The Crossroads subarea is intended to be an active, pedestrian -oriented shopping district promoting active retail uses with entries along the street, creating public gathering spaces and plazas, and encouraging outdoor dining along the Stevens Creek Boulevard corridor. The surrounding uses includetheSaich Way Station retail center and a childcarecenter tothewest, Cupertino Crossroads retail center to the south (across Stevens Creek Blvd.), a restaurant and the Marina Plaza retail center to the east, and a multi -family residential neighborhood to the north. A previous development proposal (File #: ASA -2016-07 and TR -2016-38) was approved by the Planning Commission on September 27th, 2016 to allow a remodel of the existing store and parking lot as ,V part of Target's test i program to provide an W,_ improved and 3, 1reimagined customer ``� - • � � shopping experience. A building permit application was submitted in late 2016 but placed on hold in i early 2017. Figure 1 - Existing Land Uses Since then, Target has refined its branding strategies based on other field testing sites and, as part of their National Remodel Program, has changed their scope of work. The project proposal is a remodel of the existing Target store including interior, exterior, and site improvements to enhance the brick -and mortar shopping experiencewith no increasein square footage (See Attachments 3 and 4). Analysis: Architectural Desian and Site Plannin The project implements the new corporate strategy by proposing a sleek contemporary aesthetic, utilizing varied fagade materials, creating public plazas adjacent to the public sidewalks, providing defined and enhanced pedestrian and bicycle connections, and integrating an interactive mural on the western and southern elevations (General Plan Strategies LU -3.3.1 Attractive Design, LU -3.3.6 Architecture and Articulation, and LU -15.1.2 Streetscape.) The project incorporated recommendations from staff and the City's consulting architect (See Attachment 5) and includes the following features: ■ Ensurevisual and physical connectionsfrom publicsidewalk to project ■ Provide bicycle racks and benches at entry plaza and at public portals ■ Provideenhanced paving and landscaping at public portals and walkways ■ Provide additional publicart to enhance pedestrian and bicyclist experience ■ Extend wood board paneling and other landscape elements to soften the existing stucco treatment on the building. The facade modifications will have a strong emphasis on the experience at entrances including the public portals and entry plaza. Currently, the building has a single entrance into the Target store, housed under a portico -like entrance feature designed as a stucco frame with a tiled hipped roof (See Figure 2 inset). With the proposed project, the applicant proposes to remodel the existing entrance, add a new entrance on the western elevation of the building and new order pickup entrances on both the southern and eastern elevations closeto the southeast corner of the building. •�- ,' EXISTING g7l:��T PROPOSED Figure 2 - Existing and Proposed Southern Elevation The facade improvements primarily consist of providing two primary entrances — one facing Stevens Creek Boulevard and the other facing Saich Way (See Figure 2) and the addition of a modern winged wrap-around canopy at the southwest corner of the building to help accentuate the entrance. Thetwo entrieslead to a landscaped and paved entry plaza with outdoor seating at individual tables and chairs and planters with integrated benched seating. The two main entrances and the pick-up entrance (on the eastern elevation) are highlighted with wood siding on the parapet and on the underside of the canopy using Stonewood's architectural paneling (Mambo) and below the canopy drip line using Stonewood'sdarker grain (Cocobala). The canopy cuts across the fagade at an angle running from the entrances on the southwest corner to the southeast corner and to the northwest corner. The project proposesto paint thestucco areasabovethe canopy line beige -white and areas below the canopy line red. The north building elevation (along Alves Drive) is proposed to be enhanced by installing three-dimensional trellis panelswith associated vegetation, to add articulation to the existing stucco wall and soften the side of the building that is facing residential uses (Strategy LU -13.7.5 Neighborhood Buffers). Site Improvements Public Portal The applicant has provided public space (or portals) adjacent to the public sidewalk, which identify areasof connectivity between thebuilding and theright-of way. Providing these public portals furthers the City's General Plan policies LU -2.2. Pedestrian Oriented Public Spaces and LU -5.3 Enhance Connections. These portals are designed as passive rest areas. The portal along Saich Way is about 500 sq. ft. The portal along Stevens Creek Blvd., situated next totheexisting busstop, isabout 1,100sq. ft. These plaza areaswill bepaved with concrete pavers and bounded by drought -tolerant groundcover landscaping. Additional features include: ■ Rectilinear benched seating; ■ A waste trio station; ■ Bicycle