representing the'application.
The Planning Director recapped thel,previous hearings on this
application which was recommended f:or approval by this Committee
but was subsequently denied by theiCity Council. It was for a
T-shaped building and perimeter landscaping.

The applicant has a new proposal, incorporating the Council's
wishes to obscure the service bays from public view. The building
site has been reversed to the easterly property line. Stepping
stones will be placed through the landscaped area along the
easterly side of the building, approximately 3 or 4 feet from the
building line. This willprovide a means for people parking in
the south parking lot to walk to the sales room without walking
in front of the service bays. There will be additional landscaping
along the building wall.
Member Gatto asked for a review of the status of this application.
The Planning Director said the site plan has been approved by the
Planning Commission.
Mr. George Meu, Architect, 553 Mission Street, San Francisco,
said there has been no change in the light standards except that
® they have been moved to accommodate the relocation of the building.
® Member Sargent asked about the trash collection; whether they will
stick to trash cans or go to a dipsy dumpster. Mr. Meu said the
trash enclosure will be used for tires. They have their own
trucks come and.pick them up regularly. The other trash is minor
and will be handled in the normal manner.
Member Adams suggested putting a door from the trash enclosure
directly into the inside of the building. Mr. Berwick -said he
would be glad to do this.
Member Adams asked about the lights on the building. Mr. Meu
said there is no soffitt lighting but there will be some landscap-
ing lighting. No other outside lighting is planned; they will
depend*on inside lighting.

approval of application HC-51,230.4, Goodyear Appliance Store,
to the City Council, based on the standard H-Control conditions,

the plan. Materials of the building are to be similar and
compatible with the other buildings on that property.

5. Application HC-51,270 — Shelli!Oil Company, requesting approval
for remodeling existing station, site and architecture,
Stevens Creek Blvd. and Stelling Road.

The Planning Director showed colorli,ed slides of the building in
question.. The slump stone exterior and colors will be similar to
the Key Chevrolet facility.
Member McLaren wanted to clarify if the planting strip is an
easement. Since the staff was not sure about this, they were
asked to check on it.
Member Adams asked the applicant what the proposed color combination
is for the building. Mr. Wheeler',said the major portion of the roof
is grey. The stone is called Coronado stone and is almost pure
white. The slump stone painting d,l the stone will probably match
the Key Chevrolet building. Theyjcould make the roof mission tile
red.
Member Sargent asked, if these changes are made what color would
the wood and simulated wood materi:al be. Mr. Wheeler said they
would be'dark brown. A sample of zhe stone material was shown to
the Committee and Mr. Wheeler explained how this stone is placed
directly over the present walls with the means -of chicken wire..
Member Gatto asked if the materials selected for these buildings
are stock materials. Mr. Wheeler!�said they are. He said they
have a request in to their "Regional Management" to do 500 stations
in this region. They have released 312 to the Real Estate Department.
This is a general face lifting program for their buildings on the
West Coast. The only variation is some of the stations that don't
already have island canopies willbe given canopies at a later date.
Mr. Wheeler went over the 6 conditions requested by the staff
regarding employee parking, outdoor displays, outdoor servicing of
automobiles, lighting, masonry wails, pricing signs. He said
they would have no problem with the parking stalls, but they don't
have the money for any changes other than those incorporated in
the application. The Planning Director said this is a voluntary
upgrading, since the UEe Permit is already in effect. At this time
they are talking about upgrading the building only and perhaps at
a later date they will upgrade the landscaping, etc. Member McLaren
said she would like to see this corner fully upgraded at this time.
In answer to Member Sargent's question, Mr. Wheeler said there is
a conventional rather than a mansard roof.

