V APPLICATIONS
A. Appli.catio.a: 279-HC-67, Thompson W Associetos, 101 W. Hendy,
Sunnyvale, requesting Arch. & Site Approval to erect a sign
(114" x 12') on the west end of Unit #7 at 20432 Silverado Ave.
Mr. Harry S. Thompson, 101 W. Hendy, Sunnyvale, presented his plans
for the non -illuminated white sign with black letters.
Comm. Klausman asked if this meets all the qualifications of the
City. Mr. Thompson said it is less than 2% of the floor area and
will conform to the new Sign Ordinance.
Comm. Fitch asked about construction. The applicant said it will
consist of 1 x 2 redwood with an outside of tempered masonite.
Comm. Aguilar asked what other businesses are in the complex. The
staff said the complex consists of a beauty shop, a dental lab., a
chiropractor, and until recently, there was a real estate office.
Some of these businesses have signs and some do not; there is no
conformity of signs in this complex.
Comm. Aguilar asked if this proposed sign would be detrimental to
the area. It was pointed out that every effort has been made on
the part of the City to contact the property owner to see if all
signs for the businesses in that complex could be consolidated into
one readerboard or ground sign. So far, efforts to locate the
owner have been unsuccessful.
Mr. Thompson added that this sign will face Highway 85, not the
residential area.
Comm. Fitch asked about the building materials, the condition of
the building, and how this sign will relate to it. The applicant
said it is a stucco building with white rock roof. He felt the
sign would blend in very well.
Chairman Irwin asked for comments from the audience. There were
none. is
Comm. Fitch asked the staff if the materials used in this sign
would hold up. He was told the sign materials are similar in
quality to the building materials.
Chairman Irwin noted that it has been impossible to get in touch
with the landlord, and a person is allowed to advertise his place
of business, the colors are compatible, and the sign conforms
with the new Sign Ordinance.
Moved by Comm. iguilar, that application 279-HC-67 be recommended
for approval to the City Council on the basis that since he was
granted the opportunity to go in here, he also be allowed to ad-
vertise his business; with the condition that the sign conform
with the new Sign Ordinance. Motion died for lack of a second.

Moved by Comm. Fitch, seconded by Coymi. Aguilar, that.
application 270-HC-67 be recommended to the City Council for
approval under the following three conditions.
1. Per the print submitted.
2. Per the ten standard conditions.
3. Based on the contingency that the sign be reviewed on a
yearly basis in order to maintain the quality of the
appearance of the sign as it is =,r specified.
Comm. Aguilar felt it would be unfair to deny this application
on the basis that there are other, varied signs in the complex.
We are faced with the condition as it exists.
Chairman Irwin noted that thetime for controlling signs in
this complex was either when the original application was con-
sumated or before the first sign was approved.

B. Application., 280-HC-67., F. Dennis Burrow., AIA., 121 Whitney
Avenue, Los Gatos,, requesting Arch. & Site Control Approval
to construct a "Speedee Mart" store, to be located on the
north side of Silverado Avenue., 187.96' east of Silverado
and Saratoga -Sunnyvale Road.
Mr. Dennis Burrow., 121 'Whitney Avenue, Los Gatos'
presented the
rendering of the proposed Speedee Mart, stating that he represented
Mr. Leonard, of Leonard Properties He stated this 'Sign is
72 sq. ft. and is within the new Sign Ordinance. They are cur-
rehtly asking for the canopy sign. This building will be
located across from the clinic on the previous application, and
adjacent to a residence.
Mr. Burrow said they, are proposing a rustic exterior with board
-and batten siding, stained in natural color.
In order to qualify for a ground sign, they must have a front
yard setback of at least 50', for which they qualify. This
matter will be presented at a later date.
The site layout is in accordance with the Ordinance; there are
no Variances to request. . The 7-Eleven sign is 22" long.
Comm. Fitch asked if the rendering reflected specifically what
is.to be constructed. The applicant said there is a redwood
parapet in front and on the two sides to screen the roof ap-
purtenances and for aesthetic reasons. He said there are 12
parking spaces and an enclosed trash area.
It was learned that the lot next door, with a residence on it,
is also zoned commercial.

