RECOMMENDATION: Staff recommends approval of EXC-2004-04, based on the model resolution. BACKGROUND: The Hewlett Packard Wolfe Road Campus is located on a 101 acre, three lot, block surrounded by four public streets: Wolfe Road, Homestead Road, Tantau Avenue and Pruneridge Avenue. 11 of the 12 buildings on the site are oriented to the interior of the property and surrounded by surface parking and a wide and tall landscape berm that obscures most of the buildings from public street view. The campus is served by 11 driveway entrances and internal circulation is accomplished through a network of driveways and pedestrian paths that link the buildings together. As the campus is very large with multiple buildings, the ten entrance ground signs are important for corporate identity and directing vendors, employees and customers where to go on the campus. The applicant is proposing to replace these 10 ground signs with 10 new signs. Sheets 2 through 5 are pictures of the existing signs # 1-9. Sign #10 was removed and staff has no data, but it was probably the same I-I as other entrance directional signage, which is 10.5 square feet in size. Sheets 6 through 12 show the proposed signage. A sign exception is being requested because the signage needs of this large property owner differ significantly from what would be allowed from a sign code standpoint, and the proposal is about 100 square feet more aggregate sign area than what was existing. The Code allows a maximum of four ground signs and the owner has 11 widely separated driveways. The Code allows numerous large wall signs for the buildings, but this is of little benefit to the property owner whose buildings are mostly invisible from the street, and this signage allowance has not be utilized. Staffis supportive ofthe sign exception and believes the findings can be made as noted below: Findings for Exception Per Section 17.44.040 of the Municipal Code, the Design Review Committee may grant an exception based upon the following findings: A. Literal Enforcement of the Sign Regulations are Inconsistent with Spirit and Intent of Sign Ordinance Part of the intent of the Sign Ordinance is to "provide regulations of sign size, height and quantity which will allow for good visibility for the public and the needs of business while providing for the safety of the public by minimizing distraction to the motorist and pedestrian." The campus is large with multiple entrances, and the buildings are obscured from the public street by property setback and mature landscaping. The only effective means to direct employees, vendors and customers around the campus is a series of directional signs around the campus. The larger signs are at the main gates and at the credit building (sign #9) to provide corporate identity and direction. B. The granting of the exception will not result in a condition which is materially detrimental to the public health, safety, or welfare The additional signage area will not be detrimental to the public health, safety, or welfare. The amount of signage area is modest in comparison to the size of the campus and the number of entrances. C. Least Modification and Minimum Variance to Accomplish Purpose The maximum potential ground signage is over 2,000 square feet. Since the Sign Code caps the maximum ground signage to 100 square feet per lot, Hewlett Packard's maximum is 300 square feet for the three lots. RECOMMENDATION: Staff recommends approval of ASA-2004-11, based on the model resolution, BACKGROUND: The project planned residential development was approved by the City Council on July 7, 2003. As part of the approval, the applicant, Centex Homes, is required to obtain final Design Review Committee approval pertaining to the following items: . Site fencing (interior and perimeter) . Entry trellis features . Semi-pervious interlocking pavers . Site lighting . Final landscaping plan . Final exterior color combinations DISCUSSION: Site Fencing (picket fencing) 39 out of a total of 53 units will have picket fencing in the front yard area. The applicant proposes three general picket fencing types (A, B, C), Type A consists of round top pickets. Type B consists of square top pickets and type C consists of angle top pickets. With the exception of the differently shaped picket tops, the 3 picket types do not have any other features that would set them apart. As proposed, groups of units will share the same picket fence design, Staff is recommending that the design of the picket fencing be alternated between units to provide more interest and individuality to each of the units. A taller decorative post could be placed in between different picket designs between units. The applicant is aware of these suggestions and will bring revised options to the meeting for review, 07- ! Perimeter Fencing The applicant is proposing to install new wood perimeter fencing along the majority of the northerly and southerly property line. Since the project site is surrounded by existing residential uses, portions of the existing 6-foot perimeter fencing are in good condition and may be preserved. The applicant will need to obtain proper consent from the adjacent property owners to remove and replace a fence located on a joint property line, Entry Trellis Features One of the attractive elements of this project is that the majority of the units will have either an arched or flat trellis feature at the entry area. There are also trellis features at various key entry points leading to walkways that serve the interior units, These