Approval of Architectural and Site Approval Minutes of September 22, 1971. PUBLIC HEARINGS 4. Application HC-51,002.2 - Mr. 'and Mrs. Fred Andersen, requesting approval of site and architecture for triplex, Lot 48, Tract 2769, La Cresta Unit #2, Alpine Drive. (Loc. Map, Ex. 1) Fred Andersen, 10313 B Davis Court, Cupertino, was present to di cuss his plans. The Planning Director displayed colored slides of the lot in question, and some of the homes in the area showing the type of architecture that is prevalent in the area. There was a site plan showing the proposed landscaping. There will be two units at ground level and a third unit or. the second .story. Director Sisk explained that the landscaping will be reviewed at a later date. Member Sargent asked if there will',be a solid concrete drive on either side and across the front of the property. Mr. Andersen said this is the plan, with the exception of the walkway of exposed gravel. Member McLaren asked about the exterior lighting. Mr. Andersen said he would like to come back in wi* those plans later. Member Gatto asked what is on either side of this property. The Director said there is a vacant loft on one side and a duplex on the other. There is a duplex beyond the vacant lot. He added that there will be a slump stone retainer wall, and the parking ratio is 2:1. Vice -Chairman Adams asked for comments from the audience. There were none. i Moved by Member McLaren, seconded .by Member Gatto to close the Public Hearings. Motion carried, 4-0 Member Sargent said he was concerned about the excessive use of concrete in the front. Member Gatto agreed. He suggested, when the applicant comes back for review of the landscaping there could be a beefing up of the planting in the front. r 0 i 0 6 0 0 MINUTES OF THE H-CONTROL MEETING OF OCTOBER 6, 1971 Moved by Member Gatto, seconded by Member McLaren to recommend to the City Council approval of application HC-51,002.2 as submitted on Exhibits A and B, subject to the standard H-Control conditions. AYES: Members Gatto, McLaren, Sargent, Vice -Chairman Adams NOES: None ABSENT: Chairman Ryner Motion carried, 4-0 The applicant advised that his application will be before the City Council on October 18th. 5. Application HC-51,273 - Ditz-Crane requesting approval of site, architecture and lighting for 204-unit townhouse cluster development, Mariani property between Homestead Road and Junipero Serra Freeway, fronting on west side of Blaney Avenue. (Loc. Map, Ex. 2) Mr. Pat O'Connell, representing Ditz-Crane - the sponsors of this program, was.present to discuss this application. The Director of Planning and Development gave a brief synopsis of the development plan for this property. It has been changed from R3C to Planned Development Zone. He displayed colored slides of the area, explaining that the northeasterly portion of the propert will be developed first, representing Phase One of the project. The overall Development Plan which was approved by the City Council was s#own. In answer to Member McLaren's question, the Director said there will be some channelization on Homestead and Blaney to allow for left-hand turns into and out of the project. Mr. O'Connell said it is their plan to provide a townhouse concept but they will be homeowners rather than renters. They will own their own homes and a portion of the common areas. These delux, 900+ square foot units will have submerged, two -car garages from which you walk up 4 feet to the first living level. Then you turn around and go up another 5 feet to the bedrooms and bath above the garage: The only place you get a view of the two-story unit is from the rear. Each lot will contain its own home and patio. Guest parking is in front of the units. They areiallowing 2.7 parking spaces per unit. Each court will contain. its 'own individual architectural motif. Mr. Warren Gilbert, 1515 The Alameda, San Jose, the architect for the project, explained the typical courtyard: 28 to 32 homes around one courtyard. They plan to have each courtyard as its address. In addition to the guest parking within the courtyard there is a generous amount of landscaping. There is direct access from the side yard to the 'front door. The undulation is about 3.5 feet from the patio area to the front yard. 'All through the site there will be a change of grade, which will make the total more interesting looking. Member McLaren asked about the trash containers. Mr. O'Connell said they will be in the garages. � There will be two streets going into the property from the new street that will be created on the southerly property line, Along the buffer street they will construct a concrete wall with landscaping in front of it. There will be 600!square feet of community center buildings, an olympic-size pool and one smaller :pool in Phase One. In addition to the recreation area there will be tot lots throughout the project. They will save the large oak and palm trees. There will be screened areas for the parking of boats, campers, trailers, etc. Member McLaren was:' concerned about the visibility of these parking areas from the overpass and suggested they consider some type of roofing over them. Mr. Gilbert said that all along this area it is going to be densely planted. He would prefer to put the money into the landscaping rather than try to put any kind of cover over the camper parking area. Member Gatto asked what the general makeup is for each courtyard. Mr. Gilbert said on the ends of the rows of homes will be a one - bedroom with den and a two -bedroom with den. The other units will be two -bedroom. Member Gatto asked if any thought has been given to someone coming home late and the garage door is locked so he might want to just leave the car out, which would create an inconvenience for his neighbors. Mr. Gilbert said he will be disciplined by the Deeds and Restrictions. And he