California Cities Manual in regard to Architectural and Site
Control of properties. IIe also introduced a "Memo in Points
of Authority," which was requested informal:iy by Mr. Stern,
who felt this might be helpful guidance to this committee
in the future, as well as in dealing with this application.
Dr. Kowitz felt it did not pertain to the H -Control powers;
this committee is just concerned with architecture and
aesthetics.
Mr. Small moved to have the past action on this property,.
under 217 -HC -661 -rescinded. Motion died for a lack of a
second.
The rendering, as originally presented, and with overlays of
the new color scheme as a result of previous discussions, was
introduced. Mr. Stern felt he was morally bound to approve
this application again, with the same conditions, since H -
Control had approved it but the City Council did not.
Mr. Small felt that if tris were proposed for the Town Center
he would fight it on the grounds of incompatibility; however,
the zoning exists, and it is not unlike some other businesses
in the area. He felt the narrowness of the lot would make
it hard to develop. He, personally, did not like the build-
ing, but if the applicant qualifies for the zoning and
parking ordinances of the City and is willing to cooperate
with the City as to colors and landscaping, it won't be too
bad a build-; ng.
Dr. Kowitz said this particular
compatible with
some of the nearby businesses but not iwith ng sothers. I t will
not upgrade the area; however, the City Council, will have
the final say and he would prefer to abstain from voting on
this. The Committee preferred that he vote.
Moved by Mr. Stern, seconded by Mr. Small, to recommend ap-
proval of application 235 -HC -66, on the basis of the plans
as shown without the flags, with the modification of the
colors; ?I without
elevation without the flags, and subject to the
ten standard conditions; landscaping plans as submitted,
including the brick planter as shown on the rendering. The
lower portion of the building to be of a color compatible
with -the upper portion. Exhibits C and D to be incorporated
into this application approval.

Attorney Fernandez requested they then pass this application
on to the City Council with no recommendation. Mr. Irwin
said he would like to see the above motion carried through
since this is a recommending body.
A. Application 185 -HC -65, Cook & Wilson, 25581 Elena Road,
Los Altos, resubmitting for Arch. & Site Control Approval
to construct a 16 -unit apartment building, to be located
on Cupertino Road.
Mr. A. T. Cook, of Wilson and Cook, 25581 Elena Road, Los
Altos Hills, presented revised plans for development of sub-
ject property. He stated that because of the fact that
financing became so difficult they came in and requested a
one-year extension before their approval ran out.

Dr. Kowitz said this is a marked improvement over the original
plan, but some of the salient problems brought up tonight
Will probably be brought up at the City Council level. He
would like to see some of the problems worked out before it
reaches the City Council.
Mr. Irwin said as long as this Committee cannot change the
zoning, the rendering shows a pleasing plan.
Moved by Mr. Small, seconded by Dr. Kowitz, to recommend
approval of. application 185 -SIC -65, subject to the 10 standard
conditions, full landscaping plans to be submitted at a
later date, and subject to the plans as submitted.

Chairman Fitch wanted it brought to the attention of the
City Council that the Committee recommended relief on the
Parking ratio to allow planting along the property line to
provide a buffer.
B. Application: 230 -YC -66, Star Real Estate Service & State
Farm Insurance, 10111 N. Saratoga -Sunnyvale Road, re-
questing Arch. & Site Control Approval to erect one
219" x 9' sign reading "Star Real Estate Servide" and
one 3' x 3' sign above to read "Skate Farm Insurance"
to be located at 10111 N. Saratoga -Sunnyvale Road.

Mr. Paul Paulides, 10111 N. Saratoga -Sunnyvale Road and
Mrs. Mary Small, same business address, presented plans for
the pole sign for the insurance brokerage, the real estate
office, florist, and floral design businesses all located
at the same address. The State Farm sign is internally
illuminated, and spot lights just below it will illuminate
the signs below.
Chairman Fitch said his main concern at the last meeting was
the multitude of signs of various sizes and the request was
to tie them together, which seems to have been done.
All the signs, with the exception of the standard State Farm
Insurance sign, are of exterior plywood; yellow background
with black lettering. Mr. Small said the applicants couldn't
go to too much expense because within one year the building
might be gone. The base of the sign is already buffered.
Mr. Small said his wife and the other applicant have a one-
year lease, and after that, will be on a month-to-month basis.
Moved by Dr. Kowitz, seconded by Mr. Irwin, to recommend
application 238 -Hc -66 for approval, �o be re-evaluated after
one year; materials as per plans submitted.

not required for Phase Two, Building C, for'this type occupancy,
approval should be incorporated alon" with the approval of
Phase One. Additional s,'2reening in front of Building C per
the site plan.

Creek Blvd, requesting Architectural and Site Control
Approval to construct, an addition adjoining the existing
auto supply store at 20301 Stevens Creek Blvd.

The Committee was informed that the City Council ruled that
Mr. Scott is not required to have a Use Permit.
Mr. Scott presented his plans showing, the proposed fencing and
Planters and the east elevation. There was some discussion
whether he should angle the parking spaces. The large pine
tree which will be in the middle of the parking lot will have
to be removed. Mr. Scott said it is not in very good condi-
tion. Other mature trees will remain.
The Committee accepted the plans as per the motion made at
the last meeting.
G. Application: � 2311 -HC -66, Mr. Ray Armstrong, Raydiant Sign
Company, 1176 Auzerai:, San Jose, requesting Arch. &
Site Control Approval to erect a L" x 7' double-faced
Pole sign at the Van Vleck Office Building, 10625 So.
Saratoga -Sunnyvale Road.
Mr. Armstrong mistakenly understood he could again discuss the
pole sign. He was told the Committee had denied his appli-
cation on the basis of the architect's recommendation, and
the City Council had approved the Minutes of June loth, which
meant they, too, denied it. Since he said he received nothing
in the mail substantiating this, he was told to contact the
City Manager.
E. Application: 236 -HC -66, George Ahamnos, 20567 Russell
Lane, Saratoga, requesting Arch. & Site Control Approval
to construct a 1500 sq. ft. "Snack Shop" to be located on
south side of Stevens Creek Blvd., immediately east of
the Mobil Oil Service Station on Stelling.
Since this location is nex,�; door to the Mobil Station directly
across the s-t';reet from De Anza College, there was considerable
discussion of the architecture of this building. The appli-
cant presented plans very similar to the College's exterior.
It was felt he should brink; in a rendering and more detailed
drawings and definite information as to the type of service
he plans to offer since there will be considerable effort
made to obtain the highest and best use of this prime location.
The applicant indicated it was his plan to offer an outstand-
ing building and service comparable to Blum's. He asked if
the Committee is receptive to outside tables. They felt this
was a fine idea if it were handled correctly.

porAry cage of netting with a protective fence around
the perimeter which will.be constructed to determine
public interest. Phase Two will be a more permanent cage
of cyclone fence to be constructed 6 to 9 months later.
This property is zoned Mi. There are Poli
Leagsnearby. The business hours will be 5 M. total P.M. to start.
The committee went over the drawings submitted.
