Councilman Benetti moved that the regular meeting be recessed for the purpose of a personnel meeting. Seconded by Councilman Jewett. City Manager was contacted and csUed-1:rr-to outl"'1ne- -ttJ1:he' 'Cöüft'é':I:I, the method by which the City Engineer would be aùthorized to proceed with extra work projects. After some discussion on the matter, the City Council ordered that the City Manager prepare and submit to the Council a procedural program for engineering work and that all orders be desi- nated as work orders and not requisitions. That the City Manager and City Engineer get together and set a plan checking and inspection fee that will be sufficient to complete a job, rather than having to go back to the developer and ask for additional funds for plan checking and inspection. Moved by Councilman Saich that all matters relating to this adjourned meeting having been taken care of, that the meeting be adjourned to July 14th at 7:30 P.M. Seconded by Councilman Jewett. Jewett, Pelosi, Saich Lazaneo None City Manager Councilmen Absent: Others Pre$ent: First order of business was a review of O~dinance No. 183. rezoning a portion of Tract 2860 from R-3-H to R-l. This is the second part of Idlewild Greens. After some discussion, it was ordered that Ordinance No. 183 be postponed to July 17th, when the developer would be present to discuss buffering adjacent to the R-l developments on Junipero Free- way. Councilman Benetti requested permission to read a report that he had prepared on engineering and the advisability of the City setting up its own engineering department. After considerable discussion, Councilman Jewett requested that the City Manager prepare a report and a budget for engineering services if carried on by the City. Mayor Lazaneo requested that other cities be contacted that have had a similar situation, and get their experiences. Councilman Pelosi, stated that the report must be complete in every detail, cost, advantages to the City, better service, etc. Motion by Councilman Benetti, seconded by Councilman Jewett, that the report submitted be made a part of the record, AYES: NOES: ABSENT: MOTION CARRIED Councilmo>n: Councilmen: Councilmen: Benetti, None None 5--0 Jewett, Pelosi, Saich, Lazaneo REPORT BY COUNCILMAN JOHN BENETTI RECOMMENDING THAT THE CITY OF CUPERTINO PROCEED IN SETTING UP AN ENGINEERING DEPARTMENT I have taken this method, a written report, to the Council, to give my ideas on why we should proceed immediately in setting up our own engineering department. These matters were discussed at last year's budget session and I am sure that you will recognize that they are not new. However, a year has gone by and I believe they are no\,] more t'imely than ever. Indeed, they point out why this change should be made now, Cupertino is continuing to grow, Where it was once necessary, for financial reaGons, to contract our engineering work, it is now necessary that we set up our own department. Our neighboring cities, which had similar engineering set-ups, made the changes I am suggest- ing and have been very pleased with the new arrangement. They now profit from it in every way possible, It is most important that we start to compile and gather all engineering records and data here in our own City offices. We must conduct studies, set standards, do everything of an engineering naturê that must be done to enable Cupertino to function and develop into a City of statµpe. Our own engineering department will provide a more efficient sevvice, that is difficult to obtain from a contractor no matter how efficient that contractor may be, The physical set-up where thë City and contractor, by necessity, are separated by geographical distance, and personal contact makes the present arrangement less efficient. I am sure that you will agree with me that under the cir- cumstances, this is so. Our own engineering department will be able to administrç:¡te,the functioning of the City more expeditiously if the City work is carriéd out under its immediate and closely related direction, - 1 - :), l::. ~» ~.)U~ I have experienced this in my own field of work, the results are more efficient, more thorough, more complete in scope when the pro- jects are carried out under our immediate supervision rather than oy the present method. Needless to say, but important to mention, our own department would most certainly be justified by the economics involved. Efficiency means dollars and cents, If our initial costs and running expenses could be justified, then I feel, and I am sure you too would agree, that this change would be timely, Our rate of growth reflecting on the past, should continue to increase during the next several years, I feel that time lost, t!s money lost. I ask you to consider these points and act immediately, at least in requesting the City Manager to prepare a report as to how these suggestions should be carried out. AYES: Councilmen: NOES: Councilmen: ABSENT: Councilmen: MOTION CARRIED: Benetti, Jewett, Pelosi, Saich, Lazaneo None None 5-0 Councilman Benetti commented on the services that had been rendered by Planning Commissioner Fitch and that the City have a plaque made for him and forwarded to him at his new home in England, Motion made by Ceuncll~an Benetti~.seconded by Councilman Pelosi that a plaque be prepared and forwarded to former Commissioner, Dr, Walter Fi toh, AYES~ NOES: ABSENT: MOTION CARRIED Councilmen: Councilmen: Councilmen: Benetti, Jewett, None None 5-0 Pelosi, Saich, Lazaneo City Manager stated that in a discussion of the budget, with the Plan- ning Commission they had noted the inadvertant omission for members of the Planning Commission to attend the League of California Cities Meeting in San Francisco in October, Councilman Pelosi said that this was an oversight and it should be corrected, He recommended that a warrant be drawn in order to make reservations for the Chairman and the Vice-Chairman at the League meetings or alternates that the Com- missioners may choose, Councilman Pelosi also stated that Commissioners should attend various meetings that the City Council attends throughout the year, and that each commissioner should have an opportunity to attend rather than delegate it to a single commissioner, That a wider basis of informa- tion would be obtained in doing it this way, It was moved by Councilman Pelosi, seconded by Councilman Jewett that a warrant be drawn to cover I'escer'iTclti1IDs frn' tvw "Plarúl:i¡Jlg ClolnrlE'sioners and that the Chairman be notified to have a member attend the various meetings that are attended by the City Council throughout the year, City Manager's office will notify the Commission. Some additions were made to several appropriations, This will be included in the final budget for the Council's approval. The Mayor stated that the City Council would now recess for the purpose of a personnel session. Time 10:05.
