CC Resolution No. 15-060 Approving the Civic Center Master Plan RESOLUTION NO. 15-060 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CUPERTINO APPROVING THE CIVIC CENTER MASTER PLAN WHEREAS, pursuant to City Council direction to initiate a plan to revitalize the Civic Center bounded by Rodrigues and Torre Avenues; Pacific Drive, and Regnart Creek (addresses 10300 and 10800 Torre Avenue, Cupertino) APN 369-31-033; and WHEREAS, the Project proposes to replace the existing City Hall with a new 2-story City Hall of up to 40,000 square feet in size on top of one level of below-grade parking to accommodate up to 118 vehicles. The new City Hall building would be located in the same general location as the existing building. The City also proposes to expand the Cupertino Library by adding approximately 3,000 square feet. The implementation of the project would remove up to 80 trees, the loss of which would be mitigated with replacement trees and other landscape plantings. The project. may temporarily utilize the Library Field to support the implementation of the project, for parking and site circulation, temporary accommodations, and construction staging. The Library Field will be restored for recreation use at the completion of the project; and WHEREAS, City prepared an Initial Study to evaluate the environmental impacts of the Project. The Initial Study concludes that, with mitigation measures, the Project will not have a significant impact on the environment; and WHEREAS, on May 14, 2014 a Stakeholder Workshop was conducted and on July 30, 2014 a Community Workshop was conducted; and WHEREAS on July 7, August 19, and October 21, 2014, Council conducted public hearings and study sessions to receive information and additional public input on the Project; and WHEREAS, prior to taking action on this Project and Resolution, the City Council has exercised its independent judgment in carefully considering the information in the reports, and concludes that with mitigation measures the Project does not have the potential for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment; and the Mitigated Negative Declaration is appropriate; Resolution No. 15-060 Page 2 NOW, THEREFORE: After careful consideration of facts, exhibits, testimony and other evidence submitted in this matter, the City Council hereby finds: 1. The facts in the recitals are true and correct; 2. Adoption of the Civic Center Master Plan is in the best interests of the City; NOW, THEREFORE, BE IT RESOLVED: 1. The City adopts the Civic Center Master Plan prepared by Perkins+Will; and 2. This Resolution takes effect immediately.
