III MINUTES OF THE PREVIOUS MEETING OF OCTOBER 6, 1958 were
approved,
IV OR.\L COMMUNICATIONS
Mr, Stevens, Superintendent of the High School District,
requested approval of the Cupertino High School plans,
which he presented at this time. Mr, Fleming explained
that he would need some time for inspection and also noted
that the diagonal parking was opposed by the Planning
Consultant, The plans indicated parking at an angle of
600 with the depth changed from 16 to 18 feet, Mr. Stevens
said that the district will call for bids as soon as agree-
ment is reached,
The Mayor also questioned the diagonal parking from the
traffic hazard standpoint. He said he would refer the matter
to Mr. Myers and Mr. Fleming and thereupon called a Council
meeting for 5:00 P.M. Wednesday, October 22, in order to
reach an agreement on the high school plans,
V PROTESTS AND WRITTEN COMMUNICATIONS
A. A petition was presented to establish a formal protest
against the widening of Blaney Avenue from 60 feet to
any greater width; it contained 35 signatures divided
among 20 County residents and 15 Cupertino residents.
B, Written Communications
1, County Controller: Fines collected during the
month of September totaled ~2,112,OO, of which the
City share equals $1,7J9,06,
2. County Planning Commission and Board of Zoning
Adjustment: Minutes of October 15.
J. California Roadside Council: Announcement of
meeting relative to federal billboard regulations
affecting California Highway program,
4. Pacific Gas and Electric: Bulletin concerning

A. Attorney's Report
1. An ordinance was introduced "Establishing Speed
Limits And Safety Zones At/Or Near The New Cupertino
High School And On Miller Avenue And Stevens Creek
Boulevard In That Vicinity." First reading -
Ordinance No, 66.
2, Resolution No, 103: Contributing $6,303.00 to the
Corte Madera Local Improvement District Being The
Amount Received For That Purpose, By The Cupertino
Sanitary District, Councilman Meyerholz moved adop-
tion; second by Councilman Saich and carried 5 - O.
B, Report of Road Coomissioner
1, Councilman Saich requested restriping of the
parking stalls on Cali Avenue,

2. A 45 MPH sign on Homestead will have to be replaced
with a white on black sign - presently black on
white,
3. Two 35 MPH signs will be needed soon for the High
School are8.
Report of Police and Fire Chief
1. Fire Marshal: 1957-8 report for the Santa Clara
County.
2, Fire Marshal: Inspection disclosed deficiencies in
the Cupertino Youth Center on Mariani Avenue,
3, City Clerk: Letter to W. B. Carpenter, 10550 North
Blaney Avenue, requesting compliance with City
zoning ordinance. The Council authorized further action
through the District Attorney if the residents fail or
have failed to vacate the trailer.
4, Sheriff: Traffic accident summary, month of
September, City of Cupertino.
5, Mayor: Numerous complaints have been received
against the Santa Clara SalÙ and Gravel Trucks
using Stevens Creek Road. He emphasized that the
Permanente trucks apparently use a different muffler
and cause no undue noise, A traffic report bears out
the observation that excessive noise and speed con-
stitute a problem along Stevens Creek Boulevard,