Mr. Wheeler said there presently are a lot of stations.without
island canopies and they are now trying to correct this deficiency
This will be carried out within the next few years. .
Member Adams asked Mr. [wheeler if he felt Shell Oil Company would
consider upgrading one station with the full treatment in lieu of
doing limited upgrading to two stations at this time. Mr. Wheeler
said it would cost about $130,000 to completely rebuild one statio
They can do the proposed treatment for $10,000. He doubted that
Shell Oil Company would be willing to rebuild one station at this
time.
Member McLaren pointed out the problem with the present ingress/
egress layout. This was not resolved.
Chairman Ryner asked for comments from the audience. There were
® none.
® Chairman Ryner asked about the seepage pit. Mr. Kwan, 100 North
Winchester, San Jose, said the seepage pit was built in 1960. .It.
is a drain for when you wash down the bay, etc. It is cleaned
out periodically.
Chairman Ryner asked if the lighting will be changed. Mr. Kwwan
said lights under the eaves will shine down to street level at a
45' angle. These lights go with the building. Present lights
will be removed.
Chairman Ryner said we have 6 or 7 Shell stations in the City and
was concerned that some will get partial treatment. If this
application is approved there will be others, and he sees no
reason to have them all the same. Mr. Kwan said the site is
quite small here and in order to make any revisions they would
have to acquire more property to make the improvements.
Member McLaren asked Mr. Kwan about the enclosure at the rear of
the building. Mr. Kwan said it is a 6-foot high trash enclosure
which is open at the top.
In answer to Chairman Ryner's question, the Planning Director safe
the only sign to be acted upon at this meeting is the sign on
the building; the others are existing signs.

Member McLaren felt that in view of the location of this station
directly across the street from De;Anza College, it should have
the best treatment available.
Member Sargent's feeling was thatMessrs. Wheeler and Kwan have
attempted to convey Shell Oil Company's approach to the remodeling
program. Whether or not the community accepts this approach is
still within the right of the community. If enough communities
respond that this is not adequate perhaps Shell will take a closer
.look. He felt the Committee's vole should be of a definite nature
rather than putting it off.

application HC-51,270, Shell Oil Company, until such time as
Shell Oil can come in with additional plans for the proposal.

Colored slides of the station in question were displayed. In.
essence, the proposal is the same as the previous one.
Member McLaren asked about the zoning of the property directly
to the rear of this station. The Planning.Direc.tor. thought it was

Member Adams said we can assume for all practical purposes that
this is essentially the same as the previous application.
Looking at tne.colored slides, he saw numerous individual signs,
etc., and would like to see the entire station upgraded.

approval for remodeling of existing station, site, archi-
tecture, landscaping, lighting and signs, Stevens Creek
Blvd., and Highway 9.

Mr. Robert Lee, of Robert Lee and Associates, Architects for
Texaco, said the application for extension of the Use Permit
has been approved by the Planning Commission. It must now be
reviewed by the Architecture and Site Approval Committee.
Colored slides of the site were.displayed. The rendering re-
flected the plans for the upgrading of the site. The site plan
showed the proposed landscaping.
The architectural treatment showed stone treatment to the walls
on three sides of the building. The rear wall would remain
plain stucco.
The Planning Director said he would like to discuss the incorpor-
ation of pricing signs to this application.

Member Gatto felt the plans showed a vast improvement over the
present station; they have submitted a total package. He would
like to see the mansardtreatmen Cicarried completely around the
building. He thought the sign presented was excellent. The pricing
sign is to be incorporated in that mass of masonry. He said he
would not be opposed to seeing that sign raised a bit to separate
the sign from the pricing information.
Member Sargent felt. there would be a very tight approach between
the building and the front pumps if the parking spaces noted on
the site plan were used. The Planning Director agreed some
revision of the parking is needed.
Member Adams agreed with the previous statements. In addition,
he would like to see two perimeter planting strips. He would like
to see the mansard continue around the back of the building because
we don't know what is going to gol-on the adjacent property in the
future.
Chairman Ryner asked about lighting. Mr. Lee said there will be
cornice lighting on three sides of the building, drawing it right
down on the walls. They are exposed tubes but cannot be seen
unless you are directly under the irfixture.
Mr. Lee said because of the tight ingress situation no landscaping
was created along the easterly property line. They would rather
have tree wells. The extension of the mansard roof would serve
no purpose. because it is not seen'. Mr. Lee said this whole thing
came up because Texaco wants -to add a third grade of gas. They are
going to spend $6,000 to expand this and have a budget of $10,000
to upgrade this station.
Mr. Lee said adding another product is an extension of a use. He
used as an analogy a donut shop adding another kind of donuts to
their line. He suggested Chairman Ryner check with the City
Attorney whether adding another product requires review of the
Use Permit.
Member Adams asked if there are pump island modifications to this
station. Mr. Lee said they havejnot requested this. There will
be a third pump added: Member Adams commented that he would prefer
rock veneer under the-�rindow, and, he did not like the treatment of
the glass or the mansard roof.

