Mr. Fernandez said this is not a franchised operation. Mr.
Delano would be availaL-le to cooperate with any problems that
might come up.
Landscape plans were done by Anthony Guzza rdo, and Mr. Delano
will follow through with these plans as submitted. He also
presented a rendering of a Jack-in-the-Box type establishment.
He said to keep in mind that he is willing to work with the
H -Control to put in something compatible. He said this type
operation caters, not to teenagers, but to families with small
children.
Traffic flow was then discussed. Customers must turn right
onto Stevens Creek Blvd. If they need to turn left, they
must use the Blaney�Avenue exit and turn with the light.
The overall height of the structure is 25', which includes
11 -!'-above the canopy. This second floor is necessary to the
operation because it -holds the mechanical equipment, storage,
and rest rooms. The exterior material is stucco, with enamel
paint for trim. Mr. Stern felt the colors were a little
extreme. The applicant offered to tone it down some. The
masonry wall already exists between this property and the
residential property to the rear.
Dr. Kowitz commended Mr. Delano for the improved presentation
this evening. The main question now is the construction, since
the operation seems clean enough. Mr. Fernandez said the
narrow frontage on Stevens Creek Highway severly limits the
type of architecture. He feels the landscaping is the real
factor to consider here.
Chairman Fitch told the applicant what the City Council's
general statements were about this type of operation on Stevens
Creek Blvd. He explained that it would upgrade the service
station but the Red Vest Restaurant would be somewhat over-
shadowed.
Dr. Kowitz noted that Cupertino has, in the past, faced this
problem of architecture with service stations. Now, the roofs
on the newer stations have been changed so much as to change
their trademark, in some cases, to relieve the box -like appear-
ance.
Mr. Fernandez said the applicant is willing to do anything
necessary to the landscaping and the facade to cooperate with
the City. The actual structure of the building cannot be
changed, however.
Mr. Small asked Mr. Delano if he happened to have another
presentation that he could offer in case this one was not
acceptable. Mr. Delano said that, as a matter of fact, he did.
In this alternate, the color scheme contained shades of beige,
light brown, and russet.
Chairman Fitch cautioned that the City Council was somewhat
reticent to permit this type of operation on Stevens Creek
Blvd. He explained the City's thinking in striving to upgrade
and set high standards. He cited the college, the Town Center,
and the many new commercial buildings being constructed in
Cupertino. He said we are not trying to. restrict unneeesod ily,
but we are trying to plan ahead.
Mr. Stern asked if ;the applicant could go to one solid color.
It was decided this wouldn't really accomplish much. The
problem seemed to be the 20 high, box -like structure.
Mr, Small said they should sit ,beck .and take a look at that
corner as a whole -.the Shell station, the Dairy Belle, the
Boulevard Shopping Center,.the Stop and Go Market, and there
is going to be,a carwasb.nearby. The Red Vest Restaurant is
the best looking building in the area. And the proper zoning
exists for the applicant; All the Architectural and Site
building.

Mr. Callner said this type of operation is new to the West
Coast. They will cater to the do-it-yourself homeowner, offer-
ing 25,000 do-it-yourself items. They do not sell to contrac-
tors, and are not a lumber yard. Mr. Billawalla said this new
approach has received national recognition.
There followed a review of the type zoning needed for this
type of operation: C or M1. The applicant contends this
concept belongs in a C1 zone.
The applicant was asked if he would consider putting a roof
over the nursery area. The architect said that it would have
no beneficial use to the operation.
Mr. Small said Gemco does not fit into these same rules because
they have no walls around their nursery area. He was told
Gemco came in under a USe Permit.
is Chairman Fitch asked if Mr. Victor Calvo, of Bickell Bros.,
had any comment on this application. Mr. Calvo said he was
just there to see what the applicant had to of.'er. He added
that four years ago, lie was required to get Ml zoning for his
type of operation. Mr. Callner said they are not a lumber
yard. They are selling at a retail price only. They already
have a business operation in Campbell, at Hamilton and Bascom.
Messrs. Small and Stern said they would like to have a look
at their other location before making a decision here.
It was established that Exhibit A is Phase One. The "Bonanza"
sign is 1211 above the height of the building and is set back
on the roof.
The architect said they would like to develop the off site
only on Highway 9 durin- Phase One and do than on Homestead
Road at a later date. He said landscape plans would also be
submitted at a later dame.
There was discussion of the exterior of the buildings. Colors
will be shades of brown and beige. Heavy 8" x 8" timber will
support the covered walkways. Dr. Kowitz said one of the
problems here is that no roof is shown on the drawings for the
storage areas. The applicant was advised that they would
probably have to proceed with a Variance for this.
The Architect asked that, since the property adjacent belongs
to Sunnyvale and is undeveloped, are they going; to be held to
the masonry wall requirement. He asked if it could be post-
poned until the property is developed. There is an easement
to the utilities through the property.
Mr. Callner wanted to emphasize that this is not a lumber yard;
it is an enclosed selling area which they call a corral because
the store is called "Bonanza." Phase One includes the Bonanza
building and parking area (26,000 sq. ft.).

approval of the 26,000 sq. ft. building known as Phase One
on the plot plan.

SUBJECT: Application: 219 -HC -66, "Bonanza"
Our commercial zoning does not permit storage yards or
lumber yards. It does permit the sale of firewood, potted plants,
and do--it-yourself materials if the storage and sale take place within
a building. This, we take to mean a roof and walls.. If Bonanza in-
tends,to display, store, sell from a patio, an unroofed area or a
partially open area, they would require a Variance. Of course, we
cannot guarantee that a Variance would be granted by either the City
Council or the Planning Commission,
