APPROVAL COMMITTEE ON DULY 21, 1971 IN TIE CO`JNCIL CHAMBER CITY HALL, CUPERTINO, CALIFORNIA SALUTE TO THE FLAG Chairman Ryner opened the meeting at 7:33 P.M. with the Salute to the Flag. ROLL CALL Committee Members present: Adams, Gatto, Chairman Ryner Committee Member absent: McLaren Committee Member resigned: Marquez Staff present: Planning Director Jim Sisk Planning Technician Mike Sheppard Recording Secretary.Lois Inwards Chairman Ryner said Member Marquez formally submitted his resigna- tion and it was accepted by the City Council the previous Monday. Chairman-Ryner also said Member McLaren was in San Francisco and would be unable to attend this meeting. Since only three members were present, he told the audience that if any applicants preferred to postpone until there is a full complement they could do this. There was no response from the audience. MINUTES OF THE PREVIOUS MEETING 1. Approval of Architectural and Site Approval Minutes of July 7, 1971. Member-Gatto noted a correction for page 3, paragraph 2, second sentence should indicate there is no landscaping there. Moved by Member Adams, seconded by Member Gatto, to approve the Minutes as corrected. Mr. Larry Cooke, of Foothill Apartments was present to discuss their development, on recommendation of the City Council. Moved by Member Adams, seconded by Member Gatto to schedule Mr. Cooke under Unfinished Business; item 14 on the agenda. Motion carried, 3-0 PUBLIC HEARINGS 4. Application HC-51-075.5 - Sears, Roebuck & Company, requesting approval of spotlight for bell towers, east side of retail store located at Stevens Creek Blvd. and Wolfe Road, (continued) (Loc. Map, Ex. 1) The Planning Director said this matter has been postponed the last two meetings. The staff has tried to contact the applicant, but has, not been successful. He recommended removing this application from the agenda. So moved by Member Adams, seconded by Member Gatto. Motion carried, 3-0 5. Application HC-51,259.3 - Mrs. Betty Otomuri representing The Beadee i, requesting approval of sign,.Portal Plaza Shopping Center. (Loc. Map, Ex. 2) Mrs. Betty Otomuri, 3155 Mauricia Avenue, Santa Clara, said she was the applicant. Colored slides of the shopping center were displayed. The Planning Director said the Beadee. i sign is oversize and when t'iis was pointed out to the applicant she was willing to reduce the size of it. She will have to satisfy the Building Department as to the safety of the mounting. 1i • • � 11 MINUTES OF THE JULY 21, 1971 H-CONTROL MEETING When told that the sign materials consist of a flat sheet of plywood Member Gatto said'it would weather in one or two years. Chairman Ryner stated that this particular shopping center has recently come to the attention of the City as becoming rather shoddy looking. The proposed sign is not in keeping in quality with the other signs in the shopping center. He suggested the applicant meet with the staff to determine specifications of a sign that would be acceptable to the City. Member Adams suggested postponing this application to give the applicant time to consult with the staff. Member Gatto asked about the lighting of the sign. The applicant said there is no reason to illuminate the sign at night because they are not open at night. Member Adams asked how the 1/2" plywood sign was prepared. The applicant said she had some art students paint the sign. She was not aware of any plastic protective coating or sealer being put on it. Chairman Ryner asked for comments from the audience. There were. none. Moved by Member Gatto, seconded by Member Adams to close the Public Hearing. Motion carried, 3-0 Moved by Member Adams, seconded by Member Gatto to recommend to the City Council approval of application HC-51,259.3 per the exhibits presented and modified to comply with the Sign Ordinance by reducing the height of the sign, with the further condition that the mountin€ of said sign be checked for structural soundness by the City staff prior to presenting this recommendation to the City Council, and that the applicant provide a means of preservation of the plywood painted surface of the sign before it is remounted, and that is to be insured against warpage. Application HC-51,015.12 - Project Coordinators (Marie Callender's Pies) requesting approval of landscaping and architecture, Crossroad Shopping Center. (Loc. Map, Ex. 3) Mr. D. Tillman, 1535 East 17th Street, Santa Ana, said he was repre- senting the applicant. The plot plan was displayed on the board. They can comply exactly with the parking ratio. The site plan showed the existing mature trees and -the proposed landscaping. Building The building will be white stucco with dark brown fascia and materials mission tile roof. There Will be a 2' wide raised planter constructed with a concrete block bulkhead across the front of the building. The roof takes on a hip roof appearance. The air conditioning equipment will be hidden within the roof structure. Ceilings will be 9' and roof will be 14' high, leaving 5' to work with. Trash Mr. Tillman said all you will see of the trash enclosure from the enclosure parking lot will be a stucco wall. 