Mr. Burrow said they are continuing the street planting program
in front of the property.
Comm. Fitch asked if this is within the town center. It was
learned that it is not. He then asked if there is anything pro-
posed by this organization within the town center. The answer
was negative. Although Silverado is a residential street, this
property is zoned commercial, and has been for some time.
Chairman Irwin asked for comments from the audience.
Mr. Crumm, 20415 Silverado, said he lives two houses from this lot.
He asked how far down this commercial zoning goes and how long it
has been there. He was told this is the only house of the subdivision
which is zoned commercial. These houses are about 132 years old.
Mr. Crumm does not like the thought of a noisy shopping center so near
his home.
Mrs. Ketchum, 20412 Silverado, asked if the commercial next door
to this property means the home across the street, next door to
the complex, is also commercial. She was told it does not.
Mrs. Claude Giddings, 20375 Silverado, protested this application
on the basis of expected increased traffic. Traffic will proceed
through the residential streets to get to this store rather
than fight the traffic on Highway 85. This business will also
entice the children from across Highway 85 to cross that busy
street to go to the Speedee Mart.
Comm. Aguilar asked if it is within the Committee's discretion to
approve whether or not Speedee can go in there, or only to determine
the Architecture and Site. He was told this Committee is not
concerned with zoning.
Mrs. Plummer, 20422 Silverado, asked what hours the store would
be open. She is concerned because she lives directly across the
street and their bedroom windows are in the front of the house.
Mrs. Crumm, 20415 Silverado, asked about ingress and egress. is
Mr. Burrow said the property has an 80' frontage. There is a
two-way driveway on Silverado Ave. Mrs. Crumm protested this application
in view of the fact that this is a residential area. It is putting
far too much traffic on this residential street. It is difficult enough
for the residents on Silverado to fight their way onto Highway 85
now, and this proposal will compound the problem.
Comm. Aguilar asked if it is within the purview of this Committee
to recommend denial of this application, based on the fact that they
are opposed to this kind of commercial enterprise which will
promote more traffic, increased lighting, etc. He was told these
are matters of zoning, not architectural and site control.

Mr. Crumm commented on the hazards of -trying to make. -a left -turn
from.Silvera.do.onto.Highway 85,.due in -part to its proximity to
McClellan_Road. He also noted that the.size of this lot is the
same as that of the residences, and believed it would be 'a tight
squeeze fora Speedee Mart.
It was noted.this.application went before the Planning Commission
and got their approval as to vehicles backing out of parking
spaces,.
Comm..Aguilar asked Mr.. Burrow if the building is.set back as.
far as possible.on.the lot. Mr..Burrow said it -is on the rear
property.line.. Comm. Aguilar then asked if Mre Burrow knew
where Speedee.expects.to draw their.customers from- Mr. Burrow
said he did not -have this information, it is the concern of the
real estate people involved.
Comma Fitch commented that he did not feel that this busines"s
is compatible with this particular area for the following reasons:
A. From .a site standpoint, the Street is toonarrowand traffic
flow up. the street- and into Speed'ee Mart could be a problem
at the Mart and for the residential area.
B., From an architectural standpoint, the lighting .as- proposed
will be objectionable to re iden.ts9 the trash area must be
enclosed and decidedly improved; demarcation of this business
to the eesi-dential area is not done in a inanner that particularly
enhances the area.
He added that the City would like to see a nice®looking; compatible
well-rUn business here.
Comm.. Aguilar again asked where the customers:would._come from
Mr. Burrow said.they`.are most likely looking to the east rather
than from. Highway 85:for their customers.
Comm.... Klausmeyer was concerene'd.about traffic flow. The location
of the business -on a residential street is a point of concern°

will be easy to get into and out of thisparkingtote
Chairman. Irwin. asked if..there -are other.praposals.available than
the rendering ..presented. tonight. Mr;. Burrow said he could come

would be compatible.with the: area. It.was noted this building
has`a flat roof; homes in the.area have built=up roofs

application be recommended for continuan.ce.until the next meeting
of this. .Committee.so. that .the site and architecture can b'e
further. reviewed. in conjunction with the applicability of this
proposal, and a traffic studyo
Mr. Burrow asked if this business will morally be,accepted by
the City, before he goes into other architectural designs.

Mr. Dave Clark, 20295 Silverado, said Mr. Ruth previously planned
to put a Speedee Mart in there, tut gave it up when a petition
was circulated and gained some 100 signatures against it.
Mrs Crumm asked if a Speedee representative would be at the
next meeting to answer specific questions. She was assured
there would be.

