MINUTES OF THE H- CONTROL MEETING OF SEPTEMBER 24, 1963

III APPLICATIONS:
A. Appplication 107- HC -63: R. J. Wilson and A. T. Cook,
25481 Elena Road, Los Altos Hills, requesting Archi-
tectural and Site Control approval for construction
of 25 -Unit apartments on Lands of Cook & Wilson,
located on Foothill Blvd.
Messrs. George Owen, 980 Peggy Ave., Cupertino (the builder)
and Don Girth, 18650 Aspesi Ct., Saratoga (the designer) brought
along blueprints for the perusal of the Committee.
Mr. Frolich felt the carport arrangement was not the best,
but did agree that this is a hard parcel of land with which to work.
He also commented on the large number of units on a small frontage,
and there seemed to be no place for guest parking.
Chairman Small asked the size of the units and the lot, and
was told the units were approximately 900 sq. ft. two - bedroom units.
The overall lot size is about 56,000 sq. ft.
Mr. Fitzgerald brought up the City Attorneys interpretation
of the R -3 Ordinance in that every building site must front on a pub-
lic street and this does not seem to be the case here.
Mr. Frolich brought up the problem of the Fire Department
being able to reach the back units, should there be a fire there.
Mr. Fitzgerald felt this development lends itself more to R -24
than it does to R -3.
Mr. Frolich felt there were two avenues by which to reach a
decision at this meeting: 1) Hold up the application for an inter-
pretation by the City Attorney or 2) This group could deny it and
let the City Council iron it out.
Mr. Fitzgerald moved to have this application referred to the
City Attorney, the Fire Marshall, and the Sanitary District, and to
report back to the next H- Control meeting. Seconded by Mr. Frolich.

B. Application 108- HC -63: Stuart Moldaw, 1.23 Fremont Avenue,
Los Altos, requesting• Architectural & Site Control approval
for construction of 80 Unit Apartments, on site bounded by
Blaney Avenue, Randy Lane, and Greenwich Drive.
Messrs. Abrams and Kernoff presented blueprints and drawings
of the proposed development. The park area has been further enlarged

Mr. Benevicr was concerned that there w-`ild not be enough
numbers for the Pos, Jffice addresses. It was .:cided that a name
would be given to the southerly east -west street.
Mr. Frolich moved application 108 -HC -63 be approved as sub-
mitted, with provision for H- Control review of the landscape plans
prior to issuance of the building permit and that the City Council be
advised that the Committee is in agreement that the possibility of
closing off Greenwich to through traffic be re- evaluated after Randy
Lane is completed, rather than make that decision at this time.

First amendment by Mr. Frolich, seconded by Mr. Fitzgerald,
is the additional requirement that the developer get a report from the
Sanitary District and report for the City Council.

Second amendment by Mr. Frolich, seconded by Mr. Fitzgerald,
is that the main power service will be on the periphery of the develop-
ment, with underground internal utilities for individual service.

C. Application 109- HC -63: John Rodrigues, P. 0. Box 591,
requesting Architectural & Site Control approval to erect
addition to Town & Country Market.
Mr. Phil Kiper, 20559 Rodrigues Avenue, Cupertino, stated they
wanted to put a 231 addition on the south side of the building, leaving
13' for parking area. The canopy across the front will be carried
across the addition and the front wall will be brick veneer. There
will be a free standing sign in the front parking lot. There will be
an 8' sidewalk in front of the building.
Mr. Benevich asked if the applicant would be willing to put a
planter at the foot of the free - standing sign. The Committee decided
there was not ample room to include planting area along side the new
addition.
Mr. Fitzgerald moved to approve application 109 -HC -63 as
submitted. Mr. Rampy seconded.

UNFINISHED BUSINESS
A. Review of landscaping plans for MGS Investment Company,
Goodwin B. Steinberg, 321 Second Street, Los Altos, for
Greenwood Community Development on North Blaney Avenue.
(H- Control Approval for this development given at H- Control
Meet-in n of April 23, 1963, subject to review of landscaping
plans.
Mr. David G. Smith, 321 Second Street, Los Altos, representing
Mr. Steinberg, submitted landscaping plans.
Mr. Fitzgerald moved to approve the landscape plans for the
Greenwood Community Development, as submitted. Mr. Rampy seconded.

V NEW BUSINESS
A. There was a review by the Committeemen of the new
"Summary of the City of Cupertino Zoning and Parking Resolutions"
handed out by Mr. Benevich,
B. Chairman Small brought up the problem of the width of
commercial driveways. The Committee felt that this problem should
be laid on the table until the next meeting to give them an oppor-
tunity to do a little research on the matter.

Mr. Rampy moved to adjourn the meeting. Mr. Fitzgerald second-
ed.
