Moved by Councilman Saich, Seconded by Councilman Dempster

rides for the dates requested, October 23 thru October 27th, 1963.

L2zense Ordinance. That the grounds and the street area be kept
clean of all debris.
A report was made to the Council regarding the In -Lieu tax
mat had been approved by t::e last I.egiolature whereby the County
can assess automotive equipment for the purpose of planning and con -
structing a rapid transit system. After discussion it was the
,*,nil's feeling that this would be premature. On a. motion by
Councilman Detester, Seconded by Councilman Finch, Councilman Salch,
wmo is a member of the Trafficways Committee, was instructed to re-
port to-the Committee that it is the Council's feeling that until
plans and data have been compiled, the In -Lieu tax should not be
considered.
Mrs. Dorothy Varian walked in and asked if she might listen
tc the discussion on parks. With a cordial greeting from the Mayor
and the Council, Mrs. Varian was given a chair at the table.
The Mayor opened the discussion on the park question by
asking how much land is necessary, In addition to what already exists
on school property, to develop a suitable recreational area.
Councilman Benetti stated that this was hard to evaluate
without making a close study. He said "I want to point out before I
forget, that the City should make every effort to get the use of the
Touth Center at Collins School. 'This could be a worthwhile facility
in our recreation program. I understand that the School is more
than willing that the City take over the responsibility of this
building and we should work to this end."
City 41anager reported that we are doing everything that we
possibly can to get control of the b%.illding. With some renovating
and painting and ground keeping, we could make this a very attrac-
tive building.
Kayor Jewett: We should check all of the schools in Cupertino
and those bordering on Cupertino to ascertain how much land is avail-
able and how much additional, if any, is needed.
Councilman Finch: We are getting into a difficult situation.
Averyone has a different idea as to what is needed and how such. I
agree with Mayor Jewett and Councilman Benetti that a study should
be made and the report submitted to us.
Councilman Dempster: Can we afford the price of additional
adjoining school sites? (And In pretty high

Mayor Jewett: I agree with Councilmen D&Wtti &M fteh
that we must set up a_piogrm: of what . is needed for our park and
recreation needs and let the people betide.
Councilmamn Finch: we should tie up some of this property,
maybe we can work it out on a lease- purchase arrangement.
Councilman Saieh: If we do this where are we going to get
the money to pay for the land?
Mayor Jewetts It ay ba difficult to tie up land unless we

From this I think we can get some Idea of bow mach i" we should
have in addition to the school properties.
The City Msasger was instructed to have the map prepared out-
lining what had been discussed by the Council . To check what the
density will be in relation to the General Plan and submit the report
to the Council.
Mayor Jewett stated that it now appears that we have some
fairly definite ideas of what we should do as far as programming
neighborhood parks for recreational purposes.
I have one further matter that I would like to call to the
Council's attention. Architect will Blessing as asked if the Council
has any thoughts on what the future of Cupertino will be, i.e. what
direction is it going to go, rural. commercial, industrial or what -
have you? He said this is important in preparing the plans for the
City Hall.
Councilman Dempater: It is up to him to prepare the plans and
if we do not like them, he will have to do them over again.
Councilman Benetti: I feel Cupertino will be a balanced com-
munity, that we will have residential, commercial and industrial. The
Master Plan quite clearly points out what Cupertino will be and this
In what the Architect should use as a guide.
Councilman Finch: I do not feel that I have anything to
offer that would be of any help.
Cam- .ilman Saich: The Architect should prepare preliminary
plans and we ss�-puld review them and if we don't like them he will have
to do them over again.