parking and a bike repair station; ■ In -ground tree planting area; and ■ Two circular sculptural art benches designed with the same motif as the mural at the entrance of the building (See Public Art section below). Frontage Improvements As a result of the comments from the City's consulting architect and discussions with staff, to further General Plan policies and goals of the Heart of the City related to promoting walkability and accessibility to active retail frontages, each of the sidestreets (excluding Alves Drive) are connected to the building via enhanced walkways utilizing concrete pavers (Strategy LU -13.7.3 Connectivity). Furthermore, the proposed walkways from Saich Way and the existing walkway off Stevens Creek Blvd. will lead to the newly proposed publicportals. The existing street frontage and public -right of way along Stevens Creek Blvd and Saich Way has a monolithic curb. In compliancewith the requirements of the Heart of the City Specific Plan, the applicant is proposing to implement the envisioned Streetscape Concept by separating the sidewalk from the roadway by reversing the location of the sidewalk and landscaping. The applicant proposes to plant trees to create a double row of trees along the sidewalk where currently none exists. These improvements are proposed along theentirelength of Parcel 1 (APN 326-32-055)and Parcel 2(APN 326-32- 056) along Stevens Creek Boulevard and Saich Way. Additionally, areas next to the landscape areas will be enhanced with paving consistent with the design of adjacent parcels. Furthermore, where appropriate, such as at the intersection of Saich Way and Stevens Creek Blvd. pear trees (Pyres calleryana) will be planted in rows on both sides of thesidewalk, consistent with the Heart of the City streetscape design for Central Stevens Creek Boulevard. The Department of Public Works will review and approve the final improvements prior to issuanceof building permits. Landscaping and Trees The project includesthe removal of 43 protected trees. The trees are considered required approved development treesper Section 14.18.050 of the Cupertino Municipal Code. The species proposed to be removed include pear trees, crape myrtles, silk trees, jacarandas, cherry trees, and Japanese maples. The majority of the tree removals are due to the poor health of the trees and/or because the trees are in conflict with the proposed improvements (including the proposed public portals.) The replacement trees comply with the guidelines identified in Municipal Code Section 14.18.160 (See Table 1.) The majority of the on-site trees are in good condition and are located beyond the area of development, within the parking lot, and along the perimeter of the site. In an effort to retain a mature tree canopy on-site, any trees not affected by the proposed development, and in good condition, will be preserved. The proposed replacement species include pear trees, jacarandas, and Western sycamores. Final locations and species of the trees will be reviewed and approved prior to building permit issuance. Additionally, staff recommends an arborist peer review be conducted prior to the issuance of demolition permits, to confirm the condition of retained trees, installation of tree protection measures, and at the end of construction, to verify the number and completion of replacement plantings. PublicArt The applicant partnered with a local Bay Area artist to provide public art as part of the facade improvements (General Plan Policy LU -2.2 Pedestrian -Oriented Public Spaces and LU - 7.1 Public Art.) Michael Bartalos, theartist selected by the Target Creative Team, designed thethree-paneled mural tocaptureand celebrate the natural scenery in and around Cupertino (See Attachment 6) in the piece titled Tree Town. The mural is located at the southwest corner of the building between the two new entrances. The motifs include trees, animals, and Cupertino landmarksthat cumulatively span adistanceof more than 1001inear feet on both thewestern and southern elevations. The ? mural also includes an interactive element in the form of a bench stylized like a tree swing hanging from a Big Leaf Mapletreein the background. Thiselement islocated on thewall facing Stevens Creek Blvd. In addition to themural, thecircular benches proposed at the public portals are designed to reference the imaging and motifs of the mural. The colors used on the seating also complements the colors used on the murals' graphics. Parking Automobile Parking The parking ratio for properties zoned general commercial is 1 parking space per 250 square feet but an alternative standard may be allowed within a Planned Development zone where a parking study can justify a reduced standard. A parking study allows a development the flexibility to evaluate its parking need based on actual demand. A flexible parking standard allows for the promotion of other City and project goals such as improved walkability and bikeability. For example, in thiscase, a reduction in parking standards allows the applicant to replace parking spaces adjacent to the enhanced walkways with the proposed public portals, for improved public