I SALUTE TO THE FLAG II ROLL CALL Councilmen Present: Councilmen Absent: Others Present: Pelosi, Benetti, Jewett, Lazaneo, Saich, None City Clerk, City Attorney, Building Official III Ordinance 144 (Revised) A lenghy discussion occured concerning many phases of the Ordinance relative to the definitions, uses permitted, building height limits, building site area required, maximum building coverage, automobile parking, lot density and architectural review of plans. The Mayor opened the discussion for general consideration. The building height limit placed upon the R-2 districts was die- cussed, especially with reference to the fact that single family residences can now be built to 2~ stories or 35 feet. Possibili- ties of the building height restriction in the regulation for R-3-H district Were also explored. Point was made that the questions and objections have not necess- arily been to the limitation of 20 units to the acre nor the form- ula of 7500 ft. plus 1,000 for each additional unit, but some diff- iculty has stemed from ambiguity involved infue interpretation of these sections of the existing ordinance and the fact that they do not seem to be consistent in every case. Main points of contention, in addition to the apparent inconsis- tencies in the number of units allowed per area, included the sec- tion entitled "architectural review of plans¥, Section B in the regulations for R-3-H relating to the 100 ft. requirement, and the height limit in general. Councilman Benetti contended it is not proper to eliminate the requirement for plans and elevatiaB at a time when 300 acres is on the Planning Commission agenda for rezoning. Councilman Jewett maintained that rezoning is one separate phase and should not be bound together with architectural and site app= roval, also that it would be impractical, if not impossible, to submit such detailed plans as contemplated by Section K on exten- sive pieces of property. Several changes were made in the ordinance but final decision and vote on such amendments was withheld temporarily to allow further discussion and until such time as a general consensus appeared. Moved by Councilman Benetti that Section K, architectural review of plans, in Ordinance 144 (Revised) remain as originally written and approved by vote of the Council on October 27, 1960, with the q provision that the word "detailed" be omitted, line 3 of said Section. Motion died for lack of a second. Full discussion of the Ordinance proceeded with all Councilmen ex- ploring the possibilities of various changes. IV Meeting adjourned at 11:18, January 12 to Saturday, January 14, 1961, at 12 noon, at which time Council hoped to reach a vote on the ordinance under consideration.