1. The width of Blaney was considered at this time
and Councilman Lazaneo said he is in favor of
a 60 foot width for that street,
The City Engineer stated that Alderbrook is set
back for a 60 foot street; Life Village and Idlewild
are planning on 90 feet for Blaney; north of the
subdivisions the street narrows to a 40 foot right of
way.
Councilman Meyerholz saw no reason to widen Blaney
beyond 60 feet between Bollinger and Stevens Creek
Road. The road goes nowhere, he said. Councilman
Pelosi said that a survey of Blaney is necessary but
recommended a 60 foot width at this time, The Mayor
said that the roads have always been too narrow and
Mr, Fleming added that parallel cases have shown roads
to lack the proper width, this is not economical and
he advised the City to take advantage of a developer
who is willing to set back a certain distance, His
recommendation was for a road of 72 feet.
Mrs. Morris, a resident of Blaney Avenue, said
the street would serve only the people between Highway
9 and the creek. Mrs, Giacommetto said much the same
thing, that even 60 feet is too wide. Moved by Council-
man Lazaneo that South Blaney be established as a 60
foot road; seconded by Councilman Pelosi and carried
5 - 0,
Moved by Councilman Saich that the City Engineer
and Planning Consultant be authorized to prepare an
overall plan for City streets. second by Councilman
Lazaneo and carried 5 - O.
2. Moved by Councilman Meyerholz that a use permit
be granted to Fischer and Spangler, per appli-
cation, subject to the usual conditions; second by
Councilman Lazaneo and carried 5 - o.
3. Sign Ordinance was singled out for a higher place
on the next Planning Commission agenda,
Report of City Engineer
1. Hr, Fleming s"!id he would ask Rousseau Company to
quit claim the extra width of Blaney Avenue,
2, The Contract and Speci"!l Provisions For Cooperative
Agreement Number 8-116H63 ( 1 and 2) is authorized
by the City Council. Councilman Saich moved adoption
of Resolutions 105 and 106 authorizing the execution of
the above agreement with the State of California which
provide that t3,391,OO be appropriated by the City of

Cupertino 3nd $15,209.00 be alloc3ted by the State of
California, Seconded by Lazaneo and carried 5 - o.
3. Moved by Coun~ilman Lazaneo that Mr, Fleming be
authorized to inform P. G. & E, to proceed with a
street lighting survey of the City of Cupertino,
4, The Po To & T, plans for laying conduit are OK.
5. p. G, & E will move the power pole at the south-
east ccn1~r of Stevens Creek Road and Miller Avenue,
6, Mr. Fleming reported that the proposed widening
at Homestead Road and Highway 9 would require the
removal of 10 feet of the reinforced concrete ware-
house owned by the Mariani Concern" The state does
not plan to make the signal and island installation
until next year; therefore, a temporary signal may be
advisableo The Mayor told Mr. Fleming to consult the
state for permission to use a temporary kind of mobile
signal at that intersection,
7. Moved by Councilman Lazaneo that the proposed letter
to the County Water Conservation and Flood Control
District be sent; second by Councilman Saich and
carried .5 - 0,
8, Moved by Councilman Saich that the suggested sub-
division check list be adopted for use; second
by Councilman Lazaneo, carried 5 - o.
9. Councilman Iszaneo moved that the engineering bill
of October 3, in the amount of ~335.36 for the
Paul Swanson curb grades, be paid; second by Saich and
carried 5 - o.

Conference in Los Angeles at City expense; second by

the described area to the City; second by Saich;

B. Miscellaneous

IX PAYING BILLS
Moved by Councilman Saich that warrants S09, 510,
512, S14 and 515 be paid; second by Lazaneo and carried
5 - 0,
X MEETING ADJOUR1ŒD AT 11:20 P.M. until Wednesday, October 22
at 5:00 P.M, at which time Miller Avenue will be considered
with respect to Cupertino High School plans,
ADJOURNED REGULAR MEETING OF OCTOBER 22, 1958 - 5:00 P,M,
Councilmen Lazaneo, Meyerholz, Nathanson, Pelosi, and
Saich were present,
Mr. Fleming said that the Cupertino High School plans
conform to the cross section, there being a 75 foot road
proposed, City will pay for 5/18 of the pavement on the
east side. He said the remaining concern involved diagonal
parking.
Mr. Myers acknowledged his opposition to this type of
parking which he characterized as very dangerous and a poor
pattern to start with. He said that parallel is not the
best either, that parking should be off the street. Moved
by Councilman Lazaneo that the plans be approved subject to
final inspection and with the elimination of diagonal
parking; second by Pelosi and carried 5 - O. Moved by
Councilman Lazaneo that prices be obtained on mobile traffic
signals; second by Pelosi; carried 5 - 0,
