Site Architecture Skylight Redwood addition MINUTES OF AUGUST 9, 1972 H-CONTROL MEETING. Staff Member Cowan noted two points of application which caused it to be continued. One dealt with the parking and traffic circulation, and the other dealt with the landscaping. In regard to the parking, off-street parking ordinance requires 9' wide stalls. The existing parking lot, which was constructed prior to the adoption of current parking standards, provides for S-1/2' stalls which although not conforming to present standards, is a legal non -conforming use. The applicant provides adequate off-street parking stalls in terms of number'required, even with the removal of four spaces in the "new" parking lot proposed to be located in the rear of the property. With retard to circulation of traffic, Traffic Engineer has determined that the construction of an easterly driveway is.not necessary at this time. With regard to landscaping there were 3 basic areas to be considered; a triangular area on northwest Property corner, additional landscaping abuting adjoining property and rear portion of property. Colored slides were shown depicting graveled road in question, existing building on site, landscape areas to be considered and property line on boundary of property. Chairman Sargent noted it is P -Control Cornittee's responsibility to bring to the staff's attention an, code violations on an; application which are brought before it. The code requires a 29' area straight from the back of the stall to the back of the other stall, or to the side of the street when it is two-way traffic. Chen it is one way traffic a lesser amount is allowed. The amount of traffic on this road causes a code violation. Engineering Depart ---ant .iad felt it was a burden on the congre- gation to put the street in at the present time and was not essential, as they could use the unimprovec section for a time -or back up acid go out the other side. Member koenitzer noted the church has erected a. one :gay sign at the entrance and presumably uses the unimproved road. The Committee is in essence granting variance in par'r_ing for the new parking in rear and • would like to see it classified in material so variance is recognized. Staff.14ember Cowan said these parking variances are allowed quite frequently as'there is no legal question involved. There were no questions regarding site. As there had been several questions on architecture, .4r. Paul Swartz, 20231 Glen Brae, Saratoga, chairman of the Church building committee, was present to answer questions. The church's architect has indicated lie would prefer to leave the skylight in question in as he feels it is an addition rather than a distraction to the building. However, if the committee objects a skylight would be put in below the line of visibility. The architect wculd also prefer using original stucco above door rather than redwood, painting it to make it compatible with other parts of the building. Redwood would entail stripping entire building with redwood.
