Press Present: San Jose Mercury, R. Cox Sunnyvale Standard, M. Soomil Cupertino Courier, W, Norton I ROLL CALL Councilmen Present: Wilson, Lindenmeyer, Meyerholz, Saich. Nathanson appeared at 8:17 P.M. Councilmen Absent: (None) II READING MINUTES OF PREVIOUS MEETING The Clerk was instructed to read the minutes. The following change was made: Item V-A line 2 - the second and third senten- ces of the paragraph were deleted, III PETITIONS AND COMMUNICATIONS A. Written 1, Councilman Nathanson instructed the Clerk to contact the C.A.A. concerning the sign post matter to which they referred in a current letter. He asked for a copy of the two letters mentioned in this most recent communication from the Auto- mobile Association. B. Oral 1, Mr, Robert C. Cooper applied for the Position of Chief of Police. He set the price for this service at $5,000.00, per year, per man; this would come to ~10,OOO.00 total, since the relief men would be paid by the 2-man regular force. Equip- ment would lnclude 1 car, 1 motorcycle and 1 substitute car. Mr. Cooper had previously filed written application for the job. 2. Councilman Lindenmeyer said that it had come to his atten- tion that Shelley Williams might be moving from the area. He directed the City Clerk to determine whether or not Williams, The Civil Defense Director, was leaving Cupertino, and whether he wished to continue in that post. IV UNFINISHED BUSINESS A, Resolutions for Adoption 1. Resolution No. 20, A Resolution of the City Council of the City of Cupertino appointing a Chief of Police and defining the duties of the office was adoped by a vote of 4 _ 0, Councilman Nathanson abstaining, since he was the Chief of Police appointed in the Resolution, The motion was made by Councilman Lindenmeyer and seconded by Councilman Saich. 2. General discussion resulted in several minor changes in the County Contracts. The changes agreed upon, it was moved by Councilman Meyerholz, seconded by Councilman Saich, and carried S - 0 that the contracts with the County be adopted in the form of a Resolution. B. Li£htin£ Contract Attorney Anderson read a copy of a letter he had recently sent to Mr. Sloan of P.G.&E. in order to negotiate a gas ar.~ electric franchise. Since P.G.&E. also handles the street lighting district, it was suggested that the lighting contrar be held for a time, except however, that County Executive Thill be notified that Cupertino intends to assume the res, po~sièilities of the lighting district on July. li was Su moved bY Co':ncilman Meyetholz, seconded by CounGilman Saieh and carried S - o. C, Speed Limit Report Councilman Nathanson stated that a survey made by the County several months ago indicated that the traffic speed limit from the eastern City limits on Stevens Creek Road to the Highway 9 intersection should be reduced from 55 to 45 M.P.H. He asked the City Attorney to commence preparation of an Ordinance to that effect and asked the Clerk to deliver the County survey to the Attorney. Councilman Nathanson moved that the appropriate signs be ordered from the C.A.A. and - :::: - oonveyed to the County Engineer for installation at the pro- per plaoes; seconded by Councilman Lindenmeyer and carried '5 - O. E. Misce~laneous 1. Counoilman Meyerholz reintroduced the problem of drainage and culverts on the Highway 9 construction project. He refer- red to a letter, and an answer, to and from B. W. Booker, Assistant State Highway Engineer, District IV, San Francisco, and said that he was not satisfied with the response. Mrs. Durkee read a letter on the same subject, in which she, too, expressed dissatisfaction with the drainage. She also refuted the response she had received from Mr. Booker. It was her contention, contrary to Mr. Booker's claim, that the oonstruction now in progress would aggravate the drainage problem rather than maintain existing drainage. She pointed to the additional two inches being added to the crown of the highway as proof of this fact. She requested that the Council take further note of this situation and embody their opinion in the form of a resolution or a letter to the proper state authorities in the hope that this would expedite favorable action. It was moved by Councilman Nathanson that the State Highway Commission, G. T. McCoy and B. W. Booker, be notified that the City of Cupertino strongly protests construction on Highway 9 without proper drainage. Particular reference was made to stations 258+951, 229+301 and 236+051. Additional underdrains were suggested as a remedy. The motion was Secon- ded by Couneilman Lindenmeyer and carried S - O. Copies were to be directed to Assemblymen Allen and Bradley and to State Senator Thompson. 2. Councilman Lindenmeyer reported that a greenbelt discussior, was on the agenda for the next meeting of the Inter-City Council at Alviso. V NEW BUSINESS . A~ Attorney I s Report see above B. Report of Finance Chairman No comprehensive financial report was made. This is to be reported quarterly, as provided in the City Treasurer Ordi- nance. Mr. Meyerholz briefly outlined the purposes for which the various moneys can be spent. He favored furtherinvesti- gation on this subject. C~ Report of Roads and Maintenance Commissioner Councilman Saich asked the Council for its opinion on the roa1 repair situation. He suggested some sealing work on Miller Avenue and on Stevens Creek Road from Portal to the eastern City limits. He planned to contact private contractors for estimates on this work. There will be nothing but patch work until September. D. Report of Police and Fire Chief Councilman Nathanson reported the new truck at the Cupertino Fire Station with its high pressure pumper capable of 750 g.p.m. He wished to compliment Chief Lingua for putting in new equipment. He also referred to Fire Department surveys or literature which gives a graphio picture on Civil Defense problems. E. Report of Building and Health Inspector No report F.
