Written ---There were none B. Verbal: le Mr, Herb Gardner of Varian Associates --Applicant was not present. 2. Mr. Dennis Burrows of "7-11" Mr. Burrows, architect representing "77-11" Market, stated this concerns a previous recommendation approved by the Arch. and Site Control Committee several weeks ago. They are located at Silverado Avenue, He noted that when they were preparing surveys and drawings they found there is a small drainage easement running across the property, The Planning Department and Dept, of Public Works advised them they will now be re- quired to erect their building forward about 11 feet, This has been discussed with the Public Works staff, and the matter was approved by the Planning Commission on a Variance applica- tion, with no conditions to variances required, The 'building was initially moved five feet, but this did not get them across the drain line, so it had to be moved eleven feet. They will, carry the same overhang around the building and will conform with other requirements set by the Arch. & Site Control Committee, The driveway and lighting will remain the same; the back door will be screened from view of the street, how- ever a planting strip in the back needed to be reduced, -1- r V Moved by Comm. Klausmeyer, to approve the Minutes of October 11, 1967, as submitted. AYES: Comm. Aguilar, Klausmeyer, Kowitz, Irwin NAYS: None ABSENT: Comm. Fitch Motion carried, 4--0 V APPLICATIONS A. Application: 299-HC-67, H. S. Hensien, 1155 Reed Avenue, Sunnyvale, requesting Arch. & Site Control approval to con- struct a 4-unit apartment, .Located on Lot 39, Alpine Drive, La Cresta #2. Mr. Floyd Bean, Triangle Associates, submitted plans to the Committee. He stated that this is a multiple area, and noted that they are utilizing the lot area right to the maximum allowed. This means that the driveway will be completedly a concrete area, with only small areas cut out for planter boxes, in the way or landscaping. This is a different plan from his original design. Comm. Klausmeyer asked Mr. Bean what he had had in mind in lieu of the "concrete jungle". Mr. Bean replied that the original plan was to set the building further back cn the property to allow land- scaping, but the developer made changes in the plans and added to the size of the building. The terrain of the lot is such that you cannot get to the back of the property and the parking stalls must be located in the front of the building. The landscaping will have to be in the front area only. Comm. Klausmeyer asked what could be done to make this area more appealing and easthetic. He added that he understands the plan is legally acceptable, but the Arch. & Site Control Committee would like to impose a desirable and easthetic architecture on this building. Chrm. Irwin asked if there would be room enough for a car to back up if it is blocked by the two planter boxes. Mr. Bean answered that this area will not be used for a parking area. Chrm. Irwin added -2- I W Arch. & Site Control Minutes, iO1L'DjO'_;; that since this plan is legally correct in its location of set backs, any request by the Arch. & Site Control Committee for additional landscaping would necessarily mean that Mr. Bean would hove to take this request to his client for changes, which would delay the application. I Comm. Klausmeyer said he wanted to take the position here that I because he has not had time to observe the area, and not enough information on the application,, he cannot agree with the plans. Comm. Kowitz commented that he could not see why some landscaping could not be put in between the pillars; it would upgrade this build- ing and make it more attractive. The structure is compatible, but the landscaping should be kept compatible also. He suggested that more planting could be added to the driveway area. Comm. Aguilar suggested that landscaping might be.provided at the property lines to either side of the building; the type of trees or shrubs that could be planted in an area this size, with some tall trees in the set -back area. Comm. Klausmeyer pointed out that this would add color to the building. Mr. Bean asked if the application can be voted on,tonight, to include conditions that landscaping plans will be submitted at a later date. Chrm. Irwin pointed out that consideration be given to stipulate that no landscaping be provided that would obstruct the view of the cars backing out of the driveways; perhaps some low growing type of plants or shrubs. Comm. Aguilar asked about parking on both sides of the building, and noted that the parking areas are not covered. Mr. Bean answered that the parking stalls and the driveway are placed in front of the build- ing, providing ample space for backing out of the