RE: City of Cupertino's 5t" Cycle (2015-2023) Adopted Housing Element
Thank you for submitting the City of Cupertino's housing element adopted May 19, 2015
which was received for review on May 26, 2015. Pursuant to Government Code (GC)
Section 65585(h), the Department is reporting the results of its review. The review was
expedited to facilitate meeting funding criteria for the One Bay Area Grant (OBAG)
Program.
The Department is pleased ta find the adopted housing element in full compliance with
State housing element law (GC, Article 10.6). The adopted element was found to be
substantially the same as the draft element the Department's February 5, 2015 review
determined met statutory requirements.
Please note the City of Cupertino now meets specific requirements for State and Regional
funding programs designed to reward local governments for compliance with State
housing element law. Far example, the Department's Housing Related Parks Program
includes housing element compliance as a threshold requirement. Please see the
Department's website for specific information about this and other State funding

The Department appreci�tes the dedication and hard work Ms. Aarti Shrivastava,
Assistant City Manager; Ms. Piu Ghosh, Senior Planner; Mr. Christopher Valen�uela,
Senior Housing Planner; and consultants Ms. Genevieve Sharrow and Ms. Veronica Tam
provided throughout the course of the housing element reviews. The Department wishes
Cupertino success in implementing its element and looks forward to fallowing its progress
through the General Plan annual progress reports pursuant to GC Section 65400. If the

Dear Mr. Campora:
Enclosed please find the City of Cupertino 2015-2023 Housing Element, adopted by City
Council on May 19, 2015. As stated in the letter from your department, dated February 5,
2015, the draft Cupertino Housing Element was found to comply with all statutory
requirements. We appreciate the assistance of Hilda Sousa and Paul McDougall in
identifying edits to achieve compliance with State law.
A copy of the adopted Housing Element is enclosed (print and CD). In addition to the
changes directed by HCD staff prior to the February 5�h letter, a few small typo/data
update changes were identified and made. These changes are outlined in a tracked
changes attachment, also enclosed, and include:
■ Remove redundant language in Strategy 7;
■ Reflect that the City joined the Santa Clara County HOME Consortium in 2014;
■ Make minor corrections; and
■ Update park impact fees for the Fiscal Year 2014-2015.