should make an effort not to create hard feelings with his neighbors. There are two moving lanes between the guest parking and the driveways. j 0 • C MINUTES OF THE H-CONTROL MEETING OF OCTOBER 6, 1971 • Mr. Gilbert said the units will have a wide roof overhand, Spanish stucco exterior, balconies, decorative gates, grapestake fencing along Homestead and Blaney, good -neighbor solid fencing between the patios, well -lighted pathways along the common green areas. Mr. O'Connell stressed the fact that theyare using high post lights for safety, which will be controlled by a photoelectric cell. Member McLaren thought it was an excellent idea to have the project well lighted, for safety sake. Member Gatto was concerned that the outdoor lighting would be too bright, especially by the bedroom windows. Ll Member Sargent asked what the price range is proposed for these units. Mr. O'Connell said they had hoped to keep it around $25,000 to the mid- $30,000. It is not an inexpensive project. He said they paid $45,000 per acre. He said this is not planned for big families, but rather for "empty nesters, divorcees, returned veterans, etc. Member Adams asked if a door is planned from the garage directly into the living quarters. Mr. Gilbert said this would happen only on the end units. He said the units will have a shake roof and resawn wood trim and siding. Each unit has its own utilities and they are concealing the meters within the siding. The TV antennae are in the attics. Member Gatto asked about exterior colors. Mr. Gilbert said the wood will be stained with compatible colors. The Committee within) the Association controls the colors used on the exteriors of the buildings. He showed elevations of the cabana which will be located at each pool. There is a kitchenette in it as well as toilet and shower facilities. Double sliding doors open to.the pool side of the building. There will be a heavy textured cedar shake roof. The community center has a large, multipurpose room, a lounge, a youth room, men's and women's gyms with sauna, an office and reception area, game room for ping pong and billiards and a 36 x 16 meeting room with fireplace. There will be a BBQ area on the south side of the community center. Mr. Gilbert presented an overlay of the plan for a three -bedroom unit they can build in case the trend for two -bedroom units changes. This is accomplished by raising the roof slightly. Member Adams.wondered if the three -bedroom units with the four gabled dormers would give the right effect. Member Gatto suggested they try to keep the height down. Member Adams said he appreciated their reasoning for considering the three -bedroom units, but suggested they come back later for review of that version. Member McLaren noted this would change the applications that were approved by the Planning Commission and the City Council and felt the proposal would have to go back before those bodies. Member Gatto was concerned about how far the light would fan out. It was pointed out that these lights are for safety and FHA looks favorably on them. Mr. Gilbert presented an exhibit of the project with the locations of these lights. There are four along Homestead and three along Blaney. Mr. O'Connell said there is an increasing problem of vandalism in poorly lit carports, etc. Member Gatto pointed out that with their present plan there; are many places that would not be lit. He felt they should supplement with low lights. Mr. O'Connell said he did not want to put in low lights. The homeowners have to pay for the maintenance here and there :is too much vandalism. Member Adams suggested they bring in their plans for lights and landscaping at a later date. Member McLaren was very much in favor of the lighting for safety. During her recent trip to Washington she learned they are concentrating;on this matter. Vice -Chairman Adams asked for comments from the audience. there were none. Moved by Member Gatto, seconded by Member McLaren to close the Public Hearings. Motion carried, 4-0 I.t was decided the masonry wall wi11 ll. be considered at the time of the landscaping review. At that time they will also discuss the shielding of the camper parking area, Moved by Member Gatto, seconded by Member McLaren to recommend to the City Council approval of application HC-51,273 - Ditz-Crane, subject to the standard conditions' and Exhibita A, A-1, B, B-1, C, C-1, D, E, F, G, H, I, J, and K, with the following exceptions: 1) The slump stone wall referred to in the staff report to be deferred until review of the landscaping and 2) The specific approval of the lighting is for the concept of the' lighting plan only at this time. AXES: Members Gatto, McLaren, Sargent, Vice -Chairman Adams NOES:, None ABSENT: Chairman Ryner Motion carried, 4-0 is 0 MINUTES OF THE H--CONTROL MEETI14G OF OCTOBER 6, 1971 UNFINISHED BUSINESS 6, Summary Report Showing Status of Action on Items Referred to the Staff Member Sargent said the Chamber of Commerce sign at the northerly entrance to the City on Highway 9 still .needs at The Planning Technician said the Chamber of Commerce has been apprised of the situation and they will take care of it, Member McLaren said the-Azuma restaurant took the lanterns down but put another sign directly on Stevens Creek Blvd. The Planning Technician said the staff had been made aware of this, and in talking with those people, learned that they would take care of • it. • As to the trash containers at the Burger Chef, the Planning Technician said he talked with the owner, who said he is working on this. The House of Pies has taken down their promotional sign, NEW BUSINESS Member Adams said the owner of the property on Blaney by the Shell station and the 7-11 store should take care of the weed problem. Member McLaren said the owner does not live in this area so is not aware of the problem. She will take care of it.
