Regular Meeting
February 5,1997
1. CALL TO ORDER
At 7:37 a.m. Carol Atwood called the meeting to order in Conference Room A of Cupertino
City Hall, 10300 Torre Avenue, Cupertino.
2. ROLL CALL
City Staff: Carol Atwood, Bob Cowan, Steve Dowling, Dorothy Steenfott, Bert Viskovich
Councilmembers: John Bautista, Lauralee Sorensen
Chamber of Commerce: Donna Lawler, John Statton, George Steele
Absent: Don Brown, Tom Hall
3. NEW BUSINESS
A. Teachers RFP (Valleo)
Carol Atwood reported that Teachers Pension has sent out a request for proposal for the
sale of the Valleo property. Rumors of development plans for the property include a
conference convention center, open air mall, and bringing in AMC Theaters. Developers
have asked staff about possibilities for a multi-residential/retail complex, and the City's
response has been for retail only. The bids are currently closed and Heitman was not
asked to bid.
B. Apple Computer Meeting Update
John Bautista reported that he and Don Brown met with Apple Computer on January 15
regarding their space needs. John stated that Apple executives believe that the quality of
life is good in Cupertino and will very likely use existing office space in Cupertino to
meet their needs. John Bautista, John Statton, and Carol Atwood will meet to do some
preliminary brainstorming to come up with ideas which could be presented to Apple.
C. Shopping Center OwnerlManager Meeting Update
Lauralee Sorensen updated the group on a meeting with Barbara O'Brien of The Oaks
which she attended with Carol Atwood and John Statton on February 4. She stated that
some improvements have already been made under Barbara O'Brien's tenure. These
improvements included new sprinklers and new landscaping. Lauralee stated that the
shopping center is one small shop within being full. Lighting continues to be a problem
and Carol will be following up on this item.
Carol also reported on the January 21 meeting with the shopping center owners. The
meeting was very productive. The shopping center owners/managers expressed concern
regarding the consistency of customer service within City departments. Another area of
concern was the lack of knowledge among small business owners regarding City
regulations. Carol suggested that a training program be developed which could educate
City staff, Council and the Commissions on the processes involved in retail development.
Bob Cowan and Carol Atwood will work on an education program. Alex Byer (DeAnza
Center) will be invited to work on the education program as well.

John Statton also suggested that a weleome packet be developed for new businesses.
Carol Atwood and Bob Cowan will work with John to develop plans for the packet.
D. Temporary Sign Ordinance
Bob Cowan reported that the ordinance will be heard on February 24. He stated that lack
of enforcement and education may be causing the problem rather than the rule itself. Bob
will update the committee during the February 19 meeting.
E. Develop Plans for Economic Summit
Carol asked the committee whether they wanted a consultant or have staff lead discussion
groups. The committee decided they would like the small group discussion format better.
The committee would also like to add General Plan changes to the summit agenda. John
Statton and Carol will work on the agenda and obtain a date for the summit.
4. OLD BUSINESS
A. Brochure Update
Steve Dowling reported that we are now ready to design and print the brochure. He
distributed a breakdown of the costs from different vendors. The committee decided to
have the brochure done as a four page 12" x 18" presentation folder with six photos. The
cost for 5.000 folders would be approximately $10,000. Steve also stated that he liked
the phrase "Excellence in Business, Education and Environment" which was used during
the Mayor's recent State of the City address and thought it would be a good theme for our
brochure. The committee agreed that this would be a good theme. Carol Atwood and
Dorothy Steenfott will work with Steve and the brochure designer for selection and
placement of photos on the brochure.
B. Site Visit Updates
Lauralee Sorensen reported on her visit with Tandem Computers. She stated that the
meeting went well and that Tandem feels that Cupertino has many good reasons to do
business here. Donna Lawler reported on her meeting with The Good Earth Restaurant.
She stated that Good Earth does not feel Cupertino is business friendly and they don't
want bike lanes in front of their restaurant.
C. Status of Davidson Chevrolet Agreement
Bert Viskovich reported that we are still waiting for the modifications to the agreement to
be approved by the attorneys. He will let the committee know as soon as the agreement is
approved. .
5. MISCELLANEOUS COMMITTEE UPDATES
A. Educational Article - Property Tax Breakdown
Carol Atwood reported that the next article has been completed and will be printed
shortly.
