Removed from the April 7, 2004 meeting.
Staff Presentation: Gary Chao, Assistant Planner, briefly described the project. Staff
and Larry Cannon, Architectural Consultant, have reviewed the plans and recommend
approval with some minor changes. The applicant is aware of the changes and has
already made the corrections.
Mr. John Ha, Architect, has reviewed the recommendations and made the changes.
Marty Miller, Commissioner, asked Mr. Ha about the setbacks, privacy planting and
roof pitch.
Marilyn Howard, 867 E. Estates Drive, read a letter describing the surrounding
neighbor patterns and history.
Mrs. Lois Rodriguez, 6544 Clifford Drive, was concerned about windows looking into
her backyard. She requested that those windows be frosted. Mr. Miller stated that
privacy planting would be planted. Mrs. Rodriguez was also concerned about the
existing telephone line being a fire hazard if trees are going to be planted next to it and
wanted to know if they would be moved. Mr. Chao was not aware of a utility easement
that would prohibit the planting of trees. Mrs. Rodriguez was concerned about the
maintenance of the tree trimming.
Mr. David Do, owner, explained that the last 12 years the home has been a rental. He is
rebuilding the house to live in it and understands Mrs. Rodriguez concerns and will
frost the concerned windows and will maintain the tree trimming.

backyard are about 35 feet away from her home.

Residential Design Review of a first story addition (716 square feet) and new
second story addition (540 square feet) to an existing 1,391 square foot residence.

Staff Presentation: Mr. Gary Chao briefly described the project and stated that staff
supports a requested exception and recommends approval.
Larry Fu, owner, stated that he would be living in the home.
Mr. Chao stated that he had received a letter of concern regarding privacy protection
from a neighbor residing at 10720 Minette Drive. Mr. Chao explained that there would
be a condition requiring that the applicant submit a final privacy protection plan prior
to issuance of the building permit.
Discussion continued regarding more articulation in the design to better blend into the
neighborhood, concerns regarding the second story eaves and privacy planting.
Mr. Fu stated that he spoke to the neighbors at 10741 Johnson Avenue and they waived
the privacy planting. He also sent a copy of the plans to the neighbors and has had no
feedback. He was trying to maintain a good neighbor relationship.
Mr. Miller asked if the Architectural Consultant had reviewed the plans. Discussion
continued regarding the story poles.
Mr. Miller stated that he was pleased that the applicant spoke to the neighbors.
However there were concerns regarding articulation, eaves, water runoff and privacy
protection for the neighbor located at 10720 Minette Drive. Mr. Wong agreed.

Architectural and Site Approval for exterior building and parking lot changes to
an existing, vacant restaurant (formerly EI Torito) at Valko Fashion Park.
Design Review Committee decision final unless appealed
Staff Presentation: Mr. Chao briefly described the project and supports the application
with the exception of the proposal to widen the two parapet walls along the north side
of the building. Staff believes that the two parapet walls either be removed or
preserved with minor cosmetic upgrades.
Mr. Miller asked where the signage could be located. Mr. Chao stated that there was an
existing monument sign along Wolfe Road and could put a sign in the back on the
structural wall on top of the roof above the parapet or on the entry feature.
Marc DiMalanta, Alexander's Steakhouse designer, stated that the approach was to
move away from the Spanish style steakhouse and did not want to reinforce the
chimney look. They would like to cover the two parapet walls with signage, but would
not necessarily push for it.
James Chen, owner, discussed the location of the signage. His concern was with the
location of the two parapet walls in relation to the new entrance.
Discussion continued regarding the color of the building and the signage. Mr. Chao
stated that there would be a separate application for the signage.

Commissioner Miller moved to approve ASA-2004-04 with the condition
that the applicant work with staff to visually reduce the mass of the
parapet wall and consider further decorative features on the wall and that
the signage will be reviewed and approved by the Design Review
Committee for conformance with the City's Sign Ordinance at a later date.

Staff Presentation: Mr. Chao described the application and stated that staff
recommends approval.
Mr. Miller stated that it would be difficult to see the sign traveling westbound due to
the trees.
Prasant Godiwala, stated that he has spoken to the neighbors regarding trimming of the
trees. He explained that visibility was very important and the building would look
awkward without both signs.
Mr. Chao clarified that the tree could only be trimmed up to 25%. Anything more
would require Planning Commission approval.
