Acting City Manager Ryder aubmitted a report on departmental organization,
procedures and staffing; and requested concurrence of the Council prior
~ the taking of administrative action to accept the re-organization.
It was moved by Councilman Fitzgerald, seconded by Councilman Green and
~ssed unani~ously that a new division within the Depart~ent of Public
~rKS be created and known as the Buildings and Grounds ~i~ision; with
t~e assigned functions aa outlined in the Acting City ~~nager's report
~f July 27, 1970.

~rganizational entities to be £nown as the Buildings and Grc~nds Division,
t~ Engineering Division, tr.e Street Maintenance Di~ision and the Water
:.partmeDt (other than custe:er service, fiscal and financial).
:t Va$ move¿ by Councilman Fitzgerald, seconded by Council~ frolich
:bat authorization be granted to the Finance Director to transfer appropri
a:ions for the maintenance of grounds from the ~arks and kecreation
~partment budget to that of the Buildings and Grounds Division.
It was requested by the Mayor and concurred in by the ether members of
the Council that those =ugges:ions relating to proceèural functions of
:he Architectural and Site App~eval Committee applications be deferred
to the next Council Meeting to enable a thorough discussion to be held.
It was reported by the Actidg City Manager that the Architectural and
Site Approval Committee had requested resolutions to be prepared for
three former members. This was so moved, seconded by Councilman
Fitzgerald and passed uDaniaoualy.