driveway; and their plans for the uncovered parking areas was to eliminate the untidy appearance of garage doors which in many cases would be left open. Futher discu ' ssion followed concerning additional landscaping and the most.advantageous locations for it. Moved by Comm. Kowitz, seconded by Comm. Klausmeyer, to recommend to the City Council, approval of Application 299-HC-,.67, to construct a four -unit apartment building on Lot 39, Alpine Drive, La Cresta #2, per plans submitted, with the condition that landscaping plans be submitted at a later date. The applicant was advised that this application would be heard by the City Council at its meeting on November 6, 1967 Arch. & Site Control Minutes, 10j25/'67 B. Application: 300-HC-67, Cakdell Ranch Homeowners Association, Cupertino, requesting Arch. & Site Approval to erect two entrance signs, at the corner of Stevens Creek Blvd. and Pharlap Drive. Mrs. Robert Middleton, representing the Oakdell Ranch Homeowners Association, described the signs they proposed to erect at the entrance. They will be constructed of used brick, with letters of wrought iron. A wrought -iron lantern will be placed on top, but will not be lignted, so it will not attract vandalism. The size of the lower sign will be 3' high, and the upper sign will be 5'; the lantern will be 3' high. The letters will be of wrought iron disigned so they cannot be removed. The Homeowners Association will maintain the up- keep of the signs. They do not anticipate any maintenance; however, they stand prepared to maintain them if necessary. The landscaping has not been planned, but it will be of a type that requires low maintenance, such as ivy plants. As a background, to create a woodsy area and to shield the homes from the highway, they have planned to plant some tall redwood trees at the wall. Mr. Tom Martin, a neighbor, pointed out that there cannot be anything too tall planted on Pharlap Drive which would obliterate the view of cars entering the highway. He added that these signs had to be built on private property because they could not be installed on the curb. Mrs. Middleton stated she did not think there would be any legal problem concerning future property owners in the event of resale, and added that the Homeowners Association has full insurance coverage for any situations which might arise. Mrs. Middleton stated that she feels that almost anything in the way of landscaping here will be an improvement to the present appearance. Moved by Comm. Kowitz, seconded by Com-n, Aguilar, to recommend to the City Council approval of Application 300-HC-67, to erect two entrance signs composed of used brick with wrought iron letters, and a wrought -iron lantern, lcca-,ed at the corner of Stevens Creek Blvd. and Pharlap Drive, per plans submitted, with the condition that landscaping plans will be submitted at a later date. Application: 301-HC-67, Ctsen Sign Service, 1550 Corinne Drive Los Gatos, requesting Arch. & Site Control Approval to erect a 3' x 20' sign at Milam Cleaners, 19705 Stevens Creek Blvd. The applicant was not present. Chrm. Irwin recommended it be placed at the end of the Agenda. Moved by Comm. Kowitz, seconded by Comm. Klausmeyer. Motion carried, 4-0 Arch. & Site Control Minutes, 10/25/61 -------------------------------------------------------------------------------- Da Application: 302-HC-67, Bethany Baptist Church, 22054 Homestead Road, requesting Arch. & Site Control approval to erect a church sign with planter base (21 x 141). Rev. Robert Hill, pastor of Bethany Baptist Church,, described the sign to be 14' long, 29 high; it will be made of solid wood, supported by steel posts, with planter boxes set on a concrete base. It will be finished in beige color to match the color of the church building. The planter boxes will be planted with low growing plants. In discussion of the overall sign ,area, the Building,. Inspector verified to the Committee that the applicant..:was well within the ordinance stan- dards in the size of, the sign. Rev. Hill noted that this sign will not obstruct the view as.it is set, -back on the property itself. Moved by Comma Aguilar, seconded by Comm. Mr. Ed Kirkisch, described the proposed sign. The size will be_12' x 3', total sign area to be 72 sq. ft. It will be s`et back from the street and will not obstruct the_ _y_i_ewo The letters will be, fluted (:'carved)``; on the sign so -they cannot be'renoved " The letters will"be painted'. gold and the sign itself will'be'pai::Lt,ed the same. color as the church. This sign is replacing the original sign whcih has been destroyed by vandalism. It was agreed that the landscaping around the sign is in conjunction with the normal planting area. Moved by Comm.
