This letter documents the necessity to remove one (1) Pinus halepensis (Aleppo Pine) for the installation of an electric vehicle charging station switchgear. The tree identified for removal is Tree 876. It is approximately 14 inches in diameter at 4.5 feet above grade, 35 feet in height, and 20 feet of canopy width. The tree is in fair condition from regional -drought conditions that have persisted over the last few years. The subject tree is growing in the northern -perimeter planting area where the orientation of the parking stalls changes direction at a 90 degree angle. The location for the electric vehicle charging station switchgear was chosen because it is the only spot on the property where construction of a house keeping pad and enclosure for the new high-voltage PG&E service can be accessed by the over -head utility lines. There are several utility easements along the rear of the property which restrict the potential locations and this location has been determined to be the only suitable location for the installation of an electric vehicle parking station based on easement restrictions. The location is within a few feet of the trunk of Tree 876 and within the canopy footprint, or critical root zone (CRZ), where more than 90 percent of the root system is located. Aleppo Pines, as a species, are sensitive to root disturbance, i.e., cutting of roots within the CRZ. Because of the fair health condition described above and the sensitivity of Aleppo Pines to root disturbance with their CRZ, severing the roots so close to the trunk may destabilize the tree and increase the risk of the entire tree failing into the parking lot, posing an extreme hazard to pedestrians and cars. Because of this, the most sensible approach and recommendation is this tree be removed prior to severing of any roots. Replacements The tree is considered a protected tree pursuant to Section 14.18.035 of the City of Cupertino's Municipal Code and requires a permit from the City's Planning Department prior to its removal. To mitigate the removal, we plan to replace it with one (1) 36 -inch box Quercus spp. or equivalent (species determined by the Apple Arborist) per ordinance mitigation requirements, spaced for maturity. The new tree will be selected by an Apple arborist to ensure optimal structure, health, and reduce the risk of girdling roots, and then trained from an early age as needed to optimize branching structure which will extend the aesthetically and structurally sound lifespan of the tree. Conclusion The station cannot be moved away from the tree due to restrictions with the easements along the back of the property. Tree 877 will require removal for the installation of the electric vehicle charging station because the tree is in fair condition and will not tolerate root disturbance.