spaces and pedestrian and bike access, and create bioretention areas between parking stalls in the northwest parking area, for improved stormwater runoff quality. In 2016 (with the previously proposed project,) Hexagon Transportation Consultants Inc. prepared a parking study to survey the existing parking conditions (See Attachment 7.) The study was conducted on two Saturdays during peak hours in June and the results are su m m ar i zed below: Parking Study Parameters Number of Parking Spaces Spaces occupied — peak hours Percent of excess parking Existing conditions 616 319-367 28-37% 2016 proposal 428 319-367 15-25% Under existing conditions, the study included parking spaces on three parcels on the block on which a recorded shared parking access easement exists. However, under the "2016 proposal" the study only includes the parking stalls on the Target parcel (i.e., the most conservative count). The parking study indicates that only between 319 and 367 spaces were occupied at any time indicating that there is excess parking on site and a reduced parking standard can accommodate the parking needsfor thesite. Furthermore, the restriping at the southwest corner of the parcel results in an additional 10 stalls from the existing condition. Therefore, the proposed 507 parking spaces on the Target site is adequateto accommodate its parking needs. Bicycle Parking The standard for propertieszoned general commercial is bicycleparking space per 5,000 square feet resulting in the requirement of 26 stalls. The applicant proposes a total of 28 parking stalls with 26 short-term bike stalls and two secure long-term bike lockers. The bicycle parking spaces are dispersed around the site: four stalls are proposed at the Saich Way pu bl ic portal; eight are located at the Stevens Creek Blvd publicportal; 14 are located at the southwestern entry plaza; and the two bike lockers are located by the employee entrance on the eastern side. Signage Slgnsarenot approved aspart of thisdevelopment review and will be reviewed at a later d ate. Environmental Assessment: This project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) per Section 15301 Existing Facilities (Class 1) consisting of repair, maintenance, and minor alteration of existing facilities. Other DepartmentlAgency Review: The City's Building Division, Public Works Department, Environmental Services Division, the Santa Clara County Fire Department, and the Santa Clara County Sheriff's Office reviewed the project and have no objections. PERMIT STREAMLINING ACT This project is subject to the Permit Streamlining Act (Government Code Section 65920- 65964). The City has complied with the deadlines found in the Permit Streamlining Act. CONCLUSION Staff recommends approval of the project since the project and conditions of approval address all concerns related to the proposed development and all of the findings for approval of the proposed project, consistent with Chapter 19.168 and 14.18 of the Cupertino Municipal Code, may be made. NEXT STEPS Should the project be approved, the Planning Commission's decision on this project is final unless an appeal is filed within 14 calendar days of the date of the mailing of the decision, on August 28, 2018. The applicant may apply for building and other permits at theend of theappeal period to allow for theconstruction of the proposed improvements. This approval expires on August 14, 2020, at which time the applicant may apply for a one-year extension. The proposed development, at the proposed location, will not be detrimental or injuriousto property or improvementsin thevicinity, and will not bedetrimental to the public health, safety, general welfare, or convenience; Draft Resolution ASA -2018-01 August 14, 2018 Page 2 The proposal is a remodel of the existing retail building with no increase to the square footage. The remodel includes a new shade canopy at the existing entrance, the addition of a new entrance on the west elevation, an enhanced online pick up entrance on the south elevation toward the eastern edge of the building and a secondary online order pick up entrance on the east elevation, two new public plazas along Saich Way and Stevens Creek Blvd., new wall treatments and the integration of a mural on the existing building facade, restriping of parking stalls, and new landscaping and trees around the site. The elements of the proposal contributes to the overall improvement of public health, safey, general welfare, and convenience by providing public amenities. Therefore, the proposal will not be detrimental or injurious to property or improvements in the vicinity. 