'The dipsy dumpster will be served from the side or rear and will be wheels so it can be rolled in and out. He said this is a housekeeping problem, and Marie Callender does a pretty good job on this matter. Trees Mr. Tillman said in their lease a-reement it was determined the trees must remain. Their prototype building would not fit on that property, and they have changed it so that it looks more like a restaurant. It will seat 105 persons. The building is oriented so that it will face Mervyn's rather than Stevens Creek Blvd. The existing tree will help screen "the trash enclosure. There i are two big oak trees on this site. Trash The applicant said the trash enclosure is a 3-sided concrete block enclosure structure covered with textured stucco; the 4th side will consist of a gate. Alternatives Member Adams asked if t`a applicant had considered any alternatives* for trash for the trash disposal. Mr. Tillman said they would like to have it enclosure as close as possible to the building for convenience. Member Adams asked if they would consider having it attached to the building in such a way so the trash would be deposited in the enclosure without going out of the building. Mr. Tillman said they ran out of room trying to get the building in between the existing trees. Air The equipment room has a flat roof, The air conditioning equipment conditioning is on top of the roof on top of the mechanical room. The 5 feet allowed will be adequate. MINUTES OF THE JULY 21, 1971 H-CONTROL MEETING IPage HC-37 5 Chairman Ryner stressed the point of.the standard condition:refer- ring to no roof appurtenances to be visible. He wanted the applicant to be aware of this before the building is built. Member Adams recommended the applicant seriously consider the desigr of the structure to include a way of depositing the trash into the trash enclosure directly from the building. Member Gatto added that the applicant should give full consideration to how the garbage truck will get to the trash enclosure. Lighting was discussed next. The applicant said there is a re- flected ceiling light plan and soffit lighting. The lighting will be on the under side of the soffits. There will be no planter lighting. The parking lighting will be mercury vapor lamps. The 300 watt lights will be spaced approximately 12 feet apart. Inside lighting will be space 6 feet apart. There will be a down light at each column. ® Landscaping plans include low planting in the planter area below the window. They are taking precautionary steps to prevent damage to the existing trees during construction. There will probably be some damage to the root system but the root structure is deep and there should be no permanent damage. Chairman Ryner asked for comments from the audience. There were none. Moved by Member Gatto, seconded by Member Adams to close the Public Hearings. Motion carried, 3-0 Member Gatto moved to recommend approval of HC-51,015.12, Marie Callender's Pies, subject to the standard conditions, submitted exhibits A - G and subject to the following further conditions: 1. That the trash enclosure be restudied to accomplish: a. greater accessibility from the building itself; b. the means of getting the trash to the means of pick-up. 2. The City staff, as part of this approval, shall approve specifications submitted by the applicant for preservation of those oak trees. Motion died for lack of a second. Motion died for lack of a second. Member Gatto felt the items in question (trash enclosure and* lighting) are relatively minor to this development. The quality of the project indicates this is not one to try to put one over on the City. The lighting they have discussed is normal for this type of development. He felt it would be an undue hardship on the applicant to require a postponement. Chairman Ryner asked when the applicant plans to return for sign approval. Mr. Tillman said there will be no free-standing sign. The identification. sign will be placed on the building. It will be a sandblasted sign lighted from possibly the soffit. It will be a very conservative sign. Member Adams commented that this was an impressive, well planned restaurant; however, he was concerned about the trash enclosure. These plans are still preliminary, so the opportunity is there to change that part of the structure to have an attached enclosure. Chairman Ryner, too, would like to see what the architect has to offer regarding the trash enclosure. Moved by Member Adams, seconded by Member Gatto, for a continuance of application HC-51,015.12. Application HC-51,075.16 - Vallco Park, Ltd, requesting approval of site and architecture for office building and related commercial, northeast corner of Stevens Creek Blvd., and Wolfe Road. (Loc. Map, Ex. 4) Mr. Walter Ward, General Manager of Vallco Park, 10570 Wolfe Road, Cupertino, said he represented the applicant. He introduced the architect, Mr. Bob Towle, 1620 Montgomery Street, San Francisco, who reviewed the design changes. Design Mr. Towle said the original plan called for a roadway to bisect changes the two buildings. They determined that although close-up parking is desirable, they have been giving too much emphasis to it and not E 0, 1 MINUTES OF THE JULY 21, 1971 H-CONTROL MEETING enough to good circulation of pedestrial traffic so they have now created a large plaza between the structures. Temporary surface parking will be provided until the parking structure is built. The total project envisions a three-story parking structure which will proceed as the rest of the project proceeds. Some of the large roof structures have been eliminated, and the air conditioning units have been reduced in size. Mr. Towle said they have concentrated on a strong horizontality for the structures. They have disassociated these structures from the high rise proposal Mr. Ward said the Traffic Department has reviewed the traffic pattern and the parking situation. There will be a planter wall on Wolfe Road, beyond the existing row of trees, then a berm. The two-story buildings will have simple lines, well detailed, with good form. Parking will be recessed. ® An artist's concept of the inner court was displayed. Chairman Ryner asked for comments from the audience. Mr. David Lovette, 22411 Walnut Circle, Cupertino, said he was curious about the earthquake standards in Cupertino in regard to these high rise buildings. Be also asked about the anticipated traffic flow. Chairman