Page 3, paragraph 3, line 6, delete: Some heights limits have been set. August 6, 2003 Minutes of the August 6, 2003 Design Review Committee were approved as amended. Page 3, paragraph 2, line 1, add: asked about the location of the trees and how close house could be... Page 4, paragraph 4, line 1, change: if would to it would. ORAL COMMUNICATION: None 2 Design Review Committee September 17, 2003 CONSENT CALENDAR: None OLD BUSINESS: None NEW BUSINESS: None PUBLIC HEARING: Application: Applicant: Location: EXC-2003-05 Kevin Mann (Artsigns) 21678 Stevens Creek Boulevard Sign Exception to allow five blade signs on an existing commercial building. (Stanley Square) Design Review Committee decision final unless appealed Staff Presentation: Aarti Shrivastava, Senior Planner, briefly described the project. Staff recommends approval of the sign exception for the pedestrian blade signs. MOTION: SECOND: ABSENT: ABSTAIN: VOTE: Commissioner Wong moved to approve EXC-2003-05. Chairperson Saadati. None None 2-0 Application: Applicant: Location: ASA-2003-04 The Stargazer's Group 10062 Miller Avenue Architectural and Site Approval for a landscape plan at an existing office building. Design Review Committee decision final unless appealed Staff Presentation: Gary Chao, Assistant Planner, briefly described the project. On September 9, 2002 the Planning Commission approved a use permit modification to add 3,600 square feet and part of the approval was that the applicant needed to enhance the parking lot by adding more landscape and trees, close one of the driveways and delete up to 15 parking stalls for landscaping on the southerly property line. The applicant 3 Design Review Committee September 17, 2003 has submitted revised landscape plans prior to the start of the hearing. The plan shows the removal of only 8 parking stalls. The applicant has requested not to move the trash enclosure to the requested area, but to another area. Staff agrees with the new location, although would like to see the trash enclosure further up flush with the landscape. The trash enclosure needed to be covered. Staff recommends approval with these changes with additional planting along the southeast property line. Commissioner Wong asked if the driveway along Ridgewood Court could be kept open for fire trucks and safety purposes. He also likes having more parking stalls as shown on the revised landscape plan. Nora, The Stargazer's Group, stated that there are several other driveway entrances available for entry. Chairperson Saadati asked if the bike parking area would be landscaped. Nora answered yes. Todd Kalbfeld, Designer, stated that existing trash enclosure is still in good condition. Chairperson Saadati None None 2-0 Application: Applicant: Location: R-2003-12 Arnold Nite Madrid Road Residential Design Review for a new, two-story, 4,233 square foot residence. Design Review Committee decision final unless appealed Request postponement to the next meeting. MOTION: SECOND: ABSENT: ABSTAIN: VOTE: Commissioner Wong moved to postpone R-2003~12 to the next meeting. Chairperson Saadati. None None 2-0 4 Design Review Committee September 17, 2003 Application: Applicant: Location: R-2003-13 Moti Mizrahi 10725 Santa Lucia Road Exception to the R-1 ordinance to construct an addition to the second story, which exceeds 35% of the first story. Design Review Committee decision final unless appealed Staff Presentation: Gary Chao, Assistant Planner, described the project and gave the description of the lot and exiting house. There will be no visual impacts. Staff recommends approval and supports the exception. Mr. Wong asked which neighbor would have the greatest privacy impact. Mr. Chao stated that the proposed deck would be facing the south and northeast side. Staff is requesting that the applicant plant privacy screening and submit a revised landscaping plan. Mr. Saadati inquired about setbacks. Moti Mizrahi, applicant, stated that he has worked with staff to satisfy the requirements. Cindy and Jeff Anderson, neighbors, were concerned about the privacy and whether the new roof was going to match the existing height and materials. Mr. Chao answered yes. Mr. Mizrahi stated that privacy protection was a main concern. The existing oaks trees were trimmed to maintain their health.