2. The proposal is consistent with the purposes of Chapter 19.168, the General Plan any specific plan, zoning ordinances, applicable planned development permit, conditional use permits, variances, subdivision maps or other entitlements to use which regulate the subject property including, but not limited to, adherence to the following specific criteria: a) Abrupt changes in building scale should beavoided. A gradual transition related to height and bulk should beachieved between new and existing buildings. Excepting where the proposed wood paneling highlights the entrances as focal points, the proposal does not change the overall building bulk and maintains the existing massing and scale. The wood paneling better distinguishes the entry points and the additional 2'-6" height serves as a counter balance to the other proposed elements. The proposed increase in height at these areas is consistent with the zoning and the General Plan. The proposal improves and mitigates the existing massing of the building by utilizing different materials that define and divide the wall planes. b) In order to preserve design harmony between new and existing building and in order to preserve and enhance property values, the materials, textures and colors of new building should harmonizewith adjacent development by being consistent or compatible with design and color schemes with the future character of the neighborhoods and purposes of thezone in which they are situated. The location, height and materials of walls, fencing, hedges and screen planting should harmonize with adjacent development. Unsightly storage areas, utility installations and unsightly elements of parking lots should be concealed. The planting of ground cover or varioustypesof pavementsshould beused to prevent dust and erosion, and theunnecessary destruction of existing healthy treesshould be avoided. Lighting for development should be adequate to meet safety requirements as specified by the engineering and building departments, and provide shielding to prevent spill-over light to adjoining property owners. The proposal includes upgrading existing stucco walls with wood paneling, green screens, murals and materials that are compatiable with adjacent development. The location of utility and storage areas remain unchanged and located at the rear of the building. The proposal also includes planting of ground cover and trees along the building, between parking stalls where there are no existing trees, and enhanced paving is proposed at pedestrian walkways. Furthermore, existing trees in the parking lot and landscape areas are preserved to keep the mature canopies that exists on-site. Final lighting for the development will be reviewed with the construction documents to meet safety requirements while preventing spill-over light to adjacent properties. c) The number, location, color, size, height, lighting and landscaping of outdoor advertising signs and structures have been designed to minimize traffic hazard, positively affect the general appearance of the neighborhood and harmonize with adjacent development. Signage approval is not included in this application d) With respect to new projects within existing residential neighborhoods, new development should bedesigned to protect residentsfrom noise, traffic, light and visually intrusive effects by use of buffering, setbacks, landscaping, walls and other appropriate design measures. As part of the proposal the pedestrian experience along Saich Way and Stevens Creek Blvd will be improved by detaching the sidewalk from the curb and buffering the sidewalk with a landscape park strip. Additionally, the building abuts a multi family residential neighborhood and the proposal includes the installation of green screens to visually buffer and improve the rear of the building. TRA N SFO RM ERS Electrical transformers, telephone cabinets and similar equipment shall be placed in underground vaults. The developer must receive written approval from both the Public Works Department and the Community Development Department prior to installation of any above ground equipment. Should above ground equipment be permitted by the City, equipment and enclosures shall be screened with fencing and landscaping such that said equipment is not visible from public street areas, as determined by the Community Development Department. Transformers shall not be located in thefront or sidebuilding setback area. Signage is not approved with this use permit application. Signage shall conform to the City Sign Code. 13. LIGHTING On-site lighting must be in conformance with Cupertino Municipal Code Chapter 19.60 and 19.124 and automatic teller machine lighting, specifically, shall meet minimum standards required by the State of California Business and Professions Cod e. 14. All land containing portions of public sidewalk shall be dedicated in fee to the City. Provide a typical 0,5 -foot offset from back of sidewalk for the right-of-way dedication along Stevens Creek Blvd, Saich Way, and Alves Drive. Sidewalk along Stevens Creek Blvd and Saich Way shall be replaced in accordancewith the Heart of the City guidelines. Street improvements may include, but not be limited to, new detached sidewalk, new ADA ramp, driveways, storm drain lateral, street tree installations, and street light and/or pedestrian push button relocation. 21. CU RB AND GU TTER I M PROV EM EN TS Curbs and gutters, sidewalks and related structures shall be installed in accordance with gradesand standards as specified by the Director of PublicWorks. Thetransition from monolithic to detached sidewalk shall be constructed per City Standard Detail 1-28. The southernmost driveway on Saich Way shall be narrowed to a width that is satisfactory to the Director of Public Works. 