Application HC-51,305.1 - Baywest Associates requesting approval of site, architecture, landscaping, grading and undergrounding of utilities for eleven duplex units located westerly of and adjacent to Foothill Boulevard between Voss Avenue and Alcalde Road. Continued from October 4, 1972 meeting. Staff member Cowan noted applicant was presented revised plans which reflected the committee's recommendations. The committee asked to have slides reshown co refresh their memory regarding the site. Slides showing revised site plan with proposed walkway and landscaping were also shown. Mr. Cowan commented on satisfactory plan to stagger planting and irrigation system. He said there were no plans for irri- gation being presented now, but indicated this could be handled on staff level. Slides of master landscape plan were also shown. Member Dressler noted from slides of elevation B showing the roof change being made in accordance with H-Control's suggestion that all the houses had hip roofs, so no sharp gables would be seen from the road. Mr. Cowan spoke on grading concern, showing cross-section and revised plan. On the northeasterly corner of lot 5 there is a grade differ- ence of about 3-4' with a slight bank about 100' along Foothill Boulevard. In answer to Member Sallan, he explained this would be on the outside of the fence and is a 2 to 1 slope which is per- missible. He said the Engineer Department had approved drainage. He noted there would be a sheet flow type used in residential develop- ments. Mr. Carl Munsey, 55 New MentgomQry St., San Francisco, Baywest Associates, was then asked to describe changes. He covered the walk- way, changing of houses on lots 5 and 6 from two-story to one-story houses, methods of planting and irrigation, and architectural change of roof. In answer to a question by Vice -Chairman McLa,-en, he said the building would probably be known as the American Realty Building. Member Sallan said since the exception had been no problem, could the sign be reduced from proposed 21' to 18" Mr. Peterson said this probably could be done and still have adequate tenant identifi- cation. Vice -Chairman McLaren suggested that since the building was in a comparatively open area and since the majority of the committee were in favor of a ground sign rather than the building signs, perhaps Council could again be approached on the ground sign. Mr. Peterson said that because of time limitation, effort and expense already expended, the client would like to get a decision on the building signs. In answer to Member Sallan's suggestion that signs be reduced from 2' to 1-1/2' or less, Mr. Peterson noted that fascia is only 8-10" and the sign was designed at 2' so it could go to 12' in length and leave basically 2 archways between each sign. Vice -Chairman McLaren asked Mr. Cowan if, since Council had had the application and since the majority of members felt the ground sign to be much more .suitable, could H-Control recommend certain condi- tions on ground sign rather than blanket signs on buildings. Mr. Cowan said that since Council had denied the application, applicant would have to start all over again. Member Sallan questioned in the interest of aethetics, whether the committee should make a pressure decision. Member Dressler suggested extending fascia 16-18". Mr. Peterson said to extend the fascia and hang the signs underneath would destroy the arch design. Member Sallan said she recognized the applicant's time limitation, but noted that what was done now would have effect for a long time, and the committee owed it to the city to explore every approach. Member Koenitzer felt the extended fascia would look phoney and the building was too good looking to tack on the added fascia. He felt the 18" mounted on fascia would be less obnoxious if all signs were of the same background color, size and shape. Vice -Chairman McLaren announced this was a Public.
