CC 09-18-58 ~ SPECIAL JOINT MEETING nF TIB CC~: CIJ-:JNCIL AND PLANNIG ÖOMMISSION ~·.z..~~·~...-.,1~. "c·.S 8'~O P M __ ..."'__ :S, :;';; - 'J .. I II Councllmen Present: Lazaneo, Nathanson, Pelosl, Saich Councllmen Abse:1'1t: Meyerholz Planning Coramissloners Present: Plann1ng C~ffiƓissioners Absent: Bell, Cali, Craft, Fischer, Leonard, Neilsen Rodrigues TOPICS FOR DISCüSSION, as announced, were these: I, C-l-H, Cupertino High School Frontage II Width of Blaney Avenue III Sign Ordinance IV Building Control Mr. Myers, Planning Consultant, stated that good plann1ng principles indicate that C-I-H is not a good use immedlately adjacent to a school, plus the fact that any addltlon to the commercial zoning is questionable policy, Regarding the immediate SChool ground plan hè expressed concern with the parking area and he informed the Council that the parking space will not meet the requirements when the school is occupied by the full four grades, After some discussion Mr,Bell, Chairman of the Planning Commission, submitted his opinion that there is no urgency to the matter since no application has actually been sub- mitted. In view of the prevailing faots he felt that it would be in 1;he interest of both jurisdictions to retain present zoning. until the parking and/or other developments can be watched, In the mean time the factor of land value would work in favor of the school district inasmuch as property would be worth more in a few years. . Commissioner Leonard declared that it is not the business or function of the school district to deal in the real estate market. The state, he said, has established fourty (40) aCl~S as the site necessary for a high school facility; inasmuch as this is true he looks with disfavor upon the sale of school property. Mr. Myers said that the Major Street Plan of the C1ty adopted a few months ago was drawn largely to show the state that the City did have a plan during the negotiations involving the freeway routes. He sald that he anticipated changes in the plan and the present might be just the time to start. In discussion that followed Councilman Lazaneo raised the main point, namely how to make Blaney a uniform width of 90 feet with the Aaderbrook Tract alreadY built, necessitating that a row of houses be removed to achieve the 90 foot right of way, . Suggestion~ included a 60 foot plan line for south Blaney and 90 feet for north Blaney, on a funnel principle as Commissioner L~onard put it. The presence of a creek culvert on South Blaney makes the width more important since these box culverts are expensive, the wider the more so. ····rT ~~ The sign ordinance is on the next agenda of the' Planning Commission, September 22. The Commission dld not guarantee that a recommendation would be forthcoming at the next meeting although the Council requested haste. .' IV 9"ilding oontrol was discussed with suggestions ranging froln the need o:~ Z.ü:'G.ing Ins:)t}ctor to a necess1ty for H Cohtrol with various methods of securing the desired type of housing explored. Consensus appeared to be that there is no formula or s1mple method by which th1s can be obtained. Continued tightening of architectural control will be sought, MEE'l'ING ADJOURNED at 10:15 P,M, Respectfully subm1tted, ~;Eu.v~ « ldi.~ LAWRENCE K. MARTIN Adm1n1strator-Clerk
