I SALUTE TO THE FLAG II ROLL CALL Councilmen Present: Councilmen Absent: Others Present: Pelosi, Benetti, Jewett, Lazaneo, Saich None City Manager, City Clerk, City Attorney, City Engineer III Junipero Serra Freeway - Interchanges and Street Crossings Councilman Lazaneo called attention to the last meeting of the Planning Commission, December 19, 1960, wherein a representative of the State Division of Highways presented a version of the Free- way crossings at variance with the understanding of the City, at least as to the requests and presentation in a form of resolutions made by the City. The City Engineer stated that the gentlemen from the Division of Highways was not familiar with all the facts. He then recounted the positon of the City with reference to the freeway agreement and subsequent resolutions of the City and he also briefed the Council on the latest developments. Councilman Benetti asked about a grade separation at Blaney Aven- ue. The City Engineer said that a grade separation is required at Blaney Avenue according to the terms of the Freeway Agreemen. but that in conversation with the Division of Highways at the time the City requested an interchange for Wolfe Road, possibility was mentioned of placing a separation or interchange at Wolfe Road in- stead of Blaney Avenue. The City Engineer said that Sunnyvale's plan line for Mary Avenue called for an 86 ft. ROW while Cupertino's standard streets section shows 90, including a 6 ft. median strip. Four traffic lanes would be provided through structures, i.e., underpasses or overpasses. Discussion centered on the width of Mary Avenue and the possibility it may end at Stevens Creek Blvd. In view of the Junior College campus which will be built at the southwest corner of Stelling and Stevens Creek Blvd. it was the consensus of opinion that Mary Av- enue should be planed for a 90 ft. ROW. Wolfe Road is also planned as a 90 ft. ROW. The City Engineer stated, with reference to parking along Mary Av- enue, that the width will provide for 4 traffic lanes and that the exact width is not the primary concern. The City Manager recalled a meeting with the State Division of Highways, about a year ago, at which time the State was uncertain they could provide all the separations and interchanges requested, and somewhat apprehensive. The State asked which crossing should be eliminated in the event they could not provide them all. The City answered "probably Blaney". At that time the State Engineers said that if the necessary ROW was dedicated by the City and Blaney Avenue closed, the State wouldæ in a position to buüd the approaches. No official determination to alter the Freeway Agreeme~ took place. The City Attorney stated that the State will have to enter into a modification of the Freeway Agreement in order to close Blaney and upen Wolfe Road. Councilman Lazaneo inquired what guaranty there is that the State will recognize paper roads, namely Mary and Wolfe. The City Engineer answered that Mary and Wolfe may be actual streets when the freeway is built. Resolution 408 was read, A Resolution Of The City Council Of The City Of Cupertino Setting Forth Its Findings And Making Its Recom- mendations Pursuant Thereto On The Matter Of Streets Crossing The 0')' -'í~4 Proposed Junipero Serra Freeway Within The City Limits Of The City of Cupertino. ~ I-;¡ c::: ..... tJ:: Councilman Saich moved the adoption of Resolution 408; Seconded by Councilman Jewett. AYES: Councilmen: Benetti, Jewett, Lazaneo, Saich, Peloill NAYS: Councilmen: None ABSENT: Councilmen: None MOTION CARRIED: 5-0 IV Councilman Benetti referred to item IV of the minutes of the City Council - January 5, 1961. He requested that the word "using" in line 3 be replaced by "including". This would mean that Council is on record as opposing a reimbursement plan for Highway 9 wid- ening acquisition from any source whatsoever. V Councilman Benetti stated that the Recreation Commission wants to hire a Recreation Director. The Committee is planning on the fact that the School Districts will stand a portion of the ex- pense as well as the City. The School District may offer the City a part of the School District Recreation Fund, specifically that amount which represents the school tax for recreation paid by ity residents. Mayor advised the Committee to include Fremont Union 3hool Dis- trict in the program inasmuch as the main gymnasium facilities with the City are operated by their district. Councilman Benetti stated that a meeting has been scheduled on January 20, 1961 with the School District for futher discussion. He asked whether the Council cnnsidered the program feasible. Council answered that the discussion appeared feasible and decision would have to rest on theficts and figures developed. Councilman Jewett asked that the Committee check on recreation tax levied by the High School District. VI Ordinance 144 (Revised). The Ordinance was read in full. A lengthy discussion followed on possible changes to the Ordinance. VII Meeting adjourned at 12:01 A.M. January 12, to 8:00 P.M. January 12 for further discussion of Ordinance 144 (Revised).