Ryner said this property has been zoned and phased, and there have been comprehensive studies as the planning has progressed. The Planning Director said Vallco Park has had traffic studies as well as the City's own. Mr. Ward said this type of structure withstands earthquakes better than most. Mr. Ward said the orchard trees will remain as long as possible. Member Adams asked about the poured concrete penthouses which will house the air conditioning units. Mr. Ward said the anodized aluminum penthouses have louvered screens for air intake. The air conditioners will be inside the buildings on each floor. The cooling tower will be remote, located in a bermed planter area near) the large parking lot. At such time as a high rise is developed they will incorporate the equipment with the high rise. Member Gatto commented that the latest proposal for the buildings is an improvement over the original. Application HC-51,075.15 - Vallco Park, Ltd. requesting approval of site and architecture for office building and multi -tenant complex, south side of Pruneridge between Wolfe Road and Tantau Avenue. (Loc. Map, Ex. 5) Plot plan Mr. Walter Ward, General Manager of Vallco Park, 10570 Wolfe Road, Cupertino, represented the application. He outlined the plot plan, 'which included a three-story office building on Pruneridge, an industrial building and parking, and a pedestrian esplanade from the office and industrial buildings to the restaurant. Basic elements Mr. Bill Tagg, Vallco Park Project Architect, said the basic element is sandblasted concrete to tie in 7ith the hotel. The solar bond glass line is held back to accent the vertical columns. Eliminate the Chairman Ryner asked if there is any way to get rid of the penthouse. penthouse Mr. Tagg said anything is possible"at this point, but it is diffi- cult to get into the mechanical equipment from the rear of the building, and they don't want any duct work on the roof with the multi -story hotel looking down on it. Chairman Ryner said he would like to see it incorporated within the roof. Mr. Ward said ISS, Intersil, and other industrial buildings in Vallco Park all have these penthouses. It is more flexible to have the air conditioning in the penthouses than incorporated within another bay. Chairman Ryner asked for comments from the audience. There were none. Mr. Ward said they also must meet the specifications of the Fire Marshall. Member Gatto said the method of construction used for buildings of this kind for the last 25,to 30 years have been designed so the main cooling systems are above the areas they are going to service. He could not offer any alternatives. The applicant added that there is some vibration from the mechanical equipment, which must be taken into consideration. Mr. David Lovette, 22411 Walnut Circle, Cupertino, asked if these buildings will be earthquake proof. Mr. Walter Ward said the hotel will be earthquake proof. Moved by Member Adams, seconded by Member Gatto, to close the Public Hearings. 9 Motion carried, 3-0 Member Gatto stated, in regard to roof appurtenances, that there are codes which require appurtenances on the roof. This Committee has to consider which appurtenances are justifiable and reasonable and the method in which they are handled. Member Adams said he would like to see another approach than the penthouses. Member Gatto agreed. Mr. Ward suggested perhaps the lines of the buildin€ could be repeated. Moved by Member Gatto, seconded by Member Adams to continue application HC-51,075.15 until such time as a definitive study has been completed as to the items discussed in this Public Hearing. Application HC-51,236.2 - Humble Oil Company requesting approval of landscaping and signs for Enco Service Station, Maxine and Homestead Road. (Loc. Map, Ex. 6) Mr. Mike Majors, 1330 Broadway, Oakland, said he was representing Humble Oil in this case. The Planning Director said the request 'is two -fold: price sign and landscape screen. The original proposal was to construct a masonry wall along the southerly property line. They have found that the existing row of trees is exactly on the property line. There is a masonry wall con- structed along the westerly property line. Present plans are for a hedge to go along the top of the mound, contiguous with the trees. Member Adams asked what percentage of that property line the row of trees covers. Director Sisk saidi it goes almost the entire length of the property line -- approximately 250 feet. Member Adams asked if the staff knows these are elm trees and whether or not there will be problems with these trees in the future. He said redwood and fir trees seem to do well in this area. Chairman Ryner questioned whether it would be wise to put a hedge in there and have to water it regularly, thereby possibly causing the trees to get fungus on the roots. Member Gatto said this service station site is 6 or 7 feet lower in elevation from the area in question. This provides a natural screening from the adjacent property. He felt that the shrubs close to the trees and those set back farther should be of a low maintenance type. 11 Mr. Majors said Humble Oil has regular inspections of their stations which will insure upkeep. They areiin the process of preparing a maintenance list. ! Mr. Majors said they would like to open the station in 2 or 3 weeks and asked the Committee if h& could work with the staff as a part of'their recommendation for approval. Moved by Member Gatto, seconded by Member Adams to close the Public Hearings on Part A (Landscaping) of application HC-51,236.2. Motion carried, 3-0 Moved by Member Gatto, seconded by Member Adams to continue Part A (Landscaping) of application HC-51;236.2 until such time as the applicant can present a landscape plan in detail for the area in question.
