This workshop builds on the input received from the stakeholder interviews. During this two-hour workshop we aim to: ■ Inform the community about the purpose and content of the Housing Element ■ Provide information about regional and local conditions affecting housing needs ■ Address misconceptions about affordable housing ■ Solicit input on the types of housing appropriate for the City of Cupertino ■ Identify housing related issue and concerns ■ Identify what types of community benefits from new housing development the community prefers F'orrnat The Housing Element Community Workshop will be conducted in three parts: 1. The introductory presentation will address input received to date and information on the purpose, requirements, and content of the Housing Element. It will also cover specific topics such as the RHNA, misconceptions about what constitutes affordable housing, and emerging housing concepts. 2. The small group breakout sessions will elicit focused input on local housing issues and preferences. Participants will switch tables for each of the three breakout sessions. 3. The summary activity will allow participants to hear findings and major themes from the small group activities. Introductory Presentation (estimated time: 40 minutes) 1. Welcome 2. Recap and acknowledgment of issues and concerns received from the community 3. Regional/local conditions affecting housing need a. Growth Projections (ABAG) b. Silver tsunami (aging workforce and population) c. Jobs outpacing housing growth d. Housing costs outpacing earnings 4. Housing Element 101 a. What is a Housing Element? i. General Plan framework ii. Distinction from other elements: regular updates and State review required b. Why update the Housing Element? i. Opportunity to adjust policy based on changing needs ii. Periodic update required by State law iii. Certification ensures a legally adequate General Plan and access to specific State funding sources c. Housing Element update process/timeframe i. Explain that a variety of housing types/prices addresses broader quality of life issues such as the economic development of the City, traffic congestion, commute times, and air quality. c. Directions for breakout sessions Interactive Feedback Exercises (estimated time: 54 minutes): Note: numbered or colored name tags can be used to divide participants into three groups. � �' Acfivity switch from presentation to breakout exercises(estimated time:3 minutes) 1. Housing TypeNisual Preference Survey (estimated time: 15 minutes) a. Purpose: to receive input on needed housing types in the next 8+ years and to share preferences (or dislikes) for specific housing designs/types b. Activity: i. Participants will use stickers to cast three votes for each activity, for the following activities they can cast fi►vo " like" votes and one "dislike" vote: a. Part A: Type of housing that are needed in the City currently and over the next 8+ years b. Part B: Housing visual preference ii. Moderators will have sheets with the same information as the boards and will note comments participants offer about the housing types and housing pictures c. Material i. Two sets of colored stickers per participant to vote (three 3/" stickers per set, one sticker in each set has a black X or thumbs down) ii. Part A: a large banner with columns that list housing types and can include: 1. Resident-specific housing: seniors, special needs, workforce, student, etc. 2. Size-defined housing: larger homes/units, smaller homes/units, micro units, etc. 3. Other housing types/concepts: mixed use, pedestrian-friendly housing, universal design homes, mobile homes, SROs, etc. iii. Part B: Two to three posters with pictures of housing with varying design, building mass, scale, amenities, etc. At a minimum, include multi-family housing, attached single-family developments, and mixed use developments. May also include senior housing and other special needs housing. Activity switch (estimated time: 3 minutes) 2. Housing Issues and Constraints (estimated time: 15 minutes) a. Purpose: To identify housing issue and concerns in a small group format. b. Activity: Participants will share housing issues and concerns while a moderator uses graphic facilitation to note the comments. The use of a wall graphics helps focus comments and reduce repetition. i. Moderator will prompt participants to contribute issues and concerns through prompts and with the use of graphic headers. Specific topics to be used on wall graphic may relate to improving existing housing (maintenance, home improvement, expanding/remodeling), finding new housing (affordability, discrimination, mortgage financing, etc.), and unmet housing need ("Does housing in Cupertino meet your needs?"). ii. Repetitive comments on a specific topic can be highlighted repeatedly with markings, but not re-written. This allows the moderator to acknowledge comments but discourages repetition and does not allow for one topic to dominate the graphic. c. Material: Large banner (approximately 8 feet long) of paper for Wall Graphic (one per session), color markers Activity switch (estimated time: 3 minutes) 3. Accommodating Housing (estimated time: 15 minutes) a. Purpose: To identify the community's preferred growth scenario and the community benefits that should be considered in concert with new housing development. b. Activity: i. Part A: New Housing Growth 1. Participants will have two small stickers (1/4") and will place the sticker on a large scale City map with the following prompt: a. "Cupertino must accommodate over 1,000 units over the next 8 years. With this in mind, please identify where new housing should be located" ii. Part B: Community Benefits from New Housing Development 1. Participants will be given a one question survey: a. "New development can be required to pay a fair share of the public costs that they generate. What type of community benefits would you like to see new housing contribute towards?" i. Public open space (parks) ii. Community centers/facilities iii. Affordable housing iv. Infrastructure v. (include other options) iii. Material: 1. Two '/4" stickers per participant 2. Large scale City map 3. Survey on '/2 sheet of paper 4. Golf pencils Feedback Summary - Optional based on time (estimated time: 15 minutes) 1. Purpose: To have a short summary of findings reported quickly from each moderator as a way to close meeting and acknowledge major issues/concerns/themes that have been shared a.
