Residential Design Review of a new two-story house with a 45% floor area ratio,
an exception to the Rl Ordinance for a second story that is 41 % of the first story,
second story wall offsets and a second story deck exception.
Design Review Committee decision final unless appealed.
Staff Presentation: Gary Chao, Assistant Planner, briefly described the project. The
city's Architectural Consultant has reviewed the plans. Staff supports the exception. A
letter of concern was received from Mr. Brown, residing at 10580 San Leandro
expressing concerns regarding the second story exception. Staff recommends approval.
Commissioner Miller asked if there was a flag lot behind the property and how that
property would be impacted. Chairperson Wong asked about building materials.
Mike Mazeni, owner, stated that this would be his primary residence and he feels that
the house blends in well with the neighborhood.
KC So, 10560 San Leandro Avenue, was concerned about privacy concerns with the
second floor. He feels that the lot is very large and an exception is not necessary.
Wei Li, 10560 San Leandro Avenue, was unclear why exceptions were allowed.
Mr. Chao explained why the applicant requested an exception and the required privacy
planting. Discussion continued regarding privacy planting.
Mr. Mazeni stated that he and his architect worked very hard to make sure that the
home blended well with the neighborhood.

Postponed from the August 4, 2004 meeting.
Staff Presentation: Mr. Chao briefly described the project and stated that staff and the
Architectural Consultant has reviewed the plans and recommends approval. The only
change that staff recommends is that a wall offset is required on the second story wall
plane along the right elevation. The applicant is aware of this recommendation and is
in agreement and will revise the plans prior to building permit.
Chairperson Wong asked to see on the plan where the offset is required.
Sugi Loganathan, owner, stated that this home will be the primary residence and was in
agreement with the wall offset.
