RESOLUTION NO. 9206
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CUPERTINO
SUPPORTING THE PASSAGE OF MEASURE "A" ON THE NOVEMBER
BALLOT RELATING TO LIBRARY FUNDING
WHEREAS, over the past two years the State Legislature and the Governor have
taken forty percent of local library funds to balance the State budget; and
WHEREAS, this action has required the Free Library District of Santa Clara
County, of which the Cupertino Library is a part, to reduce library hours by thirty percent
so that the Cupertino Library is now open only five days a week for a total of thirty-four
hours, exclusive of Sunday hours funded directly by the City; and
WHEREAS this action has required the Library District to cut its budget for new
books, reference and materials by seventy-five percent so that the Cupertino Library has a
book and materials budget of a mere $96,000 a year; and
WHEREAS, this action has required a reduction of sixty percent in children's
libraries programs; and
WHEREAS, the County of Santa Clara, in cooperation with the communities of
Alum Rock, Campbell, Cupertino, Gilroy, Los Altos, Los Altos Hills, Milpitas, Monte
Sereno, Morgan Hill, San Martin, and Saratoga, have placed on the ballot in November an
advisory measure (Measure A) which, if passed, will restore and maintain library hours,
book and materials budgets, and children's libraries programs in all communities; and
WHEREAS, in order to restore and maintain our community libraries Measure A
would allow an assessment of $2.75 a month on each single family residence in Cupertino
and other communities; and
WHEREAS, Measure A includes an assessment increase cap of two percent per
year, an expiration date of ten years, a guarantee that all the funds will go for library
services, a guarantee that all funds currently allocated by the county for library services
will remain, and a guarantee that through the creation of a new Board of Directors, local
communities will govern the community library system in the future.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Cupertino wholeheartedly endorses the passage of Measure A and urges all registered
voters of Cupertino to become familiar with the provisions of Measure A and its many
benefits to the Cupertino Library and to vote on November 8th in favor of Measure A.
