Application HC-51,318.1 of Michael Del Monaco requesting approval of site, landscaping, grading and .lighting in connection with a parking; lot addition to the Florentine Restaurant located at 19930 Stevens Creek Boulevard. Continued from H-Control meeting of May 9, 1973. Slides were shown of the site, and Mr. Cowan said the application had been continued in order for the applicant to revise parking scheme. Mr. Cowan, in answering a query concerning building on rear portion of lot, said the owner proposed to dress up building structure with paint, screening and plants. A wood fence would be erected also. With regard to lighting, Mr. Cowan said the Traffic Engineer had indi- cated three 20` standards would not create a problem if the wattage was kept to 175W. There is more activity at night and neighborhood undeveloped except for homes to the south, so adequate lighting is needed. The parking plan suggested by the committee previously had had to be discarded since there was a hazard created by cars backing into egress lane. Applicant was proposing another plan. SITE. Member Weinstein said the plan was better, but he was still concerned about first two parking spaces at entrance creating a stacking problem. Member Sallan said she was concerned about westerly border. Chairman McLaren suggested that when adjoining property develops landscaping could be taken care of then. Mr. Steve Gazzera, Jr., 1134 El Ca:lino �gest, Mountain Vie:, explained the reason designer did not attempt to install any improvements adjacent to the structure was because vehic�_es and delivery trucks were constantly scrapping either building or curb because of narrcwness of lane. LANDSCAPING: Member Salllan pointed out several things she viould like included in the motion. Member Koenitzer felt propc=ed imFrovements were satisfactory. He felt one gallon size plantings in -aost instances are adequate. Member Dressler was opposed to addin second tree in planter. Member Sallan researched the suggested tree and found there were adverse characteristics. Chairman McLaren asked Mr. Duren if he had any comments with regard to lighting proposal° Mr. Duren requested standards be as low as possible. Mr. Gilbert Gross, 10118 Mellow Place, Cupertino, reiterated his feelings that trees along fence should be of higher density. The free standing shed would be demolished, - the existing structure to be used for storage would be cleaned up and made presentable and painted the same color as major building. Chairman McLaren asked the applicant if he would be willing to plant along borders for deferment of masonry wall. The applicant expressed his willingness to do this. Member Koenitzer moved, seconded by Member Sallan to close Public Hearing. Motion carried, 5-0 After committee discussed several areas of concern in landscaping and lighting, Member Sallan moved to recommend approval of Application HC-51,318.1 with the standard H-Control conditions, enclosed Exhibit A 1st Revision and the following additional conditions: (1) Commend the applicant for his fine upgrading of property. (2) Relative to landscaping: a. On west elevation change star jasmine, legend #6 to #8, pittosporum eugenioides. b. On the easterly elevation of building, add juniper turolosa in each of three Dlanter beds; a total of five plants. a C. Border around storage facility to be juniper turolosa plantings 5' on center; the rest of the area in the9 planting beds to be star jasmine, #6 on plan legend. d. Change plants designated #7, #8 and #9 on legend to five gallon size. (3) With regard to lighting: a. Company repre- senting Vallco Park - Unicom "A" requesting approval of a sign plan for a light industrial building located at the northeast corner of Tantau Avenue and Pruneridge Avenue`, Staff member Cowan located site on City maps on the northeast corner of Tantau Avenue and-Pruneridge Avenue. He confirmed the sign was completely within ordinance and was not illuminated. Slides were shown of site and proposed:,sign. Applicant was not in the audience. After a brief discussion,, Chairman McLaren opened the Public Hearing for comments from the audience., There were none. Member Koenitzer moved, seconded by Member Weinstein, to close Public.Hearings.. Application HC-51,075.35 of West Valley Sign Company representing Vallco Park - Unicom "C" requesting approval of a sign plan for a light industrial building located on the east side of Tantau Ave- nue between Pruneridge Avenue and Forge Drive. Staff Member Cowan showed slides of site, pointing out where sign ,,.-ould be located. Sign is similar to previous application with an additional sign on top identifying the street address. After a brief discussion, Chairman McLaren announced this was a Public Hearing and asked for comments from the audience. There were none. Member Dressler moved, seconded by Mer-ber Koenitzer, to close Public Hearings. Motion carried, 5-0 Member Dressler moved to recommend approval of Application HC-51,075.35 subject to standard H-Control conditions, and Exhibits F and F-1. Seconded by Member Koenitzer. Motion carried, 5-0 4. Application HC-51,075.36 of West Valley Sign Company representing Information Storage System (I.S.S.) requesting approval of a sign plan for a light industrial bu.-lding located at the southwest quadrant of tiie intersection of Tantau Avenue and Pruneridge Avenue. Staff Member Cowan showed slides of building and proposed sign. The committee felt there were some needs for discussion with the • applicant on this sign. Member Koenitzer moved, seconded by Me- ber Sallan, -to continue Application HC-51,075.36 until the next meeting. Motion carried, 5-0 i i UNFINISHED BUSINESS: 5. Application :iC-51,017.2 of Sunny Vie -...,Lutheran 11-:ie requesting approval of modification of site plan located northerly of and adjacent to Cupertino Road app-oximately 230 feet easterly cf Foothill Boulevard. Slides were shown of site and also plans of Phase I and. 'II showing change of driveway. Chairman icLaren ascertained that heavy landscaping would replace f current driveway. HC-83 Page 7 Mr. Virgil Carter, representing Albert Hoover Architect, said the movement would-be advantageous to Home residents. j Chairman McLaren pointed out a change of ingress and egress could be very critical and the committee,did not in anyway Want to preempt. a Planning Commission decision. Staff Member Cowan noted the Traffic Engineer had given approval. Mr. Carter answered Member Dressler's question as to reason for move by pointing out present driveway is adjacent to; medical P onion of facilities and they would like to keep traffic :away s from this area. Mr.Carter pointed'out landscaping will replace existing driveway. Me.nber Weinstein said he would like a landscape plan, Mr. Carter pointed out the landscaping had been approved and the same concept would be carried out in this area., When asked about continuing application., Mr. Carter said the . contractor is on the job now and they would like to at least make the curb cut. Occupancy is scheduled for July 8< Retaining landscaping by proposed driveway was discussed, Mr. Carter said the.applicant would be willing to move curb easterly to maintain trees. •s After -further discussion, Chairman McLaren asked if; staff could go, v out and pinpoint curb cut 3' to left to save as many large specimen trees.as possible.. Chairman McLaren noted this was a Public Hearing and asked for. comments from the audience. There were none. Member Sallan moved, seconded by Member Koenitzer', to close Public Hearings. Motion carried, 5=0 f' HC-83 Page 8 MINUTES OF THE MAY 23, 1973 H-CONTROL MEETING Member Dressler moved to approve Application HC-51,017.2, Sunny View Lutheran Home modification of Phase I construction as has been approved by this body at previous t.leeting. '.`odificaticn will be limited to the relocation of curb cut for ingress and egress of parking lot as presented in Exhibits A lst Revision and A-15 subject to the following condition:,: (1) Curb cut be reviewed by City staff and relocated in a position so as to preserve all of the specimen trees on the building site. (2) Applicant will return with a landscaping plan to show the plantings in both the planting island in new curb cut and in the area in which the existing driveway will be removed. Seconded by Member Koenitzer. AYES: Members Dressler, Koenitzer, Sallan, Weinstein and Chairman McLaren NOES: None Motion carried, 5-0 NEW BUSINESS Mr. Cowan referred to enclosed Draft Resolution of Design Guidelines for the Northwest Quadrant of Saratoga -Sunnyvale Road and Stevens Creek Boulevard. If the Co=ittee so recommended they would be sent to Council for final approval. Member Weinstein, who was not on C(,=ittee when guidelines were isdiscussed, questioned variety of heights in signs. He preferred to have complete uniformity of s_gns; signs are to identify not to advertise. There was further discussion of signing; Chairman McLaren reminded the Committee these were just guidelines and when the applicant came in, the Committee would have an op ortunity to review each sign. Member Koenitzer questioned having all wall material colors off- white or very light beige, reeling this was perhaps too restrictive. Member Sallan noted that she was concerned about parking along major frontages which led her to have second thoughts about setback requirements. Chairman McLaren commented that:.after all the hearings and meetings it was rather shocking to hear all these changes. Staff Member Cowan then asked for a special meeting of ASAC with Mr. Jim Coleman to discuss Saich plan, noting this could be included. It was agreed the Committee would meet on Thursday, • May 31,.:1973 at 7:30 p.m. Member- Koenitzer questioned status .of paperracks in :front of Post Office. Mr Cowan said this was still being investigated and he would write a report for the Committee at the earliest opportunity. Member Sallan asked if, anyone was monitoring plantings at the Northpoint Project; Staff Member Kramer explained that because of slope steepness, the lawn had been replaced with ivy. Member � Sallan 'noted some,of the plants were not very healthy looking and � asked for copy -of the landscaping plans - The parking lot in Portal shopping center was also briefly dis- cussed..- Member Koenitzer moved to adjourn meeting until Thursday May 31, 1973 at 7 e30 P.',I.