22. PED ESTRI A N A N D BI CYCL E I M PROV EM EN TS Developer shall provide pedestrian and bicycle related improvements (e.g. walkway and bicycle racks, etc.) consistent with the Cupertino Bi cycl e Tran sportat i on Plan and the Pedestrian Transportation Plan, and asapproved by the Di rector of PublicWorks. This will include a contribution of $75,000 towards the future Stevens Creek Blvd Class IV Separated Bike Lanes. 23. GRADING Grading shall be as approved and required by the Director of Public Works in accordance with Chapter 16.08 of the Cupertino Municipal Code. 401 Certifications and 404 permits maybe required. DRAINAGE Drainage shall be provided to the satisfaction of the Director of Public Works. If the project increases the existing impervious area, hydrology and pre- and post - development hydraulic calculations must be provided to indicate whether additional storm water control measures are to be constructed or renovated. The storm drain system may include, but isnot limited to, su bsu rface storage of peak stormwater flows (as needed), improvements to impacted portions of the downstream City owned storm drain system, bioretention basins, Low Impact Development treatment facilities, vegetated areas, and hydrodynamic separators to reduce the amount of runoff from the site and improve water quality. If it is determined that it is physically not feasible to plant the required replacements trees, the Applicant may pay in -lieu fees determined to be appropriate by the Community Development Director. 3. It will include work at the building interior, exterior and site related improvements. This remodel is at the forefront of a Target initiative to provide the retail guest with the latest innovations and trends for merchandise presentation and delivery. Prior Planning Approval TR -2016-38, A8A-2016-07 In an ever-changing competitive retail landscape, Target is always looking for separators and betterways to provide guests with the best shopping experience. As part of this effort, the Cupertino store was originally redesigned around a test program looking at different exterior and interior designs that signal to guests there is something new and bold going on inside with merchandise innovations. A planning application package was approved by the Planning Commission on 9/26/2016. More recently, these specific test designs and certain scope elements have been cancelled and replaced by a more uniform National Remodel Program. After field testing different models and scopes around the country to understand what works and provides the most value, Target has set upon a more refined scope of work across all stores to maintain a level of brand consistency. Nevertheless, the Cupertino Target store is an important location that warrants unique features commensurate with the community it serves. As such, Target plans to provide enhancements as described in the following narrative. Proposed Designs Site workatthe propertyedges will include enhanced sidewalk paving along Stevens Creekand Saich Way with the existing bus shelter integrated into the new design. Landscaping throughout the site will be evaluated and replaced, if in poor condition. The parking lot paving will be cleaned and re -striped. New EV parking stalls will also be added to the parking field in the west lot. The existing monument sign along Stevens Creek will be refaced with Target's latest brand design. The building exterior will be redesigned with particular emphasis on the entry experience. There will be multiple entries for guest convenience located on 3 sides of the building and a fourth access point for merchandise delivery to the car. The existing primary entry at the south elevation will be removed and a new modern wing -like canopy added to the southwest corner with guest entries below the canopy on both the south and west sides of the building. In front of the west entrythere will be a landscaped plaza that will have seating for Starbucks patrons and guests to relax and provide a break from shopping. The proposed canopy bisects the facade at a dynamic angle that visually lifts and emphasizes the corner approach to the store. The same angled detail traces continuously along the major building facades, reinforcing the entry statement and visually breaking up the long perimeter walls. There will be a convenience entry on the east side of the building for guests to walk into the store to pick up orders made previously online. This entry has an interior link to a pickup door at the southeast building corner, where there will be a pull off lane cut into the sidewalk, allowing guests to have merchandise delivered directly to the car. All the entries will be characterized by wood like finishes and increased glazing for visibility into the store. Public art is prominently located at the corner adjacent to the entries facing the west and south parking fields. The art will wrapthe corner and be a welcome visual feature for guests as they pass by. The redesign of the south building elevation will be characterized by increased