5. Application HC-51,088.15 - Dennis Kobza (Sobrato-Berg) requesting
approval of site, grading, architecture, landscaping, lighting and
undergroun-ling of utilities for a light industrial building
located in the !-lest Valley Industrial Park, Lot 15.
Staff member Cowan said a vicinity map had been approved but not recorded.
This proposal covers an 8 acre area onthe northeast corner of Bubb Road
and McClellan Road. He showed slides of the plot maps, elevations and
adjacent sites. He pointed out the tank farm and trash area in the rear
of the building and noted this should be screened.
Member Ioenitzer askey if the parking spaces would be sufficient. r.
Cowan said when the applicant came in to record.the final map this would
be checked. j:;r. Koenitzer noted there would be 70-100 parking spaces
along street to be eliminated if the road is put in.
Member Dressler questioned the grade lines shown on plot map. Mr. Cowan
said the grading had been reviewed, and everything was established for
the grading. :!ember Dressler said he wondered if lots 4 and 5 were to
be filled or left low and Mr. Cowan said he understood they would be
left low.
Member Sallan said she was concerned about visual impact 'of future phase
parking spaces off McClellan Road. Mr. Cowan noted there was no access to
-McClellan :oad which had been a hardship on the developer. :Member
Sallan said she had received calls from residents in area who were
concerned and she thought the parked cars should be screened. I•Iember
,':cLaren suggested some screening,plants, foliage or trees, could be
started now.
ir. Cowan also showed slides of a colored rendering of building. He
noted the building was constructed of tilt up panels of various
textures. Zhe two-story building would be the administrative build-
ing and the one story the manufacturing building. Member Koenitzer
said he thought he thought the plain concrete panels on south side
;could be constructed of aggregate insets or something to match with
,panels in the two-story building.
Member Sallan questioned whether there was anything in terms of
demarcation on east boundary. Mr. Cowan said there was none as
such, there was a drop in grade with parking two or three feet lower.
Member Koenitzer said he felt that unless phase 2 were going to go in
immediately the lawn area should be extended along south boundary of
site.

more _planted. She felt the landscaping of the peripheries should
be overemphasized including the easterly boundary.
Mr..Sobrato explained anything done to the south would have to

Roof line gives Member Dressler noted the hip roof line to air-conditioning screen gave
reverse angle a reverse angle. Mr. Sobrato said this was a 2x6 redwood and would not
show from a distance. He showed the slide of existing building to north
of same roof line. He said the redwood would be stained to match. It
was Member Dressler's opinion also that the raked concrete would be
preferable to the smooth.

i Mr. Cowan reported the utilities are all underground.
Mr. Sobrato said the lights would be wrought iron plexi-glass diffuser
type fixtures such as used on existing building to north. There would
be wall mounted fixtures, pole lights and ground lights. He said the
post fixtures would not exceed 8'. There would.be lights in the plant-
ing on the north side of 150 PAR spot lights approximately 1' high and
focused at building.
Chairman Sargent noted there appeared to be a need for two more pole
lights on the north side.
:(ember McLaren noted applicant had been asked to double trees along
the freeway boundary. The plans called for Bishop pines, but Chairman
Sargent suggested 11ionterey pines, 20' centered.

In answer to a question by ..ember Sallan, 11r. Sobrato said the grade
at the west entrance from street level to lawn was 323 to top of curb
and 322 to top of slab with a 3' mounding from street.
.;ember Sallan said she felt someone should be responsible at this point
of time to put in landscaping alone boundary seen frooi McClellan -Road,
and that future developments be planned so that property closest to main
street be developed first and proceed from the interior on later phases.
lmber Koenitzer suggested extending grass along south side pending
construction of phase 2. Mr. Sobrato said in lieu of mounding and
sprinkler lines, water meters, etc. they would extend lawn area and
put in 4 trees.
Chairman Sargent announced this was a Public Hearing and invited
questions or comments from the audience. There were none.

be closed.

Member McLaren felt it would be a hardship to do anything toward
landscaping McClellan Road now. Chairman Sargent said he felt the
applicants had done a good job generally speaking.

,Member LcLaren said she felt the other tenants tied in with the market
.should have individual identification, but the ordinance has to be
'adhered to and the committee's hands were tied at this point.
Hr. Peterson noted there were two stores, Payless and Ptv Supermarket,
:and five undeveloped units and wondered how they were to identify
themselves. ::e felt the Homestead Square sign would identify the
area.
Chairman Sargent said a conclusion should be reached. The committee
,must adhere to the sign ordinance so application would have to come
under an exception to the sign ordinance. He noted the signs are
not acceptable because th::re is a shopping center identification on
individual property and too many signs hanging on building on other
,part of the application.
Member Koenitzer said he was opposed to under canopy signs since
Payless could then coma in and ask for separate :signs for their
;liquor, camera, etc. He suggested the Homestead Square be eliminated
from pole sign and the PW Market dropped on base.
'_•lember Sallan suggested perhaps Staff could work out one sign for
,area that would be a pole or ground sign that could be an identify-

Member -icLaren also expressed opposition to canopy signs. Member
Dressler said the "Super" in Superr.•.ark-t connoted all the other
services available. As to pole sibs, he commented that from appearance
standpoint a commercial property could have pole signs looking like
telephone poles.

in Vallco Park at Wolfe and Stevens Creek Roads had been wise
when there was the potential dang-r of root damage because of
construction activity. Mr. Cowan said he did not know if the
City maintained those trees or if they were privately maintained,.;
He would check this.

Hamber Sallan had also noticed that a change of copy had been
mada on the Barklay Bank C___ter sign approved. She said the word'
