Mr. Adams opened the discussion with compliments to the Goals
Committee for their contributions and compilation of ideal goals
and policies for Cu��ercir In order to expedite a completerevie T
Mx. Adams suggested that goals and policies which were considered
optimum be eliminated from discussion and comments of constructive"
suggestions be reviewed. ' The following. summary of comments of
each section sha l be forwarded to the City Council
Community Design Planning
Goal II, Policy 11, Should provide for the requirement for the
Planning Department to examine in detail the
zoning changes effects on the school popula•
tion and subsequent tax burden.
Goal II, Policy 14 A population. of 50,000 isconsidered too high
Hillsides
A slope density should be imposed by Ordinance,
Goal I, Policy 5 Deletion of commercial and industrial land
usage from this policy is suggested.
Goal I, Policy 6 f Design standards should be currently existent
for. backf ill requirements.

Housing
Goal II, Policy 6 The feasibility of this policy is questioned;
however, developers should be asked to propose
on this item.
Goal II, Policy 8 Low income housing is questioned, whether desirable
or not, owing to the suggestion of a population
design level.
Goal III, Policy 10 e Pent assistance programs were questioned for
desirability-.
Business Development
Goal I, Policy 1 b Regional shopping centers should be examined in
detail and Should include underground parking
before being considered for acceptance.
Goal IV, Policy 6 It is recomu.ended that existing pollution offenses
be requestec:. to correct their respective conditions.
Goal IV, Policy 7 c The restriction of residential structures used for
business or professional use is possibly too strong
a guideline of what lines of business may convert
residential structures should be noted.
Goal IV, Policy 8 a Parking facilities for bikes and automobiles should
be noted.

Parks and Recreation
`Goal I, Policy 4 c This policy will pose future problem areas; note
i experiences of Sunnyvale.
Transportation
Goal III, Policy 7 Local citizen control influence is strongly
reconLaended .

Government Methods
An additional policy should be stated to ensure non -conflict of
interest of Councilmen, Commissioners and Committee Members in the
performance of their duties. : This policy should require public
announcement of personal business endeavors, sphere of business
influence, and a public pledge of abstension on decisions of con -
tern which may involve conflict of interests,
Mr. Adams suggested another policy or goal to be generated which
would provide for the integration of architecture and site plan
during PlanningDepartment and Zoning Map approval to eliminate
the difficult review of architecture to a fixed plan and/or map
that has been approved by the Council beforehand.
Goal III, Policy 15 e Accnowlegement of the r_gnc topetition,
Financial Policy
Goal III, Policy 7 This policy should _include utility exten-
sions and street improvements,
Civic Image
Goal II A noise ordinance should be.all-encompass
ing, covering nara construction operations
and fixed operations and businesses,
Mr. Adams added his desire that after final Council review of the
Goals Committee's Report, the H-Control Committee examine their '
rules and regulations for changes to be enacted reflecting the
desired goals and policies noted in the subject report.
