Application: 213 -HC -66, W.M. Chance & H. V. Tamka, 557 Willow Road, Menlo Park, resubmitting; for Arch. & Site Approval to construct, a 2,020 sq. ft. restaurant (Pic & Pan) to be located at 10650 S. Sarat-oga- Sunnyvale Road.' Mr. W. M. Chance, 557 Willow Road, Menlo Park, presented a rendering of the proposed restaurant, with modifications as a result of the last meeting. He said they have eliminated the cross beams and cut the rafters down to 2Li' (6' above the roof line) and softened the lines. In addition, they have changed the color scheme. He also presented his land- scape plan at this time, which was prepared by a local landscape architect. Mr. Chance said the building is 60' long by almost 30' wide. All rooftop appurtenances will be obscured from the front, rear and sides by a facade. The Committee was informed that the Hea,1th Department has specifications whereby restaurants must provide space for washing and storing of garbage cans. The Committee then reviewed the landscaping plans. All trees and plantings are marked on the plans. Mr. Irwin asked if the applicant will provide any buffering around the peri- meter of his property. Mr. Chance said they are surrounded by -vacant property and since they don't know what will be going around them, they would prefer to wait with this. There will be landscaping around the restaurant and in several spots in the parking lot. There will be three double outside lights for the 600 sq. ft, parking lot, and some cement curbing around the base of the light poles. Mr. Chance requested permission for a non - advertising, -directional sign so the public will have no difficulty in knowing wiLhere to park. There was considerable discussion of the ground sign in the front of the building. He said that technically, this is a ground sign, although it appears to be a roof sign because its main support is on the ground. It is so designed as to be an integral part of the supports of the front overhang. Plans are to have it some 25' from the ground and he said he plans to come in at a later date and ask for a Variance. Mr. Chance said that if they can't get*a Variance they will have to either have it designed as a complete roof sign or place it in another spot because a 20' high sign at its present location would not do the job. Mr, .Irwin felt that if this was the case, the applicant should be apprised of the fact that the City does not look kindly at Variances to the'Sign Ordinance. In reading through the Planning Commission Minutes of the past three years, he did not recall seeing one sign variance approved. Dr. KOwitz complimented Mr. Chance on the rendering and the changes made in the plans since the last meeting. Mr. Irwin noted that the first proposal was conservative, the second was similar to a car wash, and the third is a happy medium. He feels this will be a fine restaurant and a credit to Cupertino. -2- *4- Mr© Small asked the applicant if it will be the policy of this restaurant to put paper signs of specials in the widdows, Mr. Chance said he would not do thiso' Moved by Dr. Kowitz, seconded by Mr. Small,, to recommend Approval of application 213 -HC -66., including landscaping plans as submitted; 10 standard conditions; sign to be submitted at a later date under separate application. It was established that the Applicant was within the Ordinance. as to square footage allowed, It was the general consensus of opinion., however. that these additional signs detracted From the aesthetics of the b I uilding. The applicant felt the additional signs are essential to his business.. He did agree to change from the yellow background to a white background with brown letters., thereby continuing the color scheme of hI 's ground d sign. Moved by Mr. Small, seconded by Mr. Irwin., that application 247 -HC -66 be recommended for approval subject to the color change to a white background with brown letters to conform with the ground sign; lighting to be contained inside the. signs. AYES: Messrs,, Irwin, Kowitz, Small., Fitch NAYS: None ABSENT: Mr. Stern Motion carried, 4-0 V UNFINISHED BUSINESS This Committee deeided to defer comments on the Sign Ordinance until the Planning Commission is through with it. Mr. Small requested the Building Department enforce the Trailer CD Ordinance in the area of Blaney Avenue and Portal Avenue. VI NEW BUSINESS a® There was none.
