1.2 Summarv: I met on site January 25, 2017, with the project design professional, Leah
Drake, and the parcel owner, Jim Zomorrodi, and we discussed the project, reviewed Sheets
L-1.2 (Landscape Plan, dated 9/29/16) and L-2 (Planting Plan, dated 3/10/15), and
located/identified the trees as laid out on the drawing.
Most of that meeting time was dedicated to coast live oak#2 (Quercus agrifolia) as
we discussed project impacts on this tree and I arrived at this conclusion/recommendation:
Since#2 coast live oak is already in such poor condition, the best solution for this project is
to remove and replace it with compensating new tree plantings, as Leah has shown on these
drawings.
2.0 Observations & Discussion:
2.1 Coast Live Oak#2 Status Table:

Structure/physical #1 problem Severely embedded-bark main crotch.
Recommendation Remove/Replant per drawings
22 Although this species is a native here in the Cupertino area, this one has several serious
defects, including:
acutely disproportionately balanced foliage crown poised above significant
problems— suppressed on the back side—with the forward side heavily
weighted toward the new construction,
weak main branch attachment at —6-feet above ground level,
poor scaffold branch taper,
numerous "elbows" (sharp branch angles), and
excessive foliage branch endweights, especially in the direction of the new house.
2.2 All those problems might be fine, if this were to continue being a backyard distant from
frequent use by people. The fact that this is becoming a constantly occupied area changes
the risk formula rating to now being an "unacceptable level of risk of failure".

P-2, P-3, and P-4 (below) Show the lower trunk and defects discussed above, the red oval
encircles the weak embedded-bark crotch, the yellow arrows point to the lowest of the
sharp-angled bends, and the magenta oval encircles a severely decayed pruning wound —
— all at about the 6-foot-above-ground level.

3.0 Conclusions & Recommendations
3.1 Conclusion: Coast live oak#2 was not a problem as a backyard tree because the area of
impact if it were to have failed was substantially unused by humans.
In order for the new house to be out of the impact area, it would need to be built 40-feet
away—which is unrealistic—not workable.
The planting plan is so robust that it exceeds required replacements by including not
only small trees but also fourteen 24-inch-box specimens: Arbutus [strawberry trees],
Cercis [Redbuds], and Olea [olives].
3.2 Recommendation: I recommend that this project be permitted to move forward as drawn
with the removal of oak#2 and replacement per Sheet L-2 "Planting Plan".
