CC 02-09-70 CITY OF CUPERTINO, State of California 10300 Torre Avenue, Cupertino, California Phone: 252-4505 CC-37 MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL HELD FEBRUARY 9, 1970 IN THE LIBRARY, CITY HALL CUPERTINO, CALIFORNIA The meeting was called to order at 7:30 P.M. by Mayor Dempster. I and Mayor Dempster. Director Ryder, Councilmen present: Beaven, Fitzgerald, Noel, Stokes Also present: City Manager Storm, City Clerk-Finance Parks and Recreation Director Parham. Mayor Dempster recognized the Director of Parks and Recreation, John Parham, and requested that he present the results of the review by the Parks and Recreation Commission of the master plan for the Memorial Park. Mr. Parham distributed written extracts of minutes which contain- ed the original cost estimates for this development plan which had been approved in 1967 and then proceeded to itemize those portions of it which had been recommended for deletion. Memorial Park plans reviewed He said that the Commission had felt those costs relating to the lake area, to the pumps and pump pit for the mechanical system and fo+ the swimming pool area and extended sewer could be deleted. These items totaled some $204,005. Councilman Stokes said that obviously there were other elements to this that could also be deleted if they are a p~r: of the total system. These included the lake drain connection for $638 and the electrical service to the pump pit at an estimated $4,800. Mr. Parham summarized the recommendations of the Commission by stating that the cost estimates made in 1967 were for $968,290 from which the previously mentioned $204,005 could be deleted. To this resulting figure the Commission had suggested placing a twenty percent contin- gency leaving a possible total development cost now of $787,4l9. City Manager Storm suggested the possibility of making an investiga- tion on the actual needs of a tennis court and to determine if there could not be a possible substitute. Councilman Noel observed that tennis was one of the fastest growing sports and Mr. Parham said that it was his opinion there was a definite need for night-lighted courts. He added that such lighting would be on a metered basis. In reply to Councilman Stokes' question as to the difference between a deletion of an item or a staged development as indicated by the Commis- sio", Mr. Parham used the swimming pool as an example. The swimming pool was recommended as not being built at this time but to provide for the possibility that a covered pool might be considered feasible some day in the future. page 2 Minutes of the Adjourned City Council Meeting February 9, 1970 CC-37 Mr. Storm said his experience with swimming pools was the same as with all other sports, that it was a seasonal situation and doubted whether or not a covering could be justified by the usage. discussion on park facilities Councilman Noel questioned the need for a pre-school play area for a "central park" to which Mr. Parham replied that this particular park would function also as a neighborhood park. He said this particular play area would be welcomed by those parents who might be attending an adult function in the Community Center Building. This discussion led into the need for placement of restrooms at both ends of the parks, particularly to accommodate the younger children. Councilman Beaven inquired as to the feasibility of constructing or placing a ball diamond on the grounds. Mr. Parham replied that there would be a considerable amount of grassy open space and that he had hoped to have a back stop installed. If this was possible the base- ball diamond would develop naturally through normal usage. Mr. Storm commented that from his previous experiences in this area it was found to be preferable not to have a formal play area in that family and group picnics generally resulted in makeshift ball games being played wherever there was an open space. If a formal diamond was constructed this would lead only to disagreements as to who could or could not utilize it. Mayor Dempster agreed with Mr. Storm's comments and said that the City Council should get the land and construct a formal baseball diamond if this activity was what they wanted to subsidize. Councilman Beaven inquired as to any provision as to the location for the Parrish House. Mayor Dempster replied that this location already had been approved by the City Council after which Mr. Parham then pointed it out on the renderings. Councilman Stokes moved, Councilman Fitzgerald seconded and it was passed unanimously that the City Council adjourn to a personnel session for the purpose of interviewing those architects who had been recommended for the proposed Community Center Building. Mayor Dempster adjourned the City Council at 8:00 P.M. to a personnel session. Mayor Dempster reconvened the City Council in open session at lO:l8 P.M. architect engaged It was moved by Councilman Stokes, seconded by Councilman Noel and passed unanimously that Mr. William Hedley be engaged as the architect for the proposed Community Center Building and that the City Manager notify him and all the other applicants of this action with a par- ticular note of appreciation to the other architects for their interest in this project. It was moved by Councilman Noel, seconded by Councilman Fitzgerald and passed unanimously that the meeting be adjourned at 10:24 P.M. which was so ordered by Mayor Dempster.
