Block Leaders - Block leaders meetings are conducted three times a year and
provide education about CERT and Neighborhood Watch as well as training on
handling neighborhood problems and coordinating neighborhood information and
participation within the community.

CERT - Handout - Over 500 graduates, 8 organized neighborhoods and 4 more
in the process of organizing. CERT volunteers being trained as instructors.
Cupertino has organized joint graduation exercises with Campbell, Saratoga and
Los Gatos. CERT members staffing First Aid stations at Lunar Unity Parade and
Festival. Held first neighborhood coordinator meeting to share ideas.
Conducting City disaster drill will CERT volunteers in April.
Neighborhood Watch - Handout - Currently have 56 watch groups consisting of
1500 residences and 165 streets. Conducted 55 meetings last year and formed
24 new groups. New program for Merchant Watch has 50 subscribers.
Converting eCAP Community Alert Program to Yahoo groups.

Would like to post CERT class dates on the group sites.
DES - Handout - Yearly Emergency Plan update is complete. Plans will be
distributed to the Disaster Council members after approval by the City Council on
January 20. EOC tabletop exercise on Bioterrorist event was held on November
13. Debrief information is available. Medical Reserve Corps (MRC) grant was
awarded to DES to develop a disaster medical response system that will

supplement current systems. Additional details are available. Large metal
storage containers will be placed at Garden Gate Elementary, Hyde Middle and
Vallco to store the MRC supplies. Homeland Security grant money was used to
purchase a Photo ID machine. All City Staff, Disaster Council Reps and
volunteer identifications will be converted. Vallco Mall has given us store space
to conduct disaster training and provide public information. Contact DES if you
have ideas about the design or if you would like to have your publications at the
site.
Committee Assignments
The Emergency Plan functional responsibility chart was distributed to the group.
Reps with primary planning responsibilities (P) are asked to contact other
Disaster Council members who should be included in the planning process and
establish planning andlor training dates with OES. The Sheriffs Office will begin
review and revision of the Stevens Creek Dam evacuation plan. Captain
Hirokawa will contact Disaster Council reps who should be part of the planning
process.
Meeting Schedule
Quarterly meeting dates will be CHANGED to the FOURTH Thursday of the
quarter (January, April, July and October) from 2:00 to 3:30 p.m. The next
meeting will be April 22.
