Mayor Pelosi outlined the reason for the adjourned meeting
which was to discuss multi~le dwellings and tre revision of
Ordinance No. 144 (Revised).
A new ordinance was presented to the City Council and reviewed.
The first section dealing with R-2-H Districts was read section
by section. It was Councilman Benetti's opinion that under "Reg-
ulations for R-2-H Districts" subparagraph (b) "Building Height"
it be amended to read - "One story not to exceed sixteen (16) feet
in height". Councilman Lazaneo objected, stating that R-I had a
height limit of 2~ stories and that by maintaining 2~ stories in
R-2-H that there would be some resemblance of conformity. Mayor
Pelosi asked that the matter be submitted to a vote.
It was moved by Councilman Benetti that subparagraph (b) "Build-
ing Height Limit" be amended to read "One story not to exceed
sixteen (16) feet in height. Seconded by Councilman Saich.

NAYS: Councilmen: Jewett, Lazaneo
ABSENT: Councilmen: None
MOTION CARRIED: 3-2
The Council were in agreement with all of the other conditions
listed for R-2-H District.
The portion of the ordinance dealing with R-3-H was discussed
for a considerable length of time. The Council was in full agree-
ment on subp'aragraph (c) "Lot Area" with the exception that the
word "gross' be added before the word "acre". This would define
that portion of the section to read "density of twenty (20) units
to the gross acre".
In section (j) "Review of Plans" paragraph B, the word "may was
discussed. Councilman Benetti felt that having an optional con-
diton for submitting plans would not give the ordinance the strength
that it should have. He said that he was in favor of the conditions
as stated but that the word "shall"should be substituted for "may".
Councilman Lazaneo felt that the conditions outlined certainly gave
the Council the authority to request plans and specifications that
made the word "may" become "shall".
A motion made by Councilman Lazaneo that paragraph B in section (j)
be accepted in its entirety; Seconded by Councilman Saich.

ABSENT: Councilmen: None
MOTION CARRIED: 3-2
Councilman Benetti wanted the record to show that he had no
quarrel with the overall statements made in the ordinance but did
object to the word "may"; that the word "may" was discriminatory.
Mayor Pelosi stated that he voted yes because Rousseau and Racan=
elli & Duvuras had already under prior applications submitted 2
conditions that are outlined in paragraph B and there has been no
problem.
Councilman Jewett: ... that the motion stating "in its entirety"
did not agree with his thinking but he did agree with the condi-
tions outlined in paragraph B and that the motion should have had
more detail.

Councilman Saich moved that the City Attorney and City Manager
prepare the ordinance and submit it at the January 16th regular
Council meeting. Voice motion: All in favor.
The hour being 3:50 P.M., Councilman Jewett moved to adjourn;
Seconded by Councilman Lazaneo. All in favor.