Comm. Aguilar would like to know at the next meeting how many
homes on Whitney, Silverado and neighboring streets, and how
many people in the area are in favor of or are against this
application.
C. Application: 281-HC-67, William Chance and Harold Tamka,
557 Willow Road, Menlo Park, requesting Arch. & Site Control
Approval to construct a car wash to be located on the east
side of Saratoga -Sunnyvale Road, 300' north of Bollinger Road.
Mr. William Chance, 557 Willow Road, Menlo Park, presented plans
for the six -bay, coin -operated automatic car wash. He said this
property is zoned C-1-H and all municipal improvements are in and
paid for. Adjacent properties on all sides are also zoned
commercial; residential is over 100' away. They have 100' frontage
on Highway 85.
Mr. Chance said there will be one change on the plans; they would •
like to use either cement or shake roof materials. The bays and
front of the concrete block building will be sandstone color, with
a dark brown roof. There will ba a, 5' slumpstone fence with lamps,
etc., to act as a buffer, with 3C' of planting. There will also
be planting on both sides of the driveways.
Mr. Chance asked that the sign be approved a; this -ime, also.
The staff noted that this lot does not qualify for a pole sign;
the site would have to be either 210' frontage or 50' building
setback. Mr. Chance said they would then be willing to have a
roof sign, just the same as the proposed ground sign. It will
conform to the new Sign Ordinance.
Mr. Richard Ray, 3117 Taper !venue, Santa Clara, operator of this
car wash, asked if the sign could be affixed to the fence. It
was confirmed that it would then be a ground sign, for which they
do not qualify.

Mr. Ray said they plan to have an attendant there regularly,
taking care of the operation. On weekends, they plan to have
someone on duLty at least eight hours a day.
Comm. Fitch asked if there is any facility for trash storage.
It was noted there will be trash containers at each of the
vacuum stations. He also asked how the maintenance of the
greenery will be handled. ThIL,. Chance said there will be a
sprinkler system in the front. The smaller areas will be hand
watered. There will be a sprinkler in the planter with the
lamp post.
When asked, Mr. Ray said they are not considering a washing
machine for floor mats at this time.
Moved by Comm.. Aguilar, seconded by Comm. Klausmeyer, to
reconmend to the City Council approval of application
281-HC-67., with the following conditions:
1. Ten standard conditions.
2. Per the plans submitted., incorporating the change of roof
materials.
3. Sign on the roof to comply with new Sign Ordinance.
Motion was amended by Comm. Aguilar, seconded by Comm. Klausmeyer.,
that landscaping plans are to be submitted to this Committee
before final inspection.
Comm. Fitch would like to establish. what the roof materials are
to be and would like to discuss the outside lighting. Mr. Chance
said the roof will be either slate or cement shak-e. There will
be four mercury vapor lamps on the side property lines, and will
cover the entire property, and one in the front- planter., facing
the building. They will not interfere with adjoining properties
or the traffic on the highway.

of Stelling Road between the Shell Station on the corner of
Stevens Creek Blvd. and Stelling Roast and the church on Stelling.
Mrs. Lansford explained this proposal was approved by the Planning
Commission two days ago. The design is to be Spanish. The roof
will be non-combustible, but won't be asbestos shingles because
they would not be thick enough.to achieve the effect she wants.
The building will be tan with red or red-bro-vm roof. There will
be a palm at the base of each archway, along with low shrubs across
the front.
Mrs. Lansford said the parking spaces will be at a 45 degree angle
rather than 60 degree angle, for ease in getting in and out. She
is not ready to discuss signs yet.
The architecture will be compatible with that across the street;
the college is catty -corner from this lot.
Comm. Aguilar asked, if the inner walls are removed, what will
support the roof. The applicant explained that the walls will be
removed but the support posts will be retained and will serve as
display areas.
Moved by Comm. Fitch, seconded by Comm. Aguilar, that application
282-HC-67 be recommended for approval, per the prints submitted,
per the ten standard conditions, with the added condition that the
sign is to be submitted at a later date; and approval to be con-
tingent upon the Planning Commission's 16 conditions imposed on
the Use Permit; roof materials to be a Spanish tile -type which will
meet the fire code.
