 H--CONTROL MEETING Mr. John Sobrato, representing another applicant on this agenda, said they are trying to upgrade that general area. He asked how high the job shacks are that are going to be stored there. Mr. Perrotti said they are 6 to 8 feet tall, and this was all brought out.and discussed at the Council meeting when he was last before them. Mr. Sobrato felt they should be stored within the building unless they can't be seen over the fence. Mr. Perrotti felt that this gentleman should have been present at the Planning Commission and/or City Council meeting when this was all resolved. Chairman Ryner asked the staff what the traffic potential is for Imperial Avenue. The Planning Technician said it will go through to Bubb Road. • In answer to Member Gatto's question, Mr. Perrotti said the detail wall will be in the front only. Mr. Perrotti said he would prefer to have a cyclone fence that swings inside the yard because it will last 10 to 15 years and will be relatively trouble -free. Afte a year or two, a sliding gate would look terrible. Member Sargent asked what is adjoining this property at the rear. The Planning Technician said this County property is presently vacant, but is zoned R3. Chairman Ryner asked the applicant if he had any objections to going to an 8' fence. Mr. Perrotti said he was first talking about a wood fence and now he is putting in cement block; he would rather keep it at 6'. Member McLaren asked about the lighting plans. Mr. Perrotti said ® the plans show two ground lights. Member Gatto asked what the applicant envisions storing in this yard. Mr. Perrotti said it will be mostly building materials: steel and lumber. When they finish a job they need a place to temporarily store extra materials. There are no plans for air- conditioning the building at this time. For weeks at a time, they won't even use this yard. The yard will be paved, with a berm around the landscaping areas. The parking stalls will be striped. Member Gatto noted that the landscaping firm chose liquidamber trees, which will shed their leaves and be bare half the year. Mr. Perrotti said the landscape man checked with the City and this was approved by them. He said he does not care what kind of trees are put in. He wants something that looks nice. If the gate is ever left open this would help screen it. He also thought the storage shacks couldi very well be kept within the warehouse. Mr. Perrotti said the street is 3' lower than the pad of the site and with the mounding, he did not think the screening would be necessary. I' Member Gatto said he would like to see evergreen trees planted to further protect the screening. He would like to have the wall raised to prevent an imposition on the neighboring properties. Mr. Perrotti said the City Council decided the cement block wall would act as a buffer and the screening was to be provided by the trees. Moved by Member Adams, seconded by Member Gatto to close the Public Hearings, Motion carried, 5-0 i Member Sargent said it is apparent this gentleman has made a genuine effort to upgrade this property. Thjs.is a vast improvement over the other buildings in the area. He! liked Member Gatto's comment on the evergreen trees. He was concerned also about the separation of the storage yard from the parking, i area. Chairman Ryner said we have here a building with a flat roof. He feels the evergreen trees would be good. Perhaps an 8' fence is necessary to screen the adjoining property; now would be the time to do it. Moved by Member Gatto, seconded by Member McLaren to recommend to the City Council approval of application HC-51,275, subject to the standard H-Control conditions, Exhibit.A attached, Planning Commission Resolution 953 attached, and the cyclone mewl gates as an alternate to the redwood sliding gate; and the following additional conditions: i� 1) The fence at the front shall be raised to 8' high along Imperial Ave.; 2) A 6' fence shall be installed between the storage yard and the parking area, extending to the extreme of the storage yard; 3) The ,trees indicated on the landscape plan changed to 15-gallon size evergreen. Application HC--51,075.15 -- Vallco Fark, 'Ltd., requesting approval of landscaping, lighting and undergrounding of utilities for office building and multi -purpose, south side of Pruneridge Avenue, approximately half -way between Wolfe Road and Tantau Avenue. (Loc. Map, Ex. 5) Mr. Bill Tagg, Jr., 619 Torrington, Sunnyvale, was present to explain the detailed plans. The Planning Technician said the site and architecture have been previously reviewed by this body. The applicant now is requesting approval of landscaping and lighting of the multi -tenant and office buildings. The applicant has agreed to berming along Pruneridge to help screen the parking and the central plaza. Member Adams asked about the grades, so they won't encounter the same problems as were experienced at Sears. He was assured that, since this is the same applicant and the grading had been a costly problem, it was not repeated here. Mr. Tagg explained there were three different types of lights. Along the walkways will be lighting the same as at Eastridge. There will be 25' high poles setting on a 2' base. The 15' poles will be a smaller rendition of the 25' poles. There is a 250 watt down light at each pillar, and one light for each loading dock. They are trying to approach one foot candle level of lighting. There is a 9' soffitt light for the first floor only. Chairman Ryner asked for comments from the audience. There were none. Application HC-51,216.1 -- Herfy's Corporation, requesting approval of site, architecture, landscaping, lighting, and undergrounding of utilities for restaurant to be located at the intersection of Homestead0and Stelling Roads. (Loc. Map, Ex. 6) r Mr. Ron Winslow, 831 Gale Drive, Campbell, said he was present to represent Herfy's Corporation. a The Planning Technician said the Use!Permit was granted by the City Council on September 20th, after denial by the Planning Commission. Colored slides and a perspective drawing and landscaping plan were displayed. Member Adams asked for a description of the construction. Mr. Winslow said it is double wall construction, The exterior is of brick veneer, and there will be a shingle mansard roof. The air conditioning units are hidden within" the mansard roof. The door to the left leads to the bathrooms.'' Above that portion of the building is the office and lounge for the employees. Other Herfy's businesses are located at White and�McKee Roads in San Jose and at E1 Camino and Pastoria in Sunnyvale.' Mr. Winslow submitted a picture of one of their "typical buildings",in Yakima, Washington. Chairman Ryner asked if it makes a difference if all the buildings look the same. Mr. Winslow said it does for,;advertising. One of the conditions of the rezoning was that a service station would not be built on the corner here until a substantial building in the shopping center is built. I' Mr. Winslow said this is an inside 'restaurant