Member Adams said the Committee has made suggestions and the appli-
cant has indicated he would add the veneer under the windows.
However, he was not very receptive to the suggestion of continuing
the mansard roof along the back of the building. Member Adams
liked the sign approach, modified slightly to accommodate the
pricing information. He was in favor of continuing this applicati(
Member Sargent felt the applicant's rebuttal to landscaping on
Stevens Creek Blvd. very logical; if we require a planter strip
we will be taking away that potential parking. Planning Director
Sisk said the parking can be moved to the rear of the building.
Member Sargent preferred to see stone under the window. He feels
a wider overhang on the mansard would improve the appearance
considerably. He would like to see the red color eliminated.
Member Gatto suggested painting out the sill. The column between
the bases could be extended to the ground. He felt strongly that
the mansard should continue around all four sides of the building.
The mansard is hung in too tight to the building. He was not
sure that continuance of this application was the best way to go.
He would like to see some trees on the north side in wells. He
did not feel planting on the Stevens Creek Blvd. side was necessar
the growth of trees and foilage is sufficient.
Member*Adams said he wanted to direct his next comments to the
staff and the Committee. In our upgrading of stations, if we
notice, some of the newer ones have entrances from the rear of
the building, which is much more appealing. Maybe it is not
practical to do this on modified stations, but perhaps the oil
companies could keep this in mind to see if it is at all practic

Control conditions, Conditions A-through'F recommended by the
staff; all outdoor displays to be prohibited; the mansard to be
extended completely around the building and enlarged to make more
of a roof form; trees to be planted along the northerly property
line; a minimum of four 15-gallon trees to be planted in tree
wells on the northerly property line; price sign to be incorpora-
ted into the pylon area for the main area sign; the areas in
elevations on Exhibit C should be green and the red to be treated
into complimentary colors with the stone work preferrably beige
or brown.

Colored slides were displayed by the Planning Director. There are

two free-standing signs at this shopping center. Slides were shown
of the building, the proposed roofi sign and the addition to the
two free-standing signs.
Mr. Maddox said he preferred to use the colors mandarin and black;
but would go to white and black ifl'the Committee preferred.
He also said he could swivel the roof lights down so they can't be
seen.
Member McLaren said she was opposed to the bright red sign.
Mr. Maddox was agreeable to changing the colors so long as the sign is
clean and neat and can be seen.
Member Sargent asked what other colors the applicant would
consider., Mr. Maddox said white with black letters or yellow with
black letters.

Chairman Ryner advised the applicant to have a revised sign
exhibit, reflecting the color change, to present to the City
Council.
9. Application HC-51,016.13 - Otsen Sign.Company, requesting
approval of sign for The Wiggery, Crossroads Shopping Center.

Miss Donna Manfre was present to represent Otsen.Sign Company.
The Planning Director showed pictures of the proposed sign and
of the location of The Wiggery in the mall.
The Planning Technician pointed out that this proposed sign is
actually smaller than is allowable here. It is well within the
limitation of the Sign Ordinance.
Member Adams said the Committee has approved the standardized
sign for this shopping center. This particular shop was cut up
into two stores. Chairman Ryner was concerned about its incon-
sistency with the rest of the shopping center signs. -He would
like to see.a sign here of the same height and distance from the
roof as the others. Miss Manfre said this was no problem.
Chairman Ryner asked for comments from the audience. There were
none.