glazing facing Stevens Creek Boulevard for greater transparency and a more inviting appearance. Exterior materials will include wood like phenolic cladding, painted stucco and the metal canopy. New bullseye signs will be located on 3 facades at the building entry points. Landscaping will punctuate the front facade along the length of the building, integrated into the sidewalk paving. The north building elevation facing Alves Drive will also be redesigned to soften the building appearance by adding green screen with vines and landscaping. It will provide a calmer view for the residents across the street. The overall impression of the remodel design will be of a modern building with a warm and appealing presence through the use of exterior finishes and landscaping. It will be more open to Stevens Creek and encourage guests to arrive to the store via walking and biking, connecting via pedestrian paths from the public right of way, while continuing to accommodate auto traffic. It will remain as a strong retail partner along Stevens Creek Boulevard to complement the new breadth of commercial, office and residential development in the City of Cupertino. There is no direct Pedestrian Connection illustrated from Alves Drive and the neighboring residential neighborhood. The Applicant should address how they might accommodate a connection from that area. The Pedestrian Connections from Saich Way, Stevens Creek Blvd and Bandley Drive are illustrated as painted diagonal striping from the public sidewalks. In addition, to meeting ADA requirements, enhanced material paving should be utilized, such as pavers, colored, scored concrete, etc. along with new landscaping and new trees to accentuate the pedestrian experience through the parking areas. At the streets, enhanced features in the paving, furnishings, etc. should create marked "portals" for entry to these enhanced walk ways. Bicycle racks, benches, etc. appear to be included in the Entry Plaza but should be added at termination points of these enhanced walk ways. The Entry Plaza indicates enhanced paving and some movable table and chair furnishings. Additional tables and chairs should be added or distributed further at the Entry Plaza outside of the primary circulation paths to main entries. Tables and chairs are only located in one area in this submittal. The planters and integral benches are good but primarily located in one area so additional movable furnishings should be added to fully activate the Entry Plaza It does not appear that a new planting islands or additional trees are being planned in this submittal. Additionally, "pervious asphalt" parking areas had been planned in the previous application. The Applicant should address how the existing parking areas are enhanced or treated. Will the City of Cupertino's tree shading canopy requirement be met? Target Cupertino Store Remodel Resubmittal Comments March 5, 2018 2 Since the building is such a long distance from the adjacent streets, there should be some additional effort in enhancing the pedestrian and bicyclist experience through additional public art pieces along with new landscape elements. The landscaped area along Stevens Creek Boulevard along with the improvements to the sidewalk and curbs should be illustrated with more detail and material call -outs. This is a "primary door" to the projects and should promote that entry and integrate the existing Bus Shelter with other enhanced furnishings and finishes. Lighting at Entry Plaza should be more clearly defined. Site Pan/Diagrams should clearly illustrate new proposed site furnishings. Elevations The proposed elevations illustrated reasonable treatments to mitigate the "big stucco box" appearance. Applicant should continue use of the "Horizontal Wood Board -Dark" or the "Red Stained Wood" below the sloping metal trip canopy line. The "gaps" where the wood board has not been applied below the sloped metal trim, should be completed with Wood Board siding. The proportions of stucco to enhanced materials should be better balanced. Additional Art areas/color, etc. should be considered at "rear" side along Alves Drive between Green Wall screens. The painted stucco walls at the Northwest and Northeast service and trash enclosure areas should be painted a different - but darker color to differentiate those blank corners of the building. The large, light colored stucco walls will be susceptible to wear and neglect. These simple comments are intended to enhance all elevations of the existing stucco box. His illustration commissions include Swatch watches, stamps for the U.S. Postal Service, and merchandise and display graphics for the California Academy of Sciences. He has partnered with Target over several years in designing numerous gift cards and a variety of marketing collateral. Bartalos also produces limited print editions and sculptures, and worked with the San Francisco Arts Commission to create "Mission Parade," a permanent public artwork in the form of a decorative fence surrounding San Francisco's Mission Playground. He has recently been a grantee of the National Science Foundation's Antarctic Artists and Writers