MINUTES -OF REGULAR ADJOURNED MEETING Or THE ARCHITECTURAL AND SITE
APPROVAL COMMITTEE ON MAY 31; 1973 IN THE LIBRARY CONFERENCE ROOM,
CITY HALL, CUPERTINO, CALIFORNIA
The `meeting was called to order at 7:35 P.M. by Chairman McLaren,

Chairman iicLaren announced this meeting was to study Town Center
Crossroads Design. Staff member Cowan said Mr. Coleman would be
a few.minutes late and suggested in the meantime that the members
be thinking in terms of more detail. Mr. Coleman had suggested
a ::more informal motif; meandering sidewalks, for instances
Working �.aith-fragmented ownership; an informal grouping of 'trees
would; be better as landscaping could then'be done piecemeal if
necessary. Research was still being cone on the possibility of
putting in landscaping all at once.
Mr, Cowan reported Bobs Big Boy and Wongss Car Wash are both
anxious to -get finalized plans so they can proceed.
Chile waiting for Mr. Coleman, Staff. member Kramer analyzed town
from design point of view and identified intensity points in town,
noted how core area relates r,,with these points with regard.to intra

and inter city transportation.
Ms. Kramer pointed out where traffic lights are being proposed;
also new street where bicycle lanes and landscaping could be ,

developed.

The possibility of Torre Avenue and Bandley Avenue going in were
discussed. It was noted that if Torre Avenue did not go in and
bicycle lanes had been placed there," the committee would be left
up in the air. It was noted there are other secondary streets
that can be used.for pedestrian --bicycle lanes. These were dis-

In discussing residential areas wit'-1 parking in front of houses, it
was suggested that the homeowners be contacted to find out their views.
Mr. Cowan said no matter what type 3f development occurred on the
Mariani property, bicycle lanes could be gotten through by some
configuration. In talking about right--of-way landscaping, bicycle
lanes as part of that landscaping should be included as well as set-
back requirements, types of plantings, and sidewalk configurations.
Member Koenitzer said one reason for considering Saratoga -Sunnyvale
Road as possible bicycle route was that not only would it provide a
link between Cupertino, but also into San Jose, if San Jose decided
to do anything. Seems to be the main north -south route.
In answer to Member Weinstein's thinking that Foothill Boulevard
had shower traffic, not so much traffic and substantial side areas,
it was pointed out that some parts are too narrow.
It was noted that Bollinger is anticipated for construction through
to Stelling Road late next year. This may relieve traffic on
McClellan Road.
Chairman McLaren suggested having smaller maps provided to the committee
so they could take them hcme and study them.
The long delayed `'Lary Avenue overcrossing was discussed. Member Koenitzer
said he felt the overpass should be put in as soon as possible to take
traffic off Stelling and put it on the road for which it had been planned.
Ms. Kramer pointed out these are very preliminary plans and show
quick and obvious places were bicycle lanes might go now. Various
possibilities based on differing contingencies -were discussed.
Mr. Viskovich said he would avoid Saratoga -Sunnyvale Road if possible.
If not, try to go to a particular type that intermingles with sidewalk
and landscaping.
The inclusion of facilities for foot traffic was also discussed.
Chairman McLaren said because of un--ertainty about Torre Avenue, perhaps
the committee should concentrate on east side of Saratoga -Sunnyvale Road.
If residential were to be put in, it would be high density residential.
Chairman McLaren also suggested having some photos of some streets in
the city so that committee could have some visual impact. Mr. Cowan
said they had slides to show tonight of various areas.
Mr. Viskovich spoke about landscaping on a 4' .aide figure at left turn
pocket. Several ways of making it aesthetically pleasing. Big factor
is maintenance. If planted, this would have to be done by a man going
out and working in this narrow area, which is very dangerous. Cones

can be placed around area, but this interferes with traffic and
inconveniences motorists. He strongly suggested some other type
of treatment for this narrow strip other than landscaping.
Some of his suggestions were astro--turf, but this has not proven
to be very acceptable; cobble stone, -.hich has not presented any
problems yet and has very nice appearance. He reitereated that
plantsare dangerous to maintain, water in street is safety
hazard and there is the cost of upkeep plus replacing plants if
they die.
He suggested cobblestone with a planting of Rap_hiolepis every
20'.' The watering can be done by bubblers then with one bubbler
to each bush, eliminating water being a hazard on the streets.
This .would be a very attractive and tow maintenance solution,`
Member Weinstein asked about use_of water trucks and was.-
informed
the man hours needed for this would be excessive.
Mr. Viskovich said the narrow strips are the City's main concern;
in wider areas the committee could have free rein. He emphasized
the complaints are valid about maintenance of plants in narrow
strips. He referred to portion of new landscaping on Stevens
Creek Boulevard which has olive trees, ivy and cobblestones.
This has been very successful however he pointed out there does
not need to be sane exact treatment throuc-hout the city. Other
sections in tom were discussed. >r. Viskovich said that on
Stelling Road unless wells were turned on, there could be no
water.
Mr. Coleman then arrived and slides were shown of median strips
around the area and adjacent communities. These were discussed
as shown.
Member Sallan arrived at 9:05 p.m. and was briefed on what had
been discussed.
Mr. Coleman said specific trees could not be picked out tonight;
mainly guide lines. After this a specific plan would be presented.
Member Weinstein said he wanted to pursue concept of landscaping
4 the 3' strips if possible;
Member Sallan asked if other cities had been surveyed to find
out the cost of upkeep and difficulty of maintaining landscaped
areas. She subgested staff could get such a report.
The meeting adjourned at 9 20 p.m. to meat again on idednesdav,
June 20, 1973 at 7:30 p.m. Unanimously concurred.
