Application HNC-51,075.13 of Vallco Park, Ltd. requesting approval of a modification. o:_ siLe and architectural plans in connection with the Hilton Hotel located at the southeast corner of Wolfe Road and Pruneridge Avenue. Staff member Cowan said the scope of this application was limited to architecture, site and conceptual grading; the reason for eliminating precise landscaping, lighting and gradingy for the present was the (71 complexity and size of the project. Mr. Cowan then pointed out differences in site plan and use permit site plan. The most significant ch�jnge being the addition of a ramped entrance into the main lobby, The addition of the ramped entrance would disrupt the approved traffic flow by creating a hazard between automobiles entering the site from Pruneridge Avenue and the cross --traffic between the parking lot in front of the portico and the restaurant lot to the west. However, a revised circulation plan for the Prunerj*..d&e Avenue entrance had been approved by the Engineering Department and the applicant. Mr. Cowan also pointed out there are two office structures on the same site for which parking and circulation system was provided on site. In answer to Member `•1cLaren, Mr. Cowan said there would be signali.za- tion to eliminate hazard at turn traveling west on Pruneridge Avenue. Chairman Sargent questioned if there would be a barrier to prevent left turns. 11r. Cowan said the Traf Fi.c En-ine.er had final plans for median, but the ingress would be chanellized. He noted it would be awkward for those traveling west on Pruneridge Avenue to enter coffee shop as traffic is one way through portico. Mr. Walter Ward, General Manager of Vallco Park, said the main difference from first architecture submitted was the 102 rooms in lanai. Ha explained with the freeway 15' high on off ramp, the lanai addition gave privacy to the pool. Numerous market studies and consultants pelt public areas should be larger so the banquet room was enlarged. The top floors are flared to give more eloquent lines. Mr. Ward also said the Traffic consultant would determine ingress and egress. Present speed is 40 mph. No access from Wolfe Road; moved east to two present points to allow room for turn movements. Free turn movement prohibited by traffic light. There will be turn lane in middle of Pruneridge Avenue. Mr. Ward said there is more traffic now in business buildings and painted traffic lanes now handle traffic movement. Mr. Ward explained plans for elcvatpr shaft towers. I Mr. Ward then used schematic drawings to illustrate the levels of the different facilities.. The ballroom to be open on the I east side for garden area in window. The levels are zero, plus I 10 and minus 10. It was noted there would be parking on Hewlett-Packard property Parking for coffee shop and public area. Mr. Ward explained how food would be handled from the kitchen: Food handling area to dining and banquet areas. t i Member Dressler questioned the tunnel proposed for patrons from Tunnel; parking lot to ballroom area. In response to Chairman Sargent's request, Mr. Johns said tl:=.re was a long way to go before he wou16 have workinc drawings, but sp cial emphasis would be placed on eliminating this probi..em. Mr. Johns then described in detail some of the areas, and the uses planned for the different facilities. He also gave a floor layout of the hotel rooms, saying there are_ 28 rooms on a typical floor. In answer to "ember McLaren, he said. all rooms with the exception of one row on one Floor had outside. Member Koenitzer inquired of plans for extending perimeter road around lanai area. Member Koenitzer questioned e_fect of breezes around pool area being deflecte6 by the buildings. <<fter a discussion of this as a potential problem, Mr. Bill Tagg, 619 Torrin.,ton Drive, Sunnyvale, said most prevailing air would be from the north an,�. woul_d be shielded by tower and lanai. Mr. Ward noted cabanas would also provide a shield. The committee requested that possible air turbulence around building be considered in the final plans. Chairman Sargent then asked if the committee had any specific questions regarding architecture. Liember iicLaren requested to see slides. Mr. Johns showed slides of planned construction, noting 90% of the structure will be medium textured concrete. The colors will match as closely as possible the buildings already under construction. Mr. Johns pointed out areas of reflective glass panes. These panes have a 1 to ]. slope which will cut down solar heat coming into building on the