Councilman Salchr I think that we should have an uodmratanding
zry that developers are not to run to the Planning Consultant, with
the idea of getting him to go along with their ideas of zoning. NO
one mould go to the Planning Consultant without the Couneil's
appraisal. The Mayor read a section of the agreement which pertains
to Councilman Saich's remarks about contacts with the Planning
Consultant.
Several members of the PiannlnE Commission remarked on the status
of the Master Plan, its delay and the necessity of getting it on the
road.
City Attorney asked Mr. Getter regarding Section VI, Sub- paragraph
E. If there wculd be any conflict with the State in pro =wring
financial aid when there has been a change In the representative as
stated in the Zcreement. Mr. Gatter stated that he was sire there
wou1S not be ary problem.

Plan, not his, and that the PLrning Ccociszlon and the Council

Councilman Pinch asked Mr. 0.tter to explain exactly what he
meamt by policy from the Council and the Planning Commission. The
Consultant said that what he would want to know is what type of a
City do yoel want? Do you want all residential; do you want real -
deatial and multi? Do you want residential, multi and induntr :al?
?base are the things that I will have to know In order to prepare
a coeQrehensive plan. you suet remember that you have gust 50 much
land and the land has to be prepared for its use in such a way that
the City's future growth will be assured. If you select all of the
land for R -1, then, of course, you will not have the populatio^ that
you will have, say, if you have multi with high -rise buildings. Do
you want this type of development? The matter of overhead wiring,
.I , trees, all of these things enter into the pol.'.cy decision.
There being no further discussion on this matter, thr "Mayor thanked
Mr. Getter for meeting with the Comraasion and the Council to give
Mats Ideas on the preparation of the 0rneral Plan.

Councilman Jewett asked it this had not been thorou`bly reviewed
by the City Council. That the City Manager had also recommended that
it be accepted and approted.
Xgor Banetti stated Ott this was so, but he thought since there

Wester Water Plan that it would be wise to have Mr. Aumack review
it.
Mr. Aumack reviewed the Master hater Plan and after some discussion,
