Community Development Block Grant(CDBG) Program, General Fund Human Service Grants (HSG) Program and Below Market-Rate (BMR) Affordable Housing Fund (AHF) 2. Next Steps Funding Sources Community Development Block Grant(CDBG)Program—The United States Department of Housing and Urban Development(HUD)annually allocates entitlement grants to local jurisdictions for community development activities.Jurisdictions typically must have a population of 50,000 or more to qualify as an entitlement jurisdiction.This will be the City's thirteenth year as an entitlement jurisdiction receiving a CDBG grant directly from HUD. General Fund Human Service Grants(HSG)Program-The City Council annually allocates funds from the General Fund to human service agencies. Below Market-Rate(BMR)Affordable Housing Fund(AHF)—The Below Market-Rate(BMR) Affordable Housing Fund(AHF)receives its revenue from the payment of housing mitigation fees from residential and non-residential(office,hotel,retail,research and development(R&D)and industrial)development. CDBG Required Plans Consolidated Plan—Five year planning document(covering fiscal years 2015-2020)that identifies local community development needs and sets forth a strategy to address those needs utilizing federal CDBG funds.Due to HUD by May 1S,2015. Annual Action Plan—One year planning document(covering fiscal year 2015-2016)that describes the eligible activities that the City of Cupertino intends to undertake to address the needs identified in the Consolidated Plan. Due annually to HUD by May 15,2015. Consolidated Annual Performance Evaluation Report(CAPER)—One year planning document that reports accomplishments of the prior fiscal year(2014-2015)that were outlined in the Consolidated Plan and Annual Action Plan. Due annually to HUD by September 30,2015. CDBG, HSG & BMR AHF Timeline Sept.—Oct.2014 3 Consolidated Plan Regional Workshops and 8 Community Forums held Countywide. December 1,2014 Annual Request for Proposal(RFP)was issued. January 5,2015 RFP deadline ended. February 23,2015 30 day public comment period started. February 26,2015 Housing Commission meeting(111 of 2 required CDBG public hearings). Forwarded Housing Commission recommendations to City Council for final approval. March 23,2015 30 day public comment period ended. April 7,2015 City Council meeting(2nd of 2 required CDBG public hearings)for final adoption of Consolidated Plan,Annual Action Plan and CDBG,HSG and BMR AHF grant funding allocations. May 15,2015 Consolidated Plan and Annual Action Plan due to HUD.
