CALL TO ORDER
Ken Ericksen called meeting to order at 2:00 p.m.

During this portion of the meeting community members may address the Council on
any relevant matter. Speakers may be limited to three (3) minutes. In most cases,
state law will prohibit the commission from making decisions with respect to matters

A. County Fire OES-
a. Darrell Ray, OES Administrative changes, Joe Guzzardi to EOC
Preparedness, Louay Toma to Planning, Darrell Ray to Training and
Exercise
b. Louay Toma, EOC Readiness & Activation Sub Committee meeting
with Bob Cascone representing Cupertino
i. Emergency Plan, Cupertino will be “piloting” the model EOP for
SCCFD
c. Darrell Ray, Training, Finance Training coming, working with Karen
Levy on training for EOC staff and new hires,

i. Haywire, County OES is assisting with the development of the
exercise and not planning active participation
B. County Fire Public Education- Chief J. Justice
a. Cupertino hosting July CERT Academy
b. Karen Levy mentioned that the CERT schedule has been posted on an
internal project management system to assist in the marketing of
Academy, she will post the Personal Emergency Preparedness
Classes on this same system
C. Cupertino OES-
a. Karen Levy, City EOC staffing list and recommended training being
presented to City Manager for approval
b. Karen Levy, Local Hazard Mitigation Plan to be given to City Council
April 3 for approval, Chief Justice mentioned that CalOES is
recommending a notification of the plan 90 days prior to City approval.
County OES to advise
c. Clare Francavilla will present Cupertino State of Readiness to City
Council and Public Safety Commission
D. Cupertino Citizen Corps- Jim Oberhofer, Ken Ericksen
a. Reports presented for CARES, CERT and MRC and highlighted
activities and presented 2018 calendar of activities.
i. Zone 4 Assessment Exercise summary presented the scope
and objectives being achieved
ii. Communications Vehicle is now operational and presentation to
City Staff to be scheduled soon
NEW BUSINESS
a. Roger Lee Public Works, building condition assessment project is
underway
b. Emergency notification System, Discussion about Cupertino’s notification
system based upon November 16th Disaster Council open
communications item, AlertSCC Joe Guzzardi will be leading from County
and Brian Babcock will be the Cupertino lead on the implementation and
marketing, other notification systems Cupertino will use were discussed,
this item will be an agenda item going forward
c. Bill Mitchell Chief Information Officer, introduced One Concern a new
software purchased and we will have a kick off meeting coming soon

a. Citizen Corps Training Calendar approval- Approved
