CC Resolution No. 15-026 Adopting the 2015-16 Community Development Block GRant (CDBG) Program, General Fund Human Service Grants (HSG) Program & Below Market-Rate (BMR) Affordable Housing Fund (AHF) RESOLUTION NO. 15-026 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CUPERTINO ADOPTING THE 2015-16 COMMUNTIY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM, GENERAL FUND HUMAN SERVICE GRANTS (HSG) PROGRAM AND BELOW MARKET-RATE (BMR) AFFORDABLE HOUSING FUND (AHF) FUNDING ALLOCATIONS WHEREAS, the Housing and Community Development Act of 1974 provides that funds be made available for the Community Development Block Grant (CDBG) program; and WHEREAS, the City of Cupertino wishes to apply for funds as an Entitlement Jurisdiction under said Act; and WHEREAS, the City of Cupertino estimates receiving a $293,549 CDBG entitlement grant from the United States Department of Housing and Urban Development (HUD) to be allocated for fiscal year 2015-16; and WHEREAS, the City of Cupertino estimates allocating $13,000 in CDBG program income for fiscal year 2015-16; and WHEREAS, The City of Cupertino estimates allocating up to $170,847 of available uncommitted CDBG funds from prior fiscal year 2014-15 for fiscal year 2015-16; and BE IT FURTHER RESOLVED that the City Council of the City of Cupertino hereby approves the Housing Commission's fiscal year 2015-16 funding recommendation allocations to the organizations and dollar amounts as detailed in Attachment D to the City Council staff report dated April 7, 2015 entitled "2015-20 CDBG Community Development Block Grant (CDBG) Program Consolidated Plan, 2015-16 CDBG Annual Action Plan and 2015-16 Grant Funding Allocations"; and BE IT FURTHER RESOLVED that the 2015-16 CDBG, HSG and BMR AHF grant funding allocations will be decreased/increased based on final budget allocations by HUD and City Council; and BE IT FURTHER RESOLVED that the City Council of the City of Cupertino hereby authorizes the City Manager to negotiate and execute the grant agreements in substantially the forms as Attachments F, G, H, I, J and K to the City Council staff report dated April 7, 2015 entitled "2015-20 CDBG Consolidated Plan, 2015-16 CDBG Annual Action Plan and 2015-16 CDBG, HSG, BMR AHF Funding Allocations".