that seats 90 people. They serve with paper products and, therefore, are classified as a take-out, fast food operation. i Member McLaren asked about the patiio area fence. It was pointed out that it is open and doors lead'to and from the restaurant. When asked by Member Gatto if it could b;.e moved around to the front, Mr. Winslow said there is not enough room. Member Gatto suggested moving the building over and back so some sycamores could be planted. to soften the front of the building. For safety, Member McLaren suggested some grill work or sometling similar to divide the patio from the parking lot. She was told there is a 3' sidewalk all around the building. Member Gatto feels the Homestead frontage is more important here, and it would. improz;;e the situation if the patio effect were on the Homestead side.;; The applicant said he would have to talk this over with his architect, 0 • 6 MINUTES OF THE OCTOBER 20, 1971 H-CONTROL MEETING There is a 6' nigh block wall around the trash ares with 1" drain leading to the City sewage system. Wood gates swing back and forth. Member Sargent said he found nothing particularly attractive with the present placement of the building. He asked the staff if we would have a setback problem here. The staff said we would not. If the building were turned 90' the parking could be on the side and no cars would block the view of the entrance to the building. The applicant said the reason the building is facing the way it is is because of the other buildings. Member Gatto summarized the Committee's thoughts on this applica- tion: The prime concern was with the face it presents to Homestead Road. The building should either be turned or moved ® back. Member Gatto said the roof is too close to the rest of the building; i.e., the distance from the edge of the mansard to the building. Chairman Ryner asked why shingles are being used rather than shakes. The applicant said it was a question of weight and also it would look too bulky. Member Gatto said that in general, the brick -shingles -glass building materials are very satisfactory. The discussion turned to the landscaping. Member Adams would like to see berm -type wheel stops placed along side the planter strip berm. The Planning Technician said the staff has recommended they change their variety of trees. Member Gatto said the landscape plan along Homestead Road is sufficient for this type of develop- ment; where the landscaping is deficient is beside the building. Member Adams suggested the Committee consider continuing this application to allow the applicant time to turn the building on the lot and to consider the information brought out at this meeting. The lighting was discussed next. The applicant said the spot light is for the purpose of lighting the parking lot. He said that if the street lights would do the job of lighting the parking lot he would be more than happy to eliminate the spot light. He was advised to check with the Building Department to determine what street lights are planned here. Member Gatto said he thinks flood lights are inappropriate here. Chairman Ryner felt that four low level lights in the planting areas might take care of the parking lot lighting. Chairman Ryner asked for comments from the audience.. There were none. Motion carried, 5-0 Member Gatto felt that there were enough unresolved areas that the applicant should be allowed to restudy and come back at his earliest convenience. If this occurs, the applicant should be advised to restudy the building orientation.. Member Gatto said he was not too unhappy with the present orientation if it is possible to move the building back and give some treatment to the Homestead side. The present orientation is more in keeping if the shopping center does take more or less the same design as this building. Turning the building 90° would not make that,rrLuch difference. He would like to see the patio moved forward. Member Adams said he could accept the present orientation of the building if it were moved back to al: low more landscaping in the front. Member McLaren said consideration should be given to the.other buildings to come into this center later. She was not in opposition to the location of the building -- just move it back and add some landscaping to the front. i I Member Sargent was more or less in agreement with the comments of the other Members. Application HC-51,088.10 -- Dennis Kobza, Architect, for Sobrato-Berg Properties, requesting approval of site, architecture and landscaping for the building to be located in West Valley Industrial Park; Bubb Road, Lot #13. Map, Ex. 7) E 10 0 is e MINUTES OF THE OCTOBER 20, 1971 H-CONTROL MEETING Mr. John Sobrato, 940 Isabella, said he was present to discuss the architecture, site and landscaping of Lot #13, which is the next lot after the last building on the East side of Bubb Road. He said this building is in keeping with the context of .the other buildings in the area. The Planning Technician displayed the site plan and elevations. Colored slides of the site were also shown. There will be a common drive between the two buildings. The 5' wall in the front will be asked for on this application, the same as next door, to screen the parking. This building is in conformance with the West Valley Industrial Park specifications. The site was discussed first. Member Adams said since the appli- cant'has put in five previous buildings, he is well aware of the Committee's concern about roof appurtenances, trash enclosures, height of the mansard roof, etc. He thought the air conditioning equipment to be hidden within the mansard roof should be made a specific condition to make sure any prospective tenant's attention would be called to this fact. The discussion then turned to the architecture. Mr. Sobrato described the elevations.- He said they envision a terra cotta mansard roof. The north elevation is sculptured concrete and on the south elevation it will be scored concrete. In regard to the air conditioning equipment, Member Gatto asked if it will all be contained in the mansard area. Mr. Sobrato said that it would; when they get a tenant they may come back in for an extension of the mansard to the rear of the building. isLandscaping was discussed next. Mr. Sobrato said it is basically lawn. There will be birch trees to help them with the sun problem. They will also have some redwood trees and heavy planti along the back of the parking lot. There will be eucalyptus and Canary Island pines in the parking lot area. To break up the monotony along the front, they are putting in an interior court- yard. Summary Report Showing Status of Action on Items Referred to the Staff The Planning Technician said a Sheriff's Deputy was dispatched to the Texaco station at Highway 9 and I3omestead to enforce their taking down the illegal signs. Similar action took place at the Americal Oil station at Highway 9 and Stevens Creek Blvd, The Produce Depot on Highway 9 was ordered to remove all illegal signs; only their pole sign remains.
