III The regulations of Ordinance 160 were discussed including the spec-
ific details and their interpretation
Moved by Councilman Benetti that the word "minimum" be added to
Section 2.1 (f); Seconded by Councilman Saich.

Upon discussion it was noted that the word mlnlmum was included in
the leading clause of the Section, making themdition of the word
minimum unnecessary.
Moved by Councilman Benetti that the previous motion be rescinded;
Seconded by Councilman Saich.

Majority of the discussion centered on clause (h) of Section 2.1,
"Regulations For R-2-H Districts".
After lengthy discussion it was agreed to interpret Section 2.1 (h)
(page I) to be 20 feet or 20% of lot depth, whichever is greater.
The rear yard set-back in R-2-H districts would be administered in
that manner. No change in the Ordinance is necessary for the present.
The Ordinance will be reconsidered at the expiration of one year from
date of passage.
Clause (c) in the Regulations For R-3-H Districts also came in for
considerable discussion with respect to the interpretation of the
scale graph. The conclusion was that the lot sizes for R-2-H (du-
plex) and also tri-plex units in an R-3-H zone are to be interpreted
as net lot sizes. The requirement for 4 apartments or more is based
on gross lot sizes, therefore, a duplex or triplex could only be
built on a lot that measured 8500 and 9500, respectively, after the
improvements were in. A four unit apartment could be built on a
lot that measured 10,500 before the street and any otherERsements
were deducted.
IV The Mayor, with the consent of the Council, proposed that a new arch-
itectural and site control committee be formed, composed of 2 council-
men, 2 planning commissioners, city manager, and a building official.
The Mayor, calling for nominations, proposed Councilmen Lazaneo and
Jewett, Planning Commissioners Adamo and Fitch, together with the
City Manager, Philip Sto~, and Building Official, William Benevich.
Councilman Benetti moved the formation of an architectural and site
control committee to be composed of Councilmen Lazaneo and Jewett,
Commissioners Adamo and Fitch, Mr. Storm and Mr. Benevich; Seconded
by Councilman Saich.

V Councilman Saich referred to the attendance record of the Planning
Commission. The Council, through the Mayor, requested the attend-
ance records of the Planning Commission for one year past tabula-
ted by meeting.
VI Councilman Benetti requested Planning Commission consideration and
action on the written report of the Recreation Committee.
Commissioner Leonard responded that a financial meeting is a pre-
requisite to property consideration of the Recreation Report.
Councilman Benetti said that the Recreation Commission is asking
primarily for a reviewing of the contents and recommendation rela-
tive to recreation itself, i.e. the size, number and location of
parks and facilities rather than the means and methods of financing
and staffing and implementing the program.
