A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CUPERTINO
RECOMMENDING APPROVAL OF THE 2017-18 CONSULTANT FOR THE BMR
HOUSING PROGRAM ADMINISTRATION
Adopt Resolution No. 17-; recommending approval of the fiscal year (FY) 2017-18 consultant
for Below Market Rate (BMR) Program Administration to City Council for final adoption.
WHEREAS, the City of Cupertino generates affordable housing units through its BMR
Housing Mitigation Program, wherein BMR for-sale units are typically made available to
median and moderate-income households, and BMR rental units are typically made available to
low and very low-income households; and
WHEREAS, the City's Housing Mitigation Program was adopted in 1992 by ordinance
that requires developers to provide a specified number of affordable owner occupied units and
the units are managed in accordance with the BMR Administration Manual; and
WHEREAS, the City has overall responsibility for the BMR Program although the
administration has been contracted out to another agency with specific expertise in the area; and
WHEREAS, in January 2017, the City issued a Request for Qualifications (RFQ) inviting
qualified consultants to provide proposals to administer the City's BMR Program; and
WHEREAS, in February 2017, the City received four proposals and conducted
interviews; and
WHEREAS, the interview panel selected Hello Housing as the lead consultant after
reviewing proposals and conducting interviews; and
WHEREAS, the Housing Commission held a public hearing on April 13, 2017 and
recommended that the City Council approve the selection of Hello Housing as the FY 2017-18
BMR Program Administrator;
BE IT FURTHER RESOLVED that the City Council of the City of Cupertino hereby selects Hello
Housing as the FY 2017-18 BMR Program Administrator; and