trellis features not only provide more landscaping opportunities but they also provide more architectural and visual relief that will help activate the walkways and open spaces. Staff is recommending that similar trellis features be provided in front of Lots 14, 13 and 53 and in between lots 25 & 26 and 21 & 22. Also, the entry pilaster (detail 4 on sheet L6,3) should be revised to be either the arched or flat trellis features. The applicant is aware of these suggestions, Semi-pervious Interlocking Pavers One of the conditions of this project is that semi-pervious decorative paving materials be introduced in portions of the access driveway. The applicant has satisfied the condition and the driveway paving and material plans (Sheets FL 1,2, FL 1,3, L2.1, L2.2) provide examples and details of the decorative paving material. The paving sample will be provided at the meeting for review. Site Lighting All of the proposed site lightings are consistent with the Zoning Ordinance, The applicant proposes bollard lights along all interior pedestrian paths and all of the pole lights (serving the open space area and parking area) have cut-off shields to prevent any glare onto adjacent properties. Please refer to the photometric plan for details. Landscaping Plan Staff supports the final landscaping plan with the exception that all of the units adjacent to an existing single-family residence must provide sufficient privacy protection planting in order to screen any views from new second story windows. The applicant is required to work with staff to address this issue prior to issuance of building permits. Final Exterior C%r Combination The original submitted conceptual color package consists of 6 different combinations. The applicant has refined the combinations and is proposing 5 final color combinations, Staff feels that this is an improvement from the original conceptual package and 2 ;J-~ supports the change. Site lighting Final landscaping plan Final exterior color combinations DISCUSSION: Site Fencing (picket fencing) 39 out of a total of 53 units will have picket fencing in the front yard area. The applicant proposes three general picket fencing types (A, B, C). Type A consists of round top pickets. Type B consists of square top pickets and type C consists of angle top pickets. With the exception of the differently shaped picket tops, the 3 picket types do not have any other features that would set them apart. As proposed, groups of units will share the same picket fence design. Staff is recommending that the design of the picket fencing be alternated between units to provide more interest and individuality to each of the units. A taller decorative post could be placed in between different picket designs between units. The applicant is aware of these suggestions and will bring revised options to the meeting for review. 07- I Perimeter Fencing The applicant is proposing to install new wood perimeter fencing along the majority of the northerly and southerly property line. Since the project site is surrounded by existing residential uses, portions of the existing 6-foot perimeter fencing are in good condition and may be preserved. The applicant will need to obtain proper consent from the adjacent property owners to remove and replace a fence located on a joint property line. Entry Trellis Features One of the attractive elements of this project is that the majority of the units will have either an arched or flat trellis feature at the entry area. There are also trellis features at various key entry points leading to walkways that serve the interior units. These trellis features not only provide more landscaping opportunities but they also provide more architectural and visual relief that will help activate the walkways and open spaces. Staff is recommending that similar trellis features be provided in front of Lots 14, 13 and 53 and in between lots 25 & 26 and 21 & 22. Also, the entry pilaster (detail 4 on sheet L6.3) should be revised to be either the arched or flat trellis features. The applicant is aware of these suggestions. Semi-pervious Interlocking Pavers One of the conditions of this project is that semi-pervious decorative paving materials be introduced in portions of the access driveway. The applicant has satisfied the condition and the driveway paving and material plans (Sheets FL 1.2, FL 1.3, L2.1, L2.2) provide examples and details of the decorative paving material. The paving sample will be provided at the meeting for review. Site Lighting All of the proposed site lightings are consistent with the Zoning Ordinance. The applicant proposes bollard lights along all interior pedestrian paths and all of the pole lights (serving the open space area and parking area) have cut-off shields to prevent any glare onto adjacent properties. Please refer to the photometric plan for details. Landscaping Plan Staff supports the final landscaping plan with the exception that all of the units adjacent to an existing single-family residence must provide sufficient privacy protection planting in order to screen any views from new second story windows. The applicant is required to work with staff to address this issue prior to issuance of building permits. Final Exterior Color Combination The original submitted conceptual color package consists of 6 different combinations. The applicant has refined the combinations and is proposing 5 final color combinations. Staff feels that this is an improvement from the original conceptual package and 2 d-;¿ supports the change.
