19.12 (ADMINISTRATION), CHAPTER 19.20 (PERMITTED, CONDITIONAL AND EXCLUDED USES IN AGRICULTURAL AND RESIDENTIAL ZONES), AND CHAPTER 19.28 (SINGLE-FAMILY RESIDENTIAL R-1) ZONES), TO