Program, a Stanford Fellow at SOMA Summer in Mexico City, and a Graduate Fellow at the Headlands Center for the Arts in Sausalito. Bartalos attended the School of the Art Institute of Chicago, Pratt Institute (BFA), and Stanford University (MFA). He has lived in the Bay Area for 22 years, currently works out of Menlo Park, and is Adjunct Professor of Graduate Design at the California College of the Arts in San Francisco. This mural, titled Tree Town, celebrates the natural scenery in and around the city by prominently featuring its trees. As such, it also references Cupertino's early history in fruit agriculture. The mural's plants and landmarks are labeled on page 3. Many of the trees and cactii will be embellished with line textures to resemble maps and mazes, inviting passersby in for a closer look to discover more detail. Another interactive aspect is the mural's hanging "swing,' a stationary bench protruding from the art wall amidst the greenery for visitors to find fun photo -ops in. Tree Town also represents the wide variety of animals that populate Cupertino's parks and gardens. They range from mammals and birds to reptiles and amphibians as labeled on page 4. The animals are shown to be diverse, abundant, interdependent on each other, and central to Cupertino's environment. In the background between the trees, visitors will find manmade landmarks and points of interest that further identify the location uniquely as Cupertino. These include De Anza College, Memorial Park, Cali Mill Plaza, and City Hall's morlon sculpture, among others. A live tree with a birdhouse serves as the seating unit's centerpiece, referencing the imagery on the nearby art walls and taking the tree theme into a three-dimensional interactive realm. The tree provides shoppers with a shady respite and a touch of nature on Cupertino's busiest thoroughfare. The surface colors of the seating unit echoes those of the mural and has designs etched into them that play off the mural graphics. The structural core of the unit will likely be steel and the surface material will either match or mimic the art wall's surface material for continuity. Memorandum Date: August 15, 2016 To: Ms. Catarina Kidd, City of Cupertino From: Brian Jackson Subject: Parking Study for the Target Store at 20745 Stevens Creek Blvd in Cupertino, CA Hexagon Transportation Consultants, Inc., has completed a parking study at the Target retail store located at 20745 Stevens Creek Boulevard in Cupertino, California. Figure 1 shows the Target store location. Target is proposing to introduce a new curbside order pick-up service and must reduce their parking supply in order to successfully implement the proposed service. Target also plans to decrease the retail sales floor area of their store and replace the sales area with a stockroom area to store curbside orders prior to pick-up. The new service would allow Target customers to order by using an app and pick up their order at a designated curbside parking area located adjacent to the building. Since Target employees would hand deliver the orders to the customers in parked vehicles, Target anticipates a high turnover of these curbside parking spaces. Therefore, with the proposed curbside service it is anticipated that fewer spaces within the existing parking lot would be required to serve customers. The purpose of the parking study was to: 1) Determine whether the existing on-site parking supply is currently sufficient to meet the existing parking demand of Target; 2) Calculate the parking reduction that would occur within the shopping center parking lot due to implementation of the proposed changes to the parking lot; and 3) Determine if adequate parking would be provided with implementation of the proposed curbside service. Parking Occupancy Counts Manual parking occupancy counts were conducted at the Cupertino Target location on two Saturdays: June 18th and June 25th. Counts of occupied parking spaces were taken every 30 minutes from 1:00 PM to 5:00 PM on both days to measure the number of parked vehicles within the Target parking lot. The survey time period was such that it captured the peak parking demand of the Target shopping center. The entire shopping center parking lot was surveyed, including the parking spaces located adjacent to the outparcel building located on the northwest corner of Bandley Drive and Stevens Creek Boulevard, since all of the parking spaces within the shopping center are shared between Target and the businesses that occupy the outparcel building. Table 1 and Figure 2 show the existing peak parking demand on Saturday June 18th, and Table 2 and Figure 3 show the existing peak parking demand on Saturday June 25th. As shown in the tables and figures, Target currently has more than adequate parking to serve its customers. This equates to 106 parking spaces that would be removed from the existing shopping center parking lot in order to implement the curbside service. As shown in Table 3 and Figure 4, adequate parking would continue to be provided at the Cupertino Target store with implementation of the curbside service. Figure 5 shows the proposed parking plan.
