ORAL COMMUNICATION: None CONSENT CALENDAR: 2 Design Review Committee August 18, 2004 PUBLIC HEARING: 1. Application: Applicant: Location: R-2004-19 Mike Amini (Mazeni residence) 10580 San Leandro Avenue Residential Design Review of a new two-story house with a 45% floor area ratio, an exception to the Rl Ordinance for a second story that is 41 % of the first story, second story wall offsets and a second story deck exception. Design Review Committee decision final unless appealed. Staff Presentation: Gary Chao, Assistant Planner, briefly described the project. The city's Architectural Consultant has reviewed the plans. Staff supports the exception. A letter of concern was received from Mr. Brown, residing at 10580 San Leandro expressing concerns regarding the second story exception. Staff recommends approval. Commissioner Miller asked if there was a flag lot behind the property and how that property would be impacted. Chairperson Wong asked about building materials. Mike Mazeni, owner, stated that this would be his primary residence and he feels that the house blends in well with the neighborhood. KC So, 10560 San Leandro Avenue, was concerned about privacy concerns with the second floor. He feels that the lot is very large and an exception is not necessary. Wei Li, 10560 San Leandro Avenue, was unclear why exceptions were allowed. Mr. Chao explained why the applicant requested an exception and the required privacy planting. Discussion continued regarding privacy planting. Mr. Mazeni stated that he and his architect worked very hard to make sure that the home blended well with the neighborhood. Application No.: Applicant: Location: R-2004-21 Sugi Loganathan 10609 Morengo Drive 3 Design Review Committee August 18, 2004 Residential Design Review for a new, two-story 2,362 square foot residence. Design Review Committee decision final unless appealed Postponed from the August 4, 2004 meeting. Staff Presentation: Mr. Chao briefly described the project and stated that staff and the Architectural Consultant has reviewed the plans and recommends approval. The only change that staff recommends is that a wall offset is required on the second story wall plane along the right elevation. The applicant is aware of this recommendation and is in agreement and will revise the plans prior to building permit. Chairperson Wong asked to see on the plan where the offset is required. Sugi Loganathan, owner, stated that this home will be the primary residence and was in agreement with the wall offset. Staff Presentation: Mr. Chao described the project and stated the city's Architectural Consultant has reviewed the plans and that staff recommends approval. Commissioner Miller asked about a pop out versus an offset. Jim Yang, applicant, stated that the owner wanted maintain the same style of house. R-2004-23 Duk Lee (Sung Lee residence) 10303 Stokes Avenue Residential Design Review of a 2,477 square foot first and second story addition, and exception for the second story to exceed 35 % of the first story, and a second story rear deck exception, for a total house size of 4,123 square feet. R-2004-24 WeiJeng 10370 Stern Avenue Residential Design Review of a 1,281 square foot first and second story addition to an existing residence and an exception for the second story to exceed 35% of the first story. Design Review Committee decision final unless appealed Staff Presentation: Mr. Chao briefly described the project and stated the city's Architectural Consultant has reviewed the plans and that staff recommends approval. The applicant is required to plant privacy protection trees along the rear property line. Wei Jeng, applicant, showed his color scheme and stated that spent a minimum of four months designing the project and hopes to have the project approved. Application No.: Applicant: Location: R-2004-25 Dick Fang <Agastya residence) 20902 Hanford Drive Residential Design Review for a new, two-story 4,767 square foot residence and an exception for the second story to exceed 35 % of the first story. Design Review Committee decision final unless appealed Staff Presentation: Mr. Chao described the project and stated the city's Architectural Consultant has reviewed the plans and that staff recommends approval. The applicant is required to plant privacy protection trees along the right rear property line. Dick Fang, designer, stated that the second story was in the middle of the property and that he worked really hard with Gary on the exception.
