Summary
Since its opening in 2008 Omei Academy has served the community of Cupertino by
providing excellent Chinese Cultural Classes. The courses provided meet the needs of
students of various ethnic backgrounds whose interest and desire is to learn Chinese
Language, Folk Dance and Martial Arts and many other forms of Chinese Arts and
culture. Omei Academy has successfully developed over the years tutoring and after
school programs, where students have achieved great academic results and won many
awards in martial arts competitions.
With its diverse population Cupertino is one of the most progressive and
technologically fast developing residence in Northern California. The families of
Cupertino are also known to place a high value on education, reflected by the city’s
award winning school s ystem. Education, innovation and collaboration are the
hallmarks nourished b y the city government, the community, and local industry and
commerce.
As the demand in the community for bilingual activities is very strong, Omei
Academy plans to expand by operating a preschool “Omei Preschool” for children
years 3-5 before entering Kindergarten in the building at 21685 Granada Ave.,
Cupertino. Its location is situated in a Neighborhood/Commercial Zone. The building
is strategically located near the city center and is easily assessable. Given that the
majority of the area’s commercial buildings are occupied by tech – companies, whose
employees are mostly family oriented, preschool programs such as those available at
Omei Preschool are in demand.
Description of Operation Activities:
Phase I
Omei Academy proposes the use of the location at 21685 Granada Ave., Cupertino as
Omei Preschool. At the moment the facility can be licensed for 9 children, according
to the state licensing requirements. One qualified teacher will be employed. Main
hours of operation will be 8:30am – 4:00pm with the option of before school care
7:00am – 8:30am and after school care 4:00-6:00pm, Monday to Friday. If summer
program is available hours of operation and number of children/teachers will remain
the same as during the regular time.

Courses of emphasis during the school year are:
Chinese Language – Teaching children to speak and listen. Introduction to reading
and writing
STEM – As a part of our daily life we set as a priority childrens’ exposure to science
and capturing their interest. Exploring together STEM related activities in a fun way
improves childrens’ social skills; designing and creating improves their fine motor
skills and develops their process of thinking, which will lead to innovation later.
Math – Daily activities teaching numbers concepts
Sports – Omei Academy Cupertino is known all over the world for its Chinese Martial
Arts Champions. Starting martial arts classes at early age brings the benefit of better
concentration, discipline and higher achievements. The Friday Sports activities at
Omei Preschool will be age and developmentally appropriate and concentrated
indoors.
Phase II
Omei Academy hopes to increase the number of children to 13 in near future. From
these 13 children we expect to have about 3 children attending the Before school care
( 7-8.30am), and 3-4 children attending the After school care (4-6pm).
There will be one teacher on site. Both owners Maria Tzankova and Yunjian Zou are
finger printed and will be helping the main teacher with supervising the children in
and outdoor whenever necessary. Maria Tzankova is enrolled at De Anza College,
Child Development Department, she has the units to be teacher ’s aide and is expected
to finish her Director Permit by the end of the year.
Drop off and Pick up:
Before School Care Drop Off: Parents can drop off between 7-7.15am for Before
School Care. Teachers will arrive no earlier than 7am.
Main Drop Off: Parents will drop off between 8.30-9:00am for the main hours of
operation
Main pick up time: Main pick up time will be between 3:30-4pm.
After School Care Pick up: After School Care pick up will be between 5.45-6pm.
Late pick up: Late pick up is not available for the parents.
Traffic Management:
The parking in the back will be used for drop off and pick up. The car will then back
up and leave the property. All parents will be provided information and acknowledge

the drop off/pick up plan.
Our facility will accommodate a maximum of 13 children. Since we ex pect some of
the kids to be dropped off in the Before School Care between 7 and 7:15am, and in
addition to this we give the parents a 30 min range to drop off in the main time
between 8:30 and 9am, we don’t expect a vehicle overflow. Pick up will follow a
similar procedure. The drop off and pick up time is spread out and will be arranged
for a specific time with every family at enrollment, so we can create a schedule with
the exact time every child will come in.
Parents need to bring their children in and sign them in with a full signature. We will
follow the same procedure at pick up.
Parents can drop off their children the earliest 7am and should pick up the latest at
6pm.
Conclusion
The owner of Omei Academy has confidence in the program provided and believes
that it can grow serving the community in a friendly and professional way.