north side. The glass is bronze color of rectangular shape. It'was questioned whether morning or late afternoon sun would be reflected back on streets or into neighboring area. sir. Johns said this would probably be true if the glass were flat, but being on a 1 to 1 slope would reflect up. Mr. Tagg said the only problem might be in the morning during the summer.time9 otherwise, sun would be re- flected up, Member Koenitzer asked for assurance of studies on this reflection as a sudden flash of light could be distracting to drivers, Mr. Johns said a study had been made. The panes recessed into tower could be reflected but was only exposed for a short time. Mr. Leonard Newnan, Mackay Homes, Menlo Park, said the sign on corner at present does not show adequately. Sign will be placed at.45' angle across corner. He said the sign is heavy redwood timbers with raised letters of gold leaf. I`.PR"H 7, 1973 ITETING UNFINISHED BUSINESS Mr. Cowan then showed trans-;arencies of proposed lighting plan for the - northwest quadrant. li^ also asked tie con--.ittee for sore kinL' of sign criteria. He said Staff hra-et with i_. John Boyd, architect hired by the Saich family, and these illustrations were his recommendation. The standard is a curved la-inated wood pole with double hanging fixtures which can be ordered in varying lengths and. heights. The committee's approval would not be fcr enact height or location but for general design. Height and location would be determined by individual application neeus. These lights can be used in parking areas and interior sidewalks as well., Mr. Cowan pointed out by the use of the transparency the light's use in landscape median areas. He explained the li-ht came in two types, double and single lights. The committee was divided in their comments; Iiembers Dressler and Chairman Sargent not liking the standard, and 'embers McLaren and Koenitzer thinking it attractive. Mr. Cowan asked ;1r. Dan Bandley, 10054 South Highway 9, Cupertino, if he or Mr. Andrich of Bank of A..:erica wished to comment. Mr. Bandley said he did not wish to comment'as an architect had been hired to do a job and he should ar_swer for himself. Mr. Anthony Andrich, 260 5th Street, San Francisco, representative of Bank o- America, said he had not had time to see the illustra- tion as he had had such short notice of the meeting. After looking at a picture of the standard, he saic' he had no objection to this particular light, but would agree with Chairman Sargent in wanting to see same alternatives. After more general discussion, Chair --an Sargent said he did not feel the cor-mittee was in a position to give approval on light standard to be used throughout_ entire quadrant. Since it was not necessary to make a decision tonight, he felt more discussion should be held on the lighting as such. After looking at the drawings of sign possibilities, the committee's general opinion was that low profile monument type signs were desired. There should be a -aximum height figure, but because of landscaping, heights would have to vary. Member Koenitzer said the building structures would have to be con- sidered in each sign application; absolute uniformity not wanted. Chairman Sargent said he pre --erred not to have pole signs such as Bank of America has now, and noted this sign had not been approved. Member McLaren in referring to low profile signs in front of service stations said she sometimes found it difficult to see prices. Mr. Cowan said he would look up the expiration date, McYrber Dressler's .recollection was that the sign would be left up until the shopping center sign was applied for, Chairman Sargent noted the sign concept was good but the sign had not been approved. Mr, Cowan again approached the committee regarding a special meeting to discuss some.procedural changes in H-Control. The'tentative date of March 13, 1973 was not satisfactory, Chairman Sargent expressed his concern that nothing was being done about..renewing positions on H-Control..comm.ittee, He noted there are three terms expiring the first of April and asked that the Mayor be contacted regarding this. It was then asked of Staff if any progress had been made on. the Sign Ordinance discussed at a special meeting last fall, Mr'. Cowan answered.in the negative, saying Staff was too busy with general plans and urban 'service area. Cowan expla-ned the sign had beep approved, but was not located on the site that had been annroved. Chairman Sargent ruled tha committee was not in a position to give a decision. at this time. 11r.