10. Application HGS1,272 - Utah'Homes, Inc., requesting approval
of site, architecture, landscaping and lighting for 31
townhouses located west of Bl'ianey Avenue just southerly of
Junipero Serra Freeway.

Member McLaren abstained from this hearing.
Mr. Walter Muir, 3658 Kilo Avenue,, San Jose, said his Use Permit
has been approved, and he has had�the zoning approved.
Member Gatto asked the range and variety of the floor plans.
Mr. Muir said they are identical.i Member Gatto then asked the staff's
thoughts on the traffic opening onto Blaney Avenue. The Planning
Director did not feel it would pose a problem because of the small
number of homes in this development. In addition, an emergency
access is provided.
Architect John Brooks Boyd, 454 Forest Avenue, Palo Alto,
presented the site plan, elevations and landscaping plans. Mr. Muir
said this is a very long, narrow piece of property with two open
cul de sacs for aesthetic reasons and for emergency access. The
homeowners will have private backyards. These one-story homes
each have access from the rear to the front yards without going
through the house. They have taken two 20' streets with a 21' wide
planting strip down the middle with a walkway down the center of
fhis planting strip. They have a parking ratio of 6:1. -Member
Gatto asked who would maintain the common areas. Mr. Muir said
the Homeowners' Association would take care of this.
There was considerable discussion of the landscaping. Mr. Boyd
said the olive trees are specimen, with a spread of 14' on the
14' high trees. The Chinese elm can have a 40' spread in 4 to 5
years. To Member Gatto's question, Mr. Muir confirmed that the
common areas will be sprinklered. The homeowners will have the
opportunity to plant in front of their own homes, to provide variety,.
and individuality. Mr. Muir said the deeds and restrictions will
take care of maintenance of the exterior front, of the buildings.
Mr. Muir said he had a meeting with homeowners in the area and all
seemed to be agreeable to this development. Member Adams asked
about the entrance off Blaney. M. Muir said there would be no
extra signs; only a street sign. Mr. Muir also answered that no
provisions have been made for TV antennae. Since there is no
cable TV in that area, it will probably have to be left to the
individual homeowners. Mr. Muir 'said they will return to have the
lighting reviewed by the Committee when they have decided what
they want to use.

MINUTES OF THE SEPTEMBER 8, 1971 H--CQNTROL MEETING
Mr. Muir was asked for details on building materials. He said
they will use basically stucco with some brick work'and/or redwood
boards for trim. He may also use some.tile work. They have 5
basic exterior plans and have broken up the roof lines -- some
flat, some gabled, etc. Between each house is an open area, which
gives a visual break. There will be forced air heating, concrete
floors, wrought iron on some of the windows, and all natural
shakes for roof material.
-Member Gatto was concerned about the continuance of the fascia
from one house and garage to another. Mr. Muir said there is a
9' drop in elevation from the homes closest to Blaney to those
farthest away from Blaney.
Member Gatto suggested, rather than a soldier effect of liquidambe�
trees down the center, that they consider clustering of the trees.

Member Gatto commented that with this particular piece of property
this is a unique and good use for the property. The property to
the south of this is residential and to the north is an apartment
complex and the freeway. This is a transition between the two.

the City Council approval of application HC-51,272 - Utah Homes,
subject -to the standard H-Control conditions, with the exception
of the lighting to be reviewed at a later date.

UNFINISHED BUSINESS
11. Status Report of H-Control Applications
Chairman Ryner asked about the Azuma Restaurant, The Planning Director
said the City Council allowed them'ito plug in the air conditioning.
The proposed screening around the 'roof was denied. A new building
is supposed to be constructed in that shopping center this fall.
NEW BUSINESS
12. Adopt Resolution of Appreciation for Victor Marquez.
This was taken care of at the beginning of this meeting.
13. Noise Abatement specifications
Member Adams submitted to the other Members and the Planning Director
copies of an article regarding acoustical materials. It had to do
with federal specifications for noise abatement.
