CDC 08-17-2017 CUPERTINO DISASTER COUNCIL Meeting of August 17, 2017 Cupertino City Hall 10300 Torre Ave, Cupertino, CA 95014 2:00 p.m.-3:00 p.m. MINUTES CALL TO ORDER Ken Ericksen called meeting to order at 2:00 p.m. ROLL CALL City Council: Savita Vaidhyanathan, Mayor City Staff: Karen Levy, Jason Bisely, Timm Borden, Roger Lee, Ken Ericksen Santa Clara County Fire OES: David Flamm,Darryl Ray, Joe Guzzardi Santa Clara County Fire Community Education: Captain Denise Gluhan Sheriff Office: None Business Partners: Pam Reed Forum, Steve Durman Emerg. Consultant Commissioners: Jerry Tallinger Public Safety Citizen Corps Volunteers: Bob Cascone, Judy Halchin, Al Boleda, Allan Gontang, Jim Oberhofer, Steve Hill ORAL COMMUNICATIONS During this portion of the meeting community members may address the council on any relevant matter. Speakers may be limited to three (3) minutes. In most cases, state law will prohibit the council from making decisions with respect to matters not previously identified on the agenda. Savita V. reported on how well the Santa Clara County Fire Department Awards Ceremony was, her observations about National Night Out and asked about the Fall Festival Outreach activities that are planned. REVIEW OF MINUTES Minutes adopted REPORTS/UPDATES A. County Fire OES- David Flamm, a. Reorganization happening with CERT moving from Community Education to OES David Flamm, which will bring responding CERT in line with County OES responding entities and align with OAS, hiring two positions, change is to be transparent to Cupertino b. Public Education will report to John Justice c. Website is being updated d. County OES- Darrel Ray, a. Received award at the County Fire Awards Ceremony b. Haz Mat Plan is being reviewed by State and Feds, awaiting approval c. NOI for $100K Flood Planning submitted d. Disaster Cost Recovery Plan getting ready to invite jurisdictions to participate e. Emergency Management Annex is the next plan to start f. Crisis Communications Plan with new PIO Patty Eaton C. County OES- Joe Guzzardi, a. City EOC Section training certification coming b. Damage Assessment training may be coming in the future c. Earth Quake Class is funded and scheduled for June 2018 d. EOC Communication Exercise Sept 14 and 15, overview e. Mass Care Exercise in San Jose was done recently D. County Public Education- Denise Gluhan, a. CERT Academy September Los Altos, October Los Gatos b. Continue with the same PEP, CPR, First Aid Classes c. Website used for registration through Eventbrite E. Cupertino OES- Jim Oberhofer, Ken Ericksen a. Communication Risk Assessment, 911 call taking and processing progressing at County Communications b. Public Safety Communications Van status updated with expected delivery at the end of 2017 c. Emergency Management Coordinator, job posting closed Aug 14th d. EOC Communications exercise Sept 14 & 15, Cupertino will participate both days exercising various modes of communication. EOC at City Hall will be tested on the 14th and our Alternate Response Plan will be exercised on the 15th NEW BUSINESS a. Roger Lee Public Works updated about the Stevens Creek Corridor erosion and the FEMA reimbursement application process of $50K to mitigate future erosion issues. This is significant in that the work is being done while working with FEMA to work on a mitigation plan vs replacement. Project completed in June b. Roger Lee Public Works updated us on the Regnart Rd repair project $350K FEMA Disaster Recovery which will start in August 2017 